SUBJECT
Resolution 2004-016 Appointing the Members of an Economic Vitality and Sustainability
Action Group.
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
No direct financial impact. Support of the Group's work will require expenses associated
primarily with research, data analysis, and the preparation of written reports.
EXECUTIVE SUMMARY
On January 6, 2004 City Council adopted Resolution 2004-006 and endorsed the establishment
of an Economic Vitality and Sustainability Action Group (Task Force).
Councilmembers Marty Tharp and Karen Weitkunat (the Council Economic Policy Committee)
were to prepare and present to City Council a cross-section of business and economics
representatives of the community as well as members of the general public that are interested in
serving on the Task Force. Councilmembers Tharp and Weitkunat developed a matrix as a tool
to help identify the interests to be reflected on the Task Force. The matrix (see Attachment "A")
blended various job and business categories—many of the typical ones listed on the North
American Industry Classification System—with some of the important perspectives that should
be represented, e.g., environment, economy, entrepreneurial, social, emerging technology and
global/local. Using the matrix, potential members were identified to ensure a good cross-section
of people and those that have a good working knowledge of these attributes.
A preliminary list of potential Task Force members was developed—Councilmembers Tharp and
Weitkunat suggest expanding the group to 16 members (versus the 13 as originally discussed
among all the Councilmembers).
Resolution 2004-016 presents a list of community members to serve on the Task Force. All but
three people have been contacted and have expressed their willingness to serve on this group.

The number of people that can serve on the Task Force is obviously limited. Yet there are many
in the community with skills and expertise that can benefit the work of the Task Force.
Consequently, a list of Community Resource People that will be asked to work with, provide
information and/or assist with analysis of information or proposed strategies as the Task Force
does its work, has been established. This list is not complete and, in fact, will remain changeable
and flexible throughout the project.

RESOLUTION 2004-016
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPOINTING THE MEMBERS OF AN ECONOMIC VITALITY
AND SUSTAINABILITY ACTION GROUP
WHEREAS, on November 25, 2003, the City Council discussed in a study session various
proposed measures designed to promote the City's economic health; and
WHEREAS, on January 6, 2004, the City Council adopted Resolution 2004-006 which
adopted an action plan which was intended to develop and implement such measures; and
WHEREAS,said plan includes the establishment of an economic vitality and sustainability
action group (the "EVSAG"); and
WHEREAS, Resolution 2004-006 set forth the duties and functions of the EVSAG and
called for the appointment of its members no later than the first Council meeting in February 2004;
and
WHEREAS, said Resolution further provides that the members of the EVSAG are to be
appointed by the Council from a list of nominees to be submitted by Councilmembers Tharp and
Weitkanut,which nominees are to represent a cross-section of business and economic representatives
of the community,as well as members of the general public,and are to also include Councilmembers
Tharp and Weitkanut; and
WHEREAS, said Councilmembers have submitted to the Council a list of such nominees,
and said nominees have expressed their willingness to serve on the EVSAG; and
WHEREAS, the Council wishes to select and appoint the members of the EVSAG.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the following individuals shall serve as members of the EVSAG:

Section 2. That the EVSAG is hereby directed to perform the following duties and
functions, in accordance with the provisions of Resolution 2004-006:
(a) develop an Economic Vitality and Sustainability Plan for the City(the
'Plan"), the purpose of which shall be to identify: (I) economic
challenges, strengths, and issues facing the community; (ii) specific
economic strategies to leverage strengths and overcome the problems;
(iii) business clusters where existing community assets give Fort
Collins a competitive advantage; (iv)the partnerships and operating
structures that can most effectively implement the economic goals
and strategies of the City Council; and (v) specific measures and
benchmarks in which to measure the economic health of the
community;
(b) establish guidelines for funding an Economic Vitality and
Community Sustainability Fund(the"Fund")and for utilizing monies
deposited into the Fund;
(c) provide a report and recommendations to the City Council no later
than June 30, 2004.
Passed and adopted at a regular meeting of the City Council held this 3rd day of February,
