Embodies the distinctive characteristics of a type, period or method of construction Ordinance No 172 2003 which was unanimously adopted on First Reading on December 2 2003 designates the above mentioned property as a Fort Collins Landmark ORDINANCE NO 172 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS DESIGNATING THE HISTORIC SEVENTH DAY ADVENTIST CHURCH 400 WHEDBEE STREET FORT COLLINS COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS pursuant to Section 14-2 of the City Code the City Council has established a public policy encouraging the protection enhancement and perpetuation of landmarks within the City and WHEREAS by Resolution dated November 12 2003 the Landmark Preservation Commission (the "Commission') has determined that the Historic Seventh Day Adventist Church has individual significance to Fort Collins under Landmark Designation Standard 1, for its construction and use for over a century as a church and under Standard 3 for its architectural meets as a very well preserved and noteworthy example of an early church in Fort Collins, with a stylistically austere design and WHEREAS the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark and has recommended to the City Council that said property be designated by the City Council as a landmark and WHEREAS the owner of the property has consented to such landmark designation, and WHEREAS such landmark designation will preserve the property s significance to the community and WHEREAS the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a landmark NOW THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows Section 1 That the property containing the Historic Seventh Day Adventist Church located on lands in the City of Fort Collins Lanmer County Colorado described as follows to wit North ih Lot 5 Block 164 Less the East 90 Feet Thereof City of Fort Collins also known as 400 Whedbee Street is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of Fort Collins Section 2 That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14 Article III of the Code of the City of Fort Collins Introduced considered favorably on first reading and ordered published this 2nd day of December A D 2003 and to be presented for final passage on the 16th day of December A D 2003 ayor ATTEST/ // i/i 4/1460l ,15 Chief Deputy City Clerk Passed and adopted on final reading this 16th day of December A D 2003 Mayor ATTEST City Clerk ITEM NUMBER 19 AGENDA ITEM SUMMARY DATE December2, 2003 FORT COLLINS CITY COUNCIL STAFF Karen McWilliams SUBJECT First Reading of Ordinance No 172 2003 Designating the Historic Seventh Day Adventist Church 400 Whedbee Street as a Fort Collins Landmark Pursuant to Chapter 14 of the City Code RECOMMENDATION t A 4 The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First Reading At a public hearing held on November 12 2003,the Landmark Preservation Commission voted unanimously to recommend designation of this building as a landmark for its architectural and historical significance to Fort Collins EXECUTIVE SUMMARY The owner of the property Tl1e Whole Life ChilpItoric ligi Science is initiating this request for Fort Collins Landmark de nati or t)1 Sev th Day Adventist Church The property is individually eligible r landm kdes�gnation un er City of Fort Collins Landmark Preservation Standards(1)-Association with events that have made a significant contribution to the broad patterns of history and (3) - Embodies the distinctive characteristics of a type period or method of construction Significance and Physical Integrity The church building at 400 Whedbee Street has made a significant contribution to our history under Standard 1 for its construction and its use, for over a century as a church The building is also significant under Standard 3 for its architectural merits It is a very well preserved and noteff am an,,earlyhurch in Fort Collins with a stylistically austere design TLaps � e is a c t ` ut g elq ant of the Laurel School National Register District In 1998 ises ed as avid lyeligible fordesignation on the National Register of Historic rider Cnt o as an ex pent example of early 20s century small scale church architecture The church located on the southeast corner of Whedbee and East Magnolia Streets is a single story, wood frame cross gable vernacular building Costing $1600 to construct the building is distinguished by its high walls relatively steeply pitched gables and lack of ornamentation Walls are clad with narrow drop siding and large gables facing front and north each contain triple sets of tall 1 over-1 windows separated by wide mullions These windows also feature flat wooden surrounds and stepped molding lintels On the south elevation is a canted bay window The main entry is accessed by a small open porch protected by a substantial shed roof supported by a turned spindle post December 2, 2003 -2- Item No 19 Designed by Ora E Long this church was erected in 1903 for the Seventh Day Adventist Church The Seventh Day congregation in Fort Collins was organized on February 5 1887 at the time, it consisted of only twelve members led by Elder J D Pegg Watson Ziegler took charge of the congregation around 1896 and this church was built under his stewardship The church at 400 Whedbee served the congregation until 1954 when a new Seventh Day Adventist Church was constructed at 502 East Pitkin Street On March 5, 1954 The Glad Tidings Assembly of God acquired the church property for$15,000 This church utilized the building until the property was sold in 1973 Shortly thereafter Glad Tidings changed its name to Foothills Assembly of God Church and moved to its new location at 305 West Swallow Road This building then became home to The Downtown Church of C ho Qwneq thephu 1 74 and 1982 In February 1982 the property was sold to the Mennonite ellows}�aphu h 6 900 In 2002 the Mennonites sold the land to the William J Warre rust for $t180 000 ater that year the Trust sold the property to the Whole Life Church of ke ious'Science for$ 000 In the last year the Whole Life Church has restored much of the building s original wood interior repairing the wear that comes with a century of use -P
