SUBJECT:
Second Reading of Ordinance No. 178, 2000, Appropriating Proceeds of a U.S. Bureau of
Reclamation Grant as Unanticipated Revenue in the Water Fund.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
A U.S. Bureau of Reclamation grant for the purchase of water quality monitoring equipment for
Horsetooth Reservoir will be awarded to the City in the amount of$63,383. Ordinance No. 178,
2000, which was unanimously adopted on First Reading on November 21, 2000, appropriates_grant
proceeds to the Water Fund for the U.S. Bureau of Reclamation Grant in order for the City to
purchase the monitoring equipment.

Reservoir.

A U.S. Bureau of Reclamation grant for the purchase of water quality monitoring equipment for
Horsetooth Reservoir will be awarded to the City in the amount of$63,383. The Resolution would
authorize the Mayor to execute the grant agreement with the Bureau. The Ordinance appropriates
the grant proceeds to the Water Fund for the U.S.Bureau of Reclamation Grant in order for the City
to purchase the monitoring equipment.

BACKGROUND:
The grant agreement details the responsibilities of the City and the Bureau of Reclamation regarding
the purchase and operation of an on-line water quality monitoring and transmitting device to be
installed at Horsetooth Reservoir. The monitor will provide water treatment entities with advance
notice of any changes to raw water quality,and provide a basis for decisions regarding the need for
any recreational restrictions during the repair of the dams at Horsetooth Reservoir.
The lower water levels in the reservoir will impact the quality of raw water provided to water
treatment facilities. Due to the complexity of the system, it is unclear exactly what those impacts

The Utilities have used a boat to collect this kind of information in the past..Although it works well,
this type of monitoring is labor intensive and cannot always be completed due to weather conditions.
The on-line water quality monitoring was needed prior to the dam repair and will be utilized even
after the completion of the construction.
The City of Fort Collins will collect and share the on-line water quality data with the Fort Collins
Loveland Water District, the City of Greeley, and Northern Colorado Water Conservancy District.
