STUDY SESSION AGENDA
September 11, 2001 CANCELLED 6:00 p.m.
1. Call Meeting to Order.
2. Discussion of a suggested revision to the Principles for Budget Planning,(6:00 p.m-6:30 p.m.)
Discussion regarding Council's desire to modify and remove transit services from the Secondary
Services category and place it in the Primary Services category.
Councilmembers indicated a desire to discuss whether or not transit services and facilities should
be placed under the"Primary Service"category rather than the"Secondary Services"category.
Perhaps a series of questions may help guide the Council discussion and determination of this
question:
1. How does Council define "transit services"? What is and is not included in transit
services?
2. In what ways are transit services and facilities essential to a community's safety,health
or welfare?
3. In what ways do transit services and facilities match, or not,the definition of secondary
services?
3. Discussion of the City Manager's recommended 2002-2003 budget. (6:30 p.m. - 8:00 p.m.)
The purpose of this study session is to review the City Manager's 2002 and 2003 recommended
biennial budget.
Staff is asking the following questions:
1. Does City Council concur with the budget recommendations?
2. What additional information would be helpful to Council for the upcoming Study Session
scheduled for September 25?
4. Other Business.
5. Adjournment.
