Second Reading of Ordinance No. 185, 2000, Appropriating Unanticipated Revenue in the
General Fund for Police Services Drunk Driving Enforcement Program.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
The Colorado Department of Transportation has awarded Fort Collins Police Services a 2001
Law Enforcement Assistance Fund (L.E.A.F.) grant in the amount of$40,000 to help reduce the
number of drunk drivers in Fort Collins. This grant will provide overtime compensation for Fort
Collins Police Officers who are involved in operations, which focus on the detection and arrest
of drunk drivers. Ordinance No. 185, 2000, was unanimously adopted on First Reading on
November 21, 2000.

The Colorado Department of Transportation has awarded Fort Collins Police Services a 2001
Law Enforcement Assistance Fund (L.E.A.F.) grant in the amount of $40,000 to help reduce the
number of drunk drivers in Fort Collins. This grant will provide overtime compensation for Fort
Collins Police Officers who are involved in operations, which focus on the detection and arrest
of drunk drivers. The stipulations of the grant are as follows:
• The grant money will be used for overtime compensation for police officers to perform
drunk driving enforcement duties.
• Conduct at least two sobriety checkpoints or saturation patrols during 2001.

• Fort Collins Police Services must be actively involved in the Colorado Department of
Transportation's DUI enforcement public awareness campaign by participation in joint
efforts.
• Fort Collins Police Services will make all reasonable efforts to increase DUI alcohol and
drug related arrests by 10% over the 2000 level.
Police Services has agreed to these stipulations and there are no matching funds required for this
grant.
