HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 09/19/2000 - RESOLUTION 2000-115 APPROVING EXPENDITURES FROM TH AGENDA ITEM SUMMARY ITEM NUMBER: 24 FORT COLLINS CITY COUNCIL DATE: September 19, 2000 STAFF: Ellen Martin SUBJECT: Resolution 2000-115 Approving Expenditures from the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund for the Purchase of a Sculpture "Support" for the Front Rotunda of the New Civic Center(City) Office Building. RECOMMENDATION: Staff and the Art in Public Places Board recommend adoption of the Resolution. FINANCIAL IMPACT: The funds for this item have been appropriated in the Art in Public Places fund. The Art in Public Places program has a maintenance fund for the long-term care of this sculpture. This Resolution will appropriate the$84,695 for construction,installation,contingency and artist fees. This artwork will serve as the centerpiece of the new office building and will be visible to the public from outside the building, inside the lobby and from the second floor balcony. EXECUTIVE SUMMARY: Section 23-303 of the City Code,which was added to the Code in 1995,established the Art in Public Places Reserve Account, and designated it for the use in the acquisition or leasing or works of art, maintenance, repair of display of works of art, administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places Program,and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. The Selection Committee chose the artist using the City's competitive bid process. This Committee was comprised of seven APP Board members;one person from Oz Architecture,one representative from the City's Facilities Department,and a Purchasing Department representative. The committee reviewed the proposals for this project, selected four finalists and made its selection at the Board's regular meeting on July 19. After the Committee ranking, the APP Board voted unanimously to select Rafe Ropek's sculpture, "Support". Artist Rafe Ropek is nationally known for his public art and currently has major pieces in Fort Collins located at the Senior Center, Lincoln Center and Home State Bank. DATE: September 19, 2000 2 ITEM NUMBER: 24 Mr. Ropek will work with City Facility staff and the contractor to install the approximately 18'tall 6"aluminum artwork which will be suspended from the second floor. Titled"Support,"the piece gets its name because it will appear to float in the rotunda opening between the first and second floors. The artwork will also turn in a slow circle at about two revolutions per hour which will continually change the view from any one perspective. The theme of support was selected because the new City office space will house the staff that supports the services the City provides. A written description of the proposed work of art is attached as Attachment "A". The final artwork may vary from this description. Attachment A Rafe Ropek 970-532-Ml 1235 NCR 27E Berthoud, CO 80513 rafropekooneimage.com Fort Collins, Civic Center Office Building Concept July 19, 2000 My initial thought on first learning of the Civic Center project was to integrate beauty and function in the treatment of the railings on the stairs and atrium.After the June 16th briefing, I was prompted to radically change my thinking to more fully address the committee's desire for a work of art with drama and presence. I believe that the real opportunity for a dramatic statement of major proportions lies in the use of the space in and around the circular opening between the first and second floors. The concept which I see working so well in this building is Support. These offices are the headquarters for the cities divisions that keep the infrastructure up and running. This is the heart of the city, the place where the every day unseen matters are attended to so that the citizens of Fort Collins may freely partake of the cities pleasures without worry. To illustrate this concept, I will construct an aluminum sculpture, abstract in nature, that will float between two floors, seemingly defying gravity. This work of art and engineering symbolizes the structure underlying the city; all the parts connected and working, rising above the ground in an effortless dance. I propose to have the sculpture turning on its vertical axis, adding more drama to the already striking work of art. The motor and the turn table would be built into the metal work that creates the opening to insure stability and quiet in the operation. Seen from the first floor lobby the art work would appear to turn slowly as it floats. The revolution of turn would be so slight as to at first fool the viewer into not really recognizing that it is spinning at all. As the viewer gets closer to the piece the sight of the sculpture passing through the opening to the second floor would be astonishing in its drama. After seeing this, the excitement of exiting the elevators to the view of the rest of the piece as it passes through to the second floor, would be wondrous. All the buildings occupants and visitors would continually be surprised by the grace and movement of this constructivist sculpture so as to want to return again and again to see it. The workers in the building would feel the pride in accomplishment that is evoked by this art works tribute to their efforts. From the outside of the building, this kinetic sculpture would be seen top and bottom with the middle dramatically hidden. By viewing it this way, the sense of floatingfrising is enhanced even more. At night, with strategically placed lights the sculpture would look like the heart of the Civic Center building, symbolizing that the building's work is accomplished constantly even while the city sleeps. Placing the art work like this highlights the most dramatic aspects of the art while accentuating the buildings classic grace by not interfering with its external structure. • RESOLUTION 2000-115 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNTS IN THE CULTURAL SERVICES AND FACILITIES FUND FOR THE PURCHASE OF A SCULPTURE "SUPPORT" FOR THE FRONT ROTUNDA OF THE NEW CIVIC CENTER(CITY) OFFICE BUILDING WHEREAS, pursuant to Section 23-304 of the City Code, one percent (1%) of the funds appropriated for the Civic Center Parking Structure was required to be set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works of art,maintenance,repair or display of works of art, and administrative expenses . related to the Art in Public Places Program,in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 47, 1998 (the "Guidelines"); and WHEREAS,the City is currently in the process of constructing the Civic Center(City)Office Building located on the northwest comer of the intersection of LaPorte Avenue and Mason Street (the "Project"); and WHEREAS,the Art in Public Places Board(the`Board"),together with City staff involved in the Project evaluated proposed works of art for the Project at its July 19, 2000, regular meeting, pursuant to the Guidelines; and WHEREAS, based on that evaluation, the Board voted unanimously to recommend the selection of Rafe Ropek's sculpture, "Support", to be located in the front rotunda as part of the Project; and WHEREAS,the estimated cost to acquire"Support",including administration,commission of the artists, contingency and maintenance of the pieces is $84,695; and WHEREAS, adequate funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, and are appropriated in the 2000 budget, to provide for the artist design fees, construction and installation of the pieces in the Civic Center (City) Office Building; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art for the Project be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the expenditure of up to EIGHTY-FOUR THOUSAND SIX HUNDRED AND NINETY-FIVE DOLLARS ($84,695)from the Art in Public Places reserve account in the Cultural Services and Facilities Fund, for the sculpture "Support", proposed by artist Rafe Ropek, for the Project, is hereby authorized. Civic Center Office Building Final Presentations Ms. Martin reviewed the selection process. The four finalists presented their proposals and answered questions from the board. The Board evaluated the four finalists using the evaluation sheet provided by staff. Mr. Sherman invited citizen input and there was none. The evaluation forms were tallied and the results were given to the Selection Committee. Committee members discussed the applicants' proposals. Ms. Gram moved to accept Rafe Ropek's "Support" with the addendum of adding additional lighting so the artwork can be easily viewed at night. Mr. Howe seconded .
