GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED In 2000 in an effort to help with the attraction and retention of women and minorities, the Human Relations Commission Diversity Subcommittee started collecting information from the Board and Commission application diversity data section provided by the City Clerk's office. They've collected information for the period 1998-2002. In 2003 that work was completed. The Commission believes the analysis of the data (see attached report) shows when minority applications are received Board and Commission appointments proportionately reflect the same ethnic group distribution (for analysis purposes) as 2000 census data. To insure a steady source of minority applications reflective of the community's ethnic makeup, the Commission recommends: • The City re-evaluate its method for seeking minority applications. The Commission suggests a targeted marketing system that focuses on distributing Board and Commission applications to increase minority applicants. • The City revise its ethnic groupings on the Board and Commission application. Those ethnic groups currently listed are too vague for the number of minority groups and many applicants are lumped in the "other" category. Below are the Commission's conclusions and recommendations approved by motion at our January 16t°, 2004 meeting. • The Commission agrees the analysis of the data shows when minority applications are received Board &Commission appointments proportionately reflect the same ethnic groups as 2000 census data. Collins Boards and Commissions Diversity and Demographics is intended to examine and highlight trends and outstanding irregularities(if any)in the Boards and Commissions appointment process. At the meeting of the Diversity Subcommittee on June 25,2003, it was decided that,given the number of criteria for delineation and the limitations of cross- referencing between the US Census Bureau's and the City's databases, it would be best to restrict this initial report to the criteria of ethnicity rather than further dissecting the data based upon age,gender,and the like. These other issues, it was agreed,could be taken up in subsequent reports. Among the issues to consider while evaluating this report might include: • a. Whether parity issues relative to the City's demographic can be determined, b. if so,whether there is parity in the appointment process, c. if not,what the cause(s)may be,which groups might be more effectively reached to ameliorate the problem, and d. the appropriate recommendations to forward to City Council to this end. At the meeting of the Diversity Subcommittee on July 31,2003, it was further determined that any recommendations to City Council derived from this report ought to address the City's limited criteria for categorizing ethnicity(for example,as compared to the US Census format).
