SUBJECT:
Second Reading of Ordinance No. 168, 2000, Appropriating Unanticipated Revenue in the General
Fund for the East Mulberry Corridor Plan.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Council appropriated $127,000 in the Advance Planning Department's 2000 budget for implementing
the East Mulberry Corridor Plan. Larimer County agreed to participate in the development of this
Plan and has provided $50,000 as its share. This Ordinance was unanimously adopted on First
MReading on November 21, 2000.

FINANCIAL IMPACT:
The total budget for this project is $177,000, shared between Latimer County and the City of Fort
Collins. The City's share ($127,000) has been provided for in the Advance Planning Department's
2000 Budget. The County's share ' d b C' S .

More specifically, the objectives of the Plan are to:
• Assess existing and planned facilities and services cost implications and timing of improvements.
• Determine financial implications for both the City and County concerning annexation.
• Develop a memorandum of understanding between the City, County and other service providers
early in the planning process to clarify such issues as timing of annexation, provision of services
and facilities, interim development standards and project funding.
• Determine appropriate future land use, transportation network, open lands and redevelopment
opportunities specific to this area, using City Plan as a base.
• Facilitate extensive public involvement throughout the planning process to garner support and
obtain critical input from affected interests for developing a successful plan.
