SUBJECT:
Second Reading of Ordinance No. 119,2000,Appropriating Unanticipated Revenue in the General
Fund for the Purchase of the Computer Aided Dispatch System, the Fire Records Management
System, and the Automatic Vehicle Locating System.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Police Services (FCPS), Poudre Fire Authority (PFA), Poudre Valley Hospital (PVH), and
Municipal Court are cooperatively replacing existing computer aided dispatch(CAD),Police records
management (Police RMS), Fire records management (Fire RMS), and court computer systems.
PFA and PVH have agreed to purchase an automatic vehicle locating system (AVL)that will allow
real time tracking and monitoring of their vehicle fleets. FCPS and PFA will be purchasing laptops
to replace existing mobile data terminals in their vehicles. Ordinance No. 119, 2000, was
unanimously adopted on First Reading on September 5, 2000.

FINANCIAL IMPACT:
The total budget for the purchase of the Computer Aided Dispatch, Police Records Management, Fire Records
Management, Court Records Management, Laptops, and Automatic Vehicle Locating Software, Hardware,
Services, and related equipment is $3.2 million. The Computer Aided Dispatch, Fire Records Management, and

at $726,000. Revenues from Poudre Fire Authority, Poudre Valley Hospital and the City (Police Services and
Municipal Court) will go toward the lease payments.

The total budget for this project is$3.2 million. Funds have been identified from Police equipment
savings and contributions from PVH and PFA to purchase the CAD,Fire RMS,and AVL Systems.
The remaining Police RMS,laptops and Court equipment and software will be lease-purchased. The
lease-purchase was approved by City Council in February of this year via Ordinance No. 18, 2000.
This Ordinance appropriates the PVH and PFA share of the project cost to complete the purchase
of the CAD, Fire RMS, AVL systems and related equipment. PVH's share of the CAD system is
$105,750. This amount also includes hardware and software necessary to set up a CAD workstation.
PVH will also pay an additional$86,277 once AVL has been installed later this year. PFA will pay
$488,290, which is the total of its share of this project. The total amount to be appropriated from
these agencies is $680,317. Project costs are illustrated in the attached graphs.
