STUDY SESSION AGENDA

1. Call Meeting to Order.
2. Presentation by External Auditor and Follow-up Discussion with Council. (4:30 p.m. - 5:00 p.m.)
The Charter requires that an annual audit be conducted by an external audit firm. Bondi& Co.LLP has
served as the Council's external auditor for the last ten years. For the 2002 audit, Bondi expressed a
"clean" opinion. This means that the City's Finance Department has followed generally accepted
accounting principles and the financial statements fairly present the financial status of the City as of the
fiscal year 2002.

3. Establishing.the Fees and Fares for Transfort/Dial-A-Ride for 2004-2005. (6:00 p.m. - 6:45 p.m.)
Staff is seeking direction on increasing Transfort/Dial-A-Ride fares and fees. The City Council requested
the examination of the fees and fares for Transfort/Dial-A-Ride in 2002. Fort Collins'existing fare policy
and fare strategy was evaluated for consistency of goals, equity among ridership groups, and was
compared to regional peer organizations.
4. North Front Range Metropolitan Planning Organization and the 2030 Regional Transportation Pla(ib:45
p.m. - 7:30 p.m.)
The purpose of this presentation is to inform City Council and give them an opportunity to ask questions
and share insights, concerns and suggestions.
The North Front Metropolitan Planning Organization(NFRMPO)would like to share with the Fort Collins
City Council an overview of the upcoming 2030 Regional Transportation Plan (2030 RTP). This Plan
will be the guiding document for the next three years to facilitate project funding for our region. The
2030 RTP will be incorporated into CDOT's statewide plan.
5. Discussion of the 2004-2005 Budget. (7:30 p.m. - 9:00 p.m.)
a. Review of the recommended revisions to the Financial Management Policies.
b. Review and direction for the 2004-2005 Biennial Budget.
