RECOMMENDATION Staff recommends adoption of the Resolution. FINANCIAL IMPACT The Intersection Improvements Project will be funded by a combination of Building on Basics 1/4 cent sales tax funds and Congestion, Mitigation, and Air Quality(CMAQ) Funds. In 2007, the Colorado Department of Transportation (CDOT) awarded the City $228,000 in 2008 CMAQ Funds for design and right-of-way acquisition for intersection improvements at the following four intersections: (1) Mulberry Street and Shields Street, (2) Laurel Street and Shields Street, (3) Drake Road and Lemay Avenue, and (4) Harmony Road and Lemay Avenue. Required Local Agency Matching and Overmatching funds ($47,000) are available in the Intersection Improvement Projects portion of the Building on Basics 1/4-cent sales tax. CDOT has also programmed $680,000 in 2009 CMAQ Funds for the construction portion of these projects. The following table summarizes the Project budget: a. Federal Funds 82.79% of Participating Costs $181,000 b. Local Match 17.21% of Partici ating Costs $ 37,626 C. Local Overmatch $ 9,374 TOTAL BUDGETED FUNDS $228 000 February 19, 2008 -2- Item No. 26 EXECUTIVE SUMMARY This Resolution will enable the City to enter into a contract with the Colorado Department of Transportation (CDOT) to receive Federal funds designated for the design and right-of-way acquisition for interim improvements to the following four intersections: (1) Mulberry Street and Shields Street, (2) Laurel Street and Shields Street, (3) Drake Road and Lemay Avenue, and (4) Harmony Road and Lemay Avenue. BACKGROUND Staff has identified four intersections for minor improvements. These intersections were chosen in locations where missing or undersized turn lanes have a negative effect on traffic flow and where small projects are feasible. Staff calculated the reduction of delay based on the proposed improvements, then requested Federal Congestion Mitigation and Air Quality grant funds administered by the Colorado Department of Transportation for improvements. The purpose of the Intersection Improvements Project is to relieve vehicular traffic congestion. The goal of the Project is to decrease delay due to missing or undersized turn lanes. Staffplans to begin the engineering design work for the Project in 2008 with right-of-way acquisition starting early in 2009. The construction schedule will depend on the alternative selected and on right-of-way acquisition. It is currently anticipated that construction will begin in 2009. ATTACHMENTS 1. ATTACHMENT 1 Mulberry Street Laurel Street cu c !1 m a� (D L Drake Road to U _7r 04N* Harmon Road Y Intersection Improvements Project Mulberry & Shields Laurel & Shields Lemay & Drake Harmony & Lemay Vicinity Map 0 Intersection Locations RESOLUTION 2008-021 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE COLOR-ADO DEPARTMENT OF TRANSPORTATION FOR THE DESIGN AND CONSTRUCTION OF INTERSECTION IMPROVEMENTS AT VARIOUS LOCATIONS WHEREAS, the Colorado Department of Transportation ("CDOT") has awarded the City a grant in the amount of$181,000 in 2008 Congestion Mitigation and Air Quality(CMAQ) funds for the design and right-of-way acquisition for intersection improvements at the intersections of Mulberry Street and Shields Street,Laurel Street and Shields Street,Drake Road and LemayAvenue and Harmony Road and Lemay Avenue; and WHEREAS, City matching funds for said grant are in the amount of$47,000 for a total budget of$228,000; and WHEREAS,the Council has determined that the intergovernmental agreement with CDOT should be executed in order for the City to obtain grant funds for the design and right-of-way acquisition for interim improvements to the aforesaid intersections which improvements are in the best interests of the City. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor is hereby authorized to enter into an agreement with CDOT in order for the City to receive grant funding in the amount of$181,000 with City matching funds in the amount of $47,000 for a total budget of $228,000 for the design and construction of intersection improvements at the intersections identified above.
