Second Reading of Ordinance No. 74, 2000, Appropriating Unanticipated Revenue in the Flood
Mitigation Fund and Authorizing the Transfer of Appropriations Between Funds for Projects
Pertaining to Flood Mitigation Measures.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Ordinance No. 74, 2000, was unanimously adopted on First Reading on June 20, 2000, and
authorizes the appropriation of grant proceeds received from the Colorado Office of Emergency
Management and the transfer of existing appropriations to be used for flood mitigation measures and
disaster preparedness initiatives. Specifically,the grant proceeds and required City matching funds
will be used to: (1) design a website displaying stream flow and weather data to the public; (2)
design and develop a new brochure on the City's early warning system; and (3) conduct public
meetings aimed at increasing the public's understanding and ability to react to natural disasters.
First Reading of the Ordinance reflected the appropriation of the proceeds from the three grants from
the Office of Emergency Management in the Flood Mitigation Fund and the transfer of matching
funds from the Storm Drainage Fund. Two of the three grants are to be appropriated in the Storm
Drainage Fund and the transfer of matching funds should be from the City's General Fund. This
Ordinance has been corrected for Second Reading.

FINANCIAL IMPACT:
The City was awarded three grants from the Colorado Office of Emergency Management for
Disaster Resistant Grant Program funds. The funds, totaling $8,500, will be appropriated in the
City's Flood Mitigation Fund and used to rovide information to the citizens of Fort Collins
concerning flood awareness iti t me ur t g ds,totaling $8,500, have been

to natural disasters.
The City's Flood Mitigation Fund was created in April, 1998 to account for revenues and
expenditures associated with long range planning, and flood awareness and mitigation measures
which became necessary in the aftermath of the flash flood that hit Fort Collins on July 28, 1997.
The flood resulted in the loss of five lives, the loss of 120 mobile homes, and caused over $200
million in damage. A Presidential declaration qualified the community for various types of federal
disaster assistance programs. Since the creation of the fund,the City has received in excess of$1.4
million in federal funding to develop a flood recovery action plan,a flood warning program,and to
develop a disaster resistant community initiative. This latest application by the City, for federal
funds, will help address the continued need to find ways to expand mitigation awareness and

benefits to citizens and businesses residing in floodplain areas, and provide a means to accurately
disseminate streamflow and precipitation gage data to the public. The three grants to be
administered by the City's Office of Emergency Management are as follows:

APPROPRIATING UNANTICIPATED REVENUE IN THE
STORM-DRAINAGE FUND=AND THE FLOOD MITIGATION FUND
AND AUTHORIZING THE TRANSFER
OF APPROPRIATIONS BETWEEN FUNDS FOR PROJECTS PERTAINING

WHEREAS, in April 1998, the City created the Flood Mitigation Fund to account for
revenues and expenditures associated with long range planning and flood awareness and mitigation
measures following the aftermath of the flash flood that hit Fort Collins on July 28, 1997; and

public meetings aimed at increasing the public's understanding and ability to react to natural
disasters ($2,000); and

WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V,Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital
project to another fund or capital project,provided that the purpose for which the transferred funds
are to be expended remains unchanged; and

NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in
the F vd-lvlitigatiort Storm Drainage Fund,the sum of ESP SIX THOUSAND FIVE HUNDRED
DOLLARS ($8,566$6;500),upon receipt from the Colorado Office of Emergency Management to
be used, att extsting appropriations for the following projects:
