HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 07/18/2000 - RESOLUTION 2000-91 ADOPTING THE RECOMMENDATION OF AGENDA ITEM SUMMARY ITEM NUMBER: 23 DATE: July 18, 2000 FORT COLLINS CITY COUNCIL STAFF • Dave Siever SUBJECT: Resolution 2000-91 Adopting the Recommendation of the Cultural Resources Board Regarding Fort Fund Disbursements. RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: On November 30, 1998 revised guidelines for the Cultural Development and Programming and Tourism accounts(Fort Fund)were adopted and approved through the City Manager's office. These newly adopted guidelines created a three-tiered funding system for organizations that apply for grants from Fort Fund. Tier#1 was established as an annual programming fund for organizations whose primary purpose is to present three or more public events annually. These groups may apply for funding from Tier#1 each April. Tier#2 allows organizations that are not eligible for Tier#1 support to apply for funding of events that are not fund-raising in nature and do not generate more than $2,500 in proceeds after expenses. Tier#3 allows organizations that are not eligible for Tier #1 support to apply for funding of events that generate more than$2,500 in proceeds after expenses and are fund-raising in nature. Applications for support from Tier#2 and Tier#3 are accepted each January and June. The following disbursements from funds in the City's Cultural Development and Programming and Tourism accounts were recommended by the Cultural Resources Board at their regular meeting of June 28, 2000 for Tier#2 and Tier#3 applicants. "Impression: Monet" $1,500 $1,500 August 11 - 13, 2000 Opera Fort Collins "Tosca" $4,000 $1,500 August 3 - 6, 2000 $2,000 i iPoudre Landmarks Foundation Historic Homes Tour $1,500 $1,500 September 7 - 9, 2000 Public Radio for the Front Range Music Fest 2001 $3,000 $500 March 2 - 4, 2001 $2,000 Rocky Mountain Youth Orchestra 2001 Spring Concert $2,000 $2,000 March 18, 2001 St. Luke's Episcopal Church 24th Annual Bach Festival $4,000 $2,500 0 February 16 - 18, 2001 I Whole Life Church The International Hour for Peace $1,300 $1,300 December 31, 2000 BOLD=TOURISM ACCOUNT DEVELOPMENT AND PROGRAMMING ACCOUNT SUBTOTAL: $21,638 TOURISM ACCOUNT SUBTOTAL: $16,462 TOTALS: $54,296 $38,100 RESOLUTION 2000-91 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE RECOMMENDATIONS OF THE CULTURAL RESOURCES BOARD REGARDING FORT FUND DISBURSEMENTS WHEREAS, the City disburses funds from the City's Cultural Development and Programming Account and Tourism Programming Account in accordance with the provisions of Section 25-244 of the City Code through its Fort Fund Program; and WHEREAS,the City's Cultural Resources Board reviews applications for Fort Fund monies and makes recommendations to the City Council in accordance with the provisions set forth in Section 2-203(3) of the City Code, and administrative guidelines for the Fort Fund program (the "Fort Fund Guidelines"); and WHEREAS,in accordance with Section 25-244 of the City Code,the Cultural Development and Programming Account was established for the purpose of funding cultural development and programming activities; and WHEREAS,in accordance with Section 25-244 ofthe City Code,the Tourism Programming Account was established for the purpose of funding tourist-related special events, because it is generated from the portion of the lodging tax that is designated for the promotion of convention and visitor activities; and WHEREAS, at its regular meeting of June 28, 2000, the City's Cultural Resources Board recommended funding for various proposals as set forth on Exhibit"A",which is attached hereto and incorporated herein by this reference,based upon the criteria and considerations set forth in Section 2-203 and the Fort Fund guidelines; and WHEREAS,the proposals recommended by the City's Cultural Resources Board provide a public benefit to the Fort Collins community by supporting cultural development and programming activities, and promote the utilization of public accommodations within the City; and WHEREAS, the Council wishes to adopt the recommendations of the City's Cultural Resources Board. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that funds in the total amount of Thirty Eight Thousand One Hundred Dollars($38,100) in the City's Cultural Development and Programming Account and Tourism Programming Account be distributed in accordance with the recommendations of the City's Cultural Resources Board as set forth on Exhibit "A".
