RECOMMENDATION: Staff recommends adoption of the Ordinances on First Reading. FINANCIAL IMPACT: The City has received two grants for Police Services. The first is a grant from the U.S.Department of Justice, Local Law Enforcement Block Grant (LLEBG) program in the amount of$69,537 for the procurement of equipment and technology related to basic law enforcement functions. This grant requires a cash match of$7,726,which will be met by the existing Police Service budget. The second grant in the amount of$1,944 has been received from the Office of Juvenile Justice,Division of Criminal Justice (DCJ), Juvenile Accountability Incentive Block Grant Program to provide supplies and operating expenses for the Youth Community/Family Conferencing Program. EXECUTIVE SUMMARY: A. First Reading of Ordinance No. 166, 2000, Appropriating Unanticipated Revenue in the General Fund for Police Services and Authorizing the Transfer of Matching Funds Previously Appropriated in the Police Services Operating Budget to the Grant Project. B. First Reading of Ordinance No. 167, 2000, Appropriating Unanticipated Grant Revenue in the General Fund for Police Services for the Youth Community/Family Conferencing Program. Local Law Enforcement Block Grant(LLEBG): Fort Collins Police Services has been awarded a grant under the U.S. Department of Justice, Local Law Enforcement Block Grant program (LLEBG) in the amount of$69,537 for the procurement of equipment and technology related to basic law enforcement functions. A local cash match of$7,726 is required and will be met by the existing Police Services budget. The grant funds will be used to continue the mobile data terminals (MDTs)to laptop computer conversion project. The MDTs are outdated and have fewer capabilities than laptop computers. Converting from MDTs to laptop computers enhances the officers' abilities to complete reports and other documentation in the field. A condition of the grant requires that input be sought from an Advisory Board who will make a non- binding recommendation to the U.S. Department of Justice on the agency's use of the funds. The DATE: November 21, 2000 2 ITEM NUMBER: 15 A-D Advisory Board, consisting of representatives from local law enforcement (Chief Harrison), the prosecutor's office(Stu VanMeveren),court system(Judge Kathleen Lane),the public schools(Ken Forrest), and a non-profit agency active in crime prevention or treatment (Marcy Lynn McNeal — TEAM Fort Collins and Pam McCracken—CSU Center for Drug and Alcohol Education),reviewed the project, and support the proposed use of the grant funds. In addition, a Public Hearing was held on October 12, 2000,to receive comments from any citizen of Fort Collins on the proposed use of the grant funds. No one attended the public hearing and no comments were received. Documentation on the Advisory Board meeting and Public Hearing was sent to the U.S.Department of Justice and final notice of grant award was received. The grant period is from October 23,2000, to September 30, 2001. Juvenile Accountability Incentive Block Grant:A second grant in the amount of$1,944 has been received from the Office of Juvenile Justice, Division of Criminal Justice (DCJ), Juvenile Accountability Incentive Block Grant Program to provide supplies and operating expenses for the Youth Community/Family Conferencing Program. No cash match is required. These grant funds will be used to off-set the cost of producing training manuals and brochures,postage and recruiting and training community volunteers as restorative justice facilitators. Training is planned for the third week of January 2001. The grant period is from November 1, 2000, to January 31, 2001. ORDINANCE NO. 166, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR POLICE SERVICES AND AUTHORIZING THE TRANSFER OF MATCHING FUNDS PREVIOUSLY APPROPRIATED IN THE POLICE SERVICES OPERATING BUDGET TO THE GRANT PROJECT WHEREAS, the City of Fort Collins Police Services has been awarded a grant under the United States Department of Justice,Local Law Enforcement Block Grant program(LLEBG)in the amount of$69,537; and WHEREAS, the LLEBG funds are to be used for the procurement of equipment and technology related to basic law enforcement functions; and WHEREAS,the LLEBG program required that an Advisory Board be formed to review the use of the grant funds and make a non-binding recommendation to the United States Department of Justice on the agency's use of the funds; and WHEREAS, an Advisory Board was formed consisting of representatives from local law enforcement,the prosecutors's office,the court system,the public schools,and a non-profit agency active in crime prevention or treatment; and WHEREAS,the Advisory Board reviewed the project and supported the proposed use of the LLEBG funds; and WHEREAS,the grant requires$7,726 of City matching funds,which have been included in the 2000 Police Services budget for this purpose and are available for transfer to the Police Services LLEBG project; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one project to another project, provided that the purpose for which the transferred funds are to be expended remains unchanged. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of SIXTY-NINE THOUSAND FIVE HUNDRED THIRTY-SEVEN DOLLARS ($69,537) for expenditure in the General Fund for the Police Services LLEBG project and appropriated therein. Section 2. That the unexpended appropriated amount of SEVEN THOUSAND SEVEN HUNDRED TWENTY-SIX DOLLARS($7,726)is authorized for transfer from the Police Services operating budget in the General Fund to the Police Services LLEBG project and appropriated therein.
