SUBJECT
Resolution 2008-022 Authorizing the City Manager to Grant a Revocable Permit to Platte River
Power Authority for the Purpose of the Installation of Two Temporary Meteorological Towers on
the Meadow Springs Ranch Property.
RECOMMENDATION
Staff recommends adoption of this Resolution.
EXECUTIVE SUMMARY
This resolution authorizes the City Manager to issue a revocable permit to Platte River Power
Authority(PRPA)for the installation of two 60 meter temporary meteorological towers on the north
edge of the Meadow Springs Ranch property. The temporary towers will allow PRPA to collect
detailed wind speed and other data to investigate the site for potential wind generation. It is
anticipated that these towers would be removed within 18 months of installation. The installation
and operation of the two towers under the described conditions will not interfere with or adversely
affect Meadow Springs Ranch.
BACKGROUND
Platte River Power Authority is continuing to evaluate potential wind generation resources to meet
the needs of Fort Collins(and its other member/owner communities). As part of this effort,PRPA
is evaluating wind generation potential on the Meadow Springs Ranch property owned by the City
of Fort Collins. This property is located adjacent to the Rawhide Energy Station property, which
is owned by PRPA.
Specifically, PRPA requests that the City of Fort Collins allow it to install two 60 meter temporary
meteorological towers on parcel 82260-00-918 near the north edge of the Meadow Spring Ranch
property. The temporary towers will allow PRPA to collect detailed wind speed and other data that
can be correlated to long-term data available from the Rawhide Energy Station site (and other
existing data sites in the region). It is anticipated that these towers would be removed within 18
months of installation.
PRPA would like to begin gathering this data as quickly as possible, preferably during February,
2008. It is working with Larimer County and the Federal Aviation Administration to obtain other
necessary approvals for tower installation.

Met Tower Description
The meteorological towers are 60 meters tall and are a " tilt-up" design. Components can be
delivered in a normal duty pickup truck and assembly is done at the site. The towers are
designed to withstand harsh weather conditions, yet are relatively lightweight, easy to
transport and easy to erect and dismantle.
Towers are made of hot-dipped galvanized structural-grade steel tubes with extra
reinforcement at the base of the tower. Tubes are fit together tightly to form the tower, which is
held in place with screw-in and drive-in anchor bolts and multiple guy wires. The number and
position of the guys contribute to maintain the tower in a straight position. The tower is
grounded to provide for lighting protection.
Sensors are located at 10 meters and 60 meter height. Wind speed, wind direction, humidity,
temperature and barometric pressure data are collected. Data are stored in a data logger, which
is typically powered with a PV solar panel. Data can be collected via satellite modem access to
limit time and expense of site visits.
The tower mast (main pole) is erected using a pivotal gin pole, which is itself erected by a fixed
smaller gin pole. Seven sets of guy wires maintain the position of the tower, as shown in the
figure and picture below.

As you know,Platte River Power Authority(Platte River) is continuing its evaluation of potential
wind generation resources to meet the needs of our four member/owner communities. We have
issued a Request for Proposals (RFP),seeking bids for new wind resources,to be on line in late 2009
for energy delivery in 2010. Potential sources include expansion of Platte River's Medicine Bow
Wind Project in Wyoming,new wind generation facilities near our Rawhide Energy Station(located
about 25 miles north of Fort Collins) and new wind facilities that may be built elsewhere in the
region. Proposals are due March 12.
Though we anticipate a good response to our RFP,Platte River is performing additional studies of
wind generation in areas near our existing generation and transmission facilities. As part of this
investigation,we would like to evaluate wind generation potential on the Meadow Springs Ranch
property owned by the City of Fort Collins. This property is located adjacent to the Rawhide Energy
Station property.
Specifically,we request that the City of Fort Collins allow Platte River to install two temporary
meteorological towers on parcel 82260-00-918 near the north edge of the City property. A map
indicating tower location is attached,along with a site location plan and a description of the towers.

RESOLUTION 2008-022
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT TO PLATTE RIVER
POWER AUTHORITY FOR INSTALLATION OF TWO METEOROLOGICAL TOWERS ON
MEADOW SPRINGS RANCH PROPERTY FOR THE PURPOSE OF EVALUATING WIND
GENERATION POTENTIAL
WHEREAS, Platte River Power Authority ("PRPA") provides electric generation and
transmission service to the City, as well as three other municipal members and owners of PRPA;
and
WHEREAS, PRPA is evaluating potential wind generation resources to meet the needs
of its four member cities; and
WHEREAS, PRPA has determined that it would be beneficial to study wind generation
in areas near its existing generation and transmission facilities, including Rawhide Energy
Station, for the purpose of collecting detailed wind speed and other data that can be correlated to
long-term data available from the Rawhide Energy Station and other sites; and
WHEREAS, the City is the owner of a certain parcel of real property located in Larimer
County, Colorado, known as Meadow Springs Ranch (the "Ranch"); and
WHEREAS, the Ranch is located near the Rawhide Energy Station; and
WHEREAS, PRPA has requested that the City cooperate with its effort to evaluate wind
generation on the Ranch by allowing the installation of two temporary meteorological towers
that are 60 meters tall near the north edge of the Ranch; and
WHEREAS, City Utilities staff have worked with PRPA staff to identify mutually
acceptable locations for the installation and operation of the two meteorological towers; and
WHEREAS, PRPA will bear all costs of installation, operation, maintenance and removal
of the towers; and
WHEREAS, City staff has reviewed the request by PRPA and believes that the towers
will not interfere with or adversely affect the Ranch, based on current expectations; and
WHEREAS, PRPA anticipates that the towers will be removed from the Property within
eighteen (18) months of installation; and
WHEREAS, based on these agreed upon conditions, PRPA has requested that the City
grant to it a permit or license for the installation of the two meteorological towers on the Ranch,
at or in the vicinity of the specific locations described on Exhibit "A", attached hereto and
incorporated herein by reference; and
WHEREAS, in light of the public purpose to be served and the benefit to the City of
potential wind generation resources to meet the electric service needs of the City, the potential
benefit to the City of obtaining wind generation data for this portion of the Ranch and the fact
that the towers will have little or no impact on City operations, City staff recommends that no
compensation be required for the rights granted hereunder; and
WHEREAS, Article XI, Section 10 of the Charter of the City of Fort Collins authorizes
the Council to permit the use or occupation of any street, alley, or public place, provided that
such permit shall be revocable by the Council at its pleasure, whether or not such right to revoke
is expressly reserved in such permit.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the City Manager is hereby authorized to execute such documents as are
necessary to grant a revocable permit to PRPA as described herein, together with such additional
terms and conditions as the City Manager, in consultation with the City Attorney, deems
necessary or appropriate to protect the interests of the City or to effectuate the purposes of this
Resolution, including any necessary corrections to the legal description thereof that do not result
in a material increase or change in character of the intended license.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
