SUBJECT:
Second Reading of Ordinance No. 115,2000,Appropriating Federal Grant Revenue and Authorizing
the Transfer of Appropriations Between Projects in the Transportation Services Fund for the
Operation of the North Front Range Transportation & Air Quality Planning Council's 2000-2001
Metropolitan Planning Organization Administration Program Year.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
The North Front Range Transportation & Air Quality Planning Council (NFRT&AQPC) is the
regional Metropolitan Planning Organization. The administration/program budget for the
NFRT&AQPC is funded with federal transportation program dollars administered by the Colorado
Department of Transportation (CDOT) based on the federal fiscal and program year of October 1,
2000 to September 30, 2001. This period does not correspond to the City's calendar year
appropriation time frame,and this time differential causes some accounting and budget management
problems. Ordinance No. 115, 2000, which was unanimously adopted on First Reading on
September 5,2000,enables staff to more consistently manage and track the NFRT&AQPC's budget
and expenditures.

FINANCIAL IMPACT:
This item appropriates $579,475 in the Transportation Services Fund, representing the 2000-2001 fiscal year
budget for the administration of the North Front Range Transportation&Air Quality Planning Council,also known
as the Metropolitan Planning Organization (MPO). The following funding sources have been identified:

Because it is a federal grant project,the appropriation will be"non-lapsing", so it will be carried forward to 2001.

problems. The Council's approval of this Ordinance will enable staff to more consistently manage
and track the NFRT&AQPC's budget and expenditures. The proposed budget and appropriation for
the 2000-2001 program year is $579,475 for administration of the NRFT&AQPC.
BACKGROUND:
The City of Fort Collins currently performs the administrative duties,including fiscal management,
for the NFRT&AQPC. Over the past several years, the NRFT&AQPC's budget has been funded
on the federal fiscal year of October through September while the City's financial system is based
on the calendar year. This has resulted in difficulties in keeping fund statements balanced, and
managing the finances for the program in the most effective manner. Beginning in 1998 with

Ordinance No. 184, 1998, the funding for the NFRT&AQPC was appropriated by ordinance
separate from the City's general annual appropriation ordinance in order to provide funding
availability that corresponds with the federal fiscal year (October 1 through September 30). The
result was better fiscal management and improved accountability for the finances of the
NFRT&AQPC.
This Ordinance will accomplish for the budget year 2000-2001 what Ordinance No.184, 1998,
accomplished for the budget year 1998-1999,and a similar ordinance accomplished for 1999-2000.
By adopting this Ordinance,Council will appropriate the NFRT&AQPC's expenditures to be spent
and revenues collected within a program year based upon the federal fiscal year 2000-2001. The
