FORT COLLINS CITY COUNCIL STAFF: Perrie McMillen
SUBJECT
First Reading of Ordinance No. 008, 2008, Appropriating Unanticipated Grant Revenue in the
General Fund Continuation of the Restorative Justice Restore Program.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
Police Services has received a grant in the amount of$20,000 from The Bohemian Foundation,
Pharos Fund, for the continuation of the Restore Program. No cash match is required.
EXECUTIVE SUMMARY
This Ordinance appropriates funds received from a grant in the amount of $20,000 from the
Bohemian Foundation for salaries associated with the continued operation of the Restore Program.
BACKGROUND
Restore is the part of the Restorative Justice Program that deals with shoplifting offenses. As in
Restorative Justice, Restore is an alternative method of holding a young offender accountable by
facilitating a meeting with the young offender,parents/guardians, a victim/merchant representative
and members of the community to determine the harm done by the crime, and what should be done
to repair the harm. In aRestore session, participants are educated on how shoplifting harms not only
the merchant, but many other parts of the community. The objective in a Restore session is to help
the young offender understand how his actions affect others, and make him accountable for the harm
caused by his actions. By addressing all concerns in an open circle, it is hoped that the offender's
awareness of how his actions impact others will increase, and he/she will make better future
decisions. Community volunteers help the young people understand the harm caused and encourage
them to become more productive members of our community. The young offender then has one
month to complete contract obligations designed to repair the harm to victim, community, family
and self, after which he/she returns for a completion interview with community volunteers. Upon
program completion, charges against the offender may be dismissed.
The grant period is from December 1, 2007 to November 31, 2008.
