AGENDA ITEM SUMMARY ITEM NUMBER: 36 FORT COLLINS CITY COUNCIL DATE: February 20, 2001 STAFF: Wanda Krajicek SUBJECT: Resolution 2001-26 Adopting the 2001 Boards and Commissions Manual. RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: The City Clerk's Office annually prepares a manual for members of boards and commissions which includes membership lists,descriptions of each board and commission,meeting schedules,conflict of interest guidelines,appeal procedures,and general information regarding membership limitations, attendance policies and other responsibilities. On July 17, 1990, Council adopted Resolution 90- 110, adopting the 1990-91 Boards and Commissions Manual. Since that time, minor revisions to the Manual have been approved through the adoption of Resolutions to amend the Manual. During 2000 and 2001 significant changes regarding organization,policies,and procedures relating to boards and commissions have occurred. Because of the extensive nature of these changes, staff recommends adoption of the 2001 Boards and Commissions Manual in its entirety. Following is a list of the significant changes made to the 2001 Boards and Commissions Manual: New Sections: ♦ Introduction to City Government --This information is being presented at training sessions for new boards and commissions members, and has been added to the manual as a reference tool. ♦ Periodic Review Process -- This is a new process resulting from the recent boards and commissions review and Council direction at the January 25, 2000 Study Session. ♦ Staff Liaison Role -- This description was developed to clarify the role of staff ' liaisons. c e ruary DATE: ITEM NUMBER: 36 Major Changes: ♦ Removal of the Downtown Development Authority, Housing Authority and Liquor Licensing Authority from the Boards and Commissions Manual -- This same date, Council will adopt on Second Reading Ordinance No. 26, 2001, amending Chapter 2 of the City Code so as to remove these authorities from the section of the Code that deals with boards and commissions of the City. Therefore,these authorities will no longer be governed by the Boards and Commissions Manual. In addition to the above mentioned changes,minor updates have been made to the following sections to correspond to amendments made by Resolution during 2000. Attendance Policy Role of Council Liaisons RESOLUTION 2001-26 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE 2001 BOARDS AND COMMISSIONS MANUAL WHEREAS, the City currently has several boards and commissions appointed by the City Council; and WHEREAS,the City Clerk's Office annually prepares a manual for members of boards and commissions which includes membership lists,descriptions of each board and commission,meeting schedules, conflict of interest guidelines, appeal procedures, and general information regarding membership limitations, attendance policies, and other responsibilities; and WHEREAS, on July 17, 1990, Council adopted Resolution 90-110, adopting the 1990-91 Boards and Commissions Manual; and WHEREAS, since July 17, 1990, revisions to Resolution 90-110 have been adopted to approve minor policy changes to the manual; and WHEREAS,during 2000 and 2001 significant changes regarding organization,policies,and procedures relating to boards and commissions have occurred; and WHEREAS,the City Council wishes to adopt the 2001 manual in order to formalize the new guidelines and policies contained within the manual; and NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the 2001 Boards and Commissions Manual be, and hereby is, adopted. Section 2. That the City Clerk's Office is authorized to make such administrative revisions to the manual as may be necessary to keep the same current,including,without limitation, changes in the membership lists, meeting times and places, and such other changes as may be consistent with related resolutions and ordinances which are, from time to time, adopted by the Council. Such revisions may be made without express approval of the City Council, except as provided in Section 3 below. Section 3. That amendments to the manual which constitute policy changes shall be made by the Council by Resolution.
