First Reading of Ordinance No. 140, 2000, Designating the Howard Carriage House, 131 North
Loomis Avenue, as a Historic Landmark Pursuant to Chapter 14 of the City Code.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on
September 27, 2000, the Landmark Preservation Commission unanimously recommended
designation of this property as a landmark for its architectural importance to Fort Collins.
EXECUTIVE SUMMARY:
The owner of the property, John Loudon, is initiating this request for Fort Collins Landmark
designation for the Howard Carriage House. This building has great architectural significance to
Fort Collins, as an unusual and locally rare example of a pressed concrete carriage house. The
building was the carriage house for the locally landmarked Howard House, at 145 North Loomis,
10 and contributes to the historical and architectural significance of the Howard House.
History - In 1888 and 1889, Cornelia A. Howard purchased three lots at the western edge of the
Loomis Addition. Colonel Henderson C. Howard built the Howard House at the corner of Loomis
and Laporte Avenues in the early 1890s. Henderson Howard was likely Cornelia's son. The Howard
family lived in the home until 1902, the same year that Howard, a grocer,erected the H.C. Howard
Block at 214 East Mountain Avenue.
The Howard Carriage House was also constructed in the early 1890s. The 1894 Sanborn Map shows
both the house and the carriage house at their current locations. Over the years, the land was
subdivided, and the carriage house became a part of the property located at 131 North Loomis. The
carriage house has great architectural significance to Fort Collins, as an unusual and locally rare
example of a pressed concrete structure. The building is two-toned, with pink sandstone colored
rough-faced rectangular blocks for the main body, with more square,grey concrete block quoining
at the comers. The die used to form the blocks is of the same pattern as that used on the Virginian
Hotel in Medicine Bow,Wyoming. Unfortunately,the carriage house suffered a fire about five years
ago,which damaged the roof and much of the wooden interior of the masonry structure. The owners
of the carriage house intend to restore the exterior of the building to its original appearance, based
upon existing evidence.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE HOWARD CARRIAGE HOUSE,
131 NORTH LOOMIS AVENUE, FORT COLLINS, COLORADO,
AS A HISTORIC LANDMARK PURSUANT TO CHAPTER 14
OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS,pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection,enhancement and perpetuation of historic landmarks within
the City; and
WHEREAS, by Resolution dated September 27, 2000, the Landmark Preservation
Commission(the"Commission")has determined that the Howard Carriage House has architectural
importance to the City,as an unusual and locally rare example of a pressed concrete carriage house.
The building also served as the carriage house for the locally landmarked Howard House, at 145
North Loomis, and contributes to the historical and architectural significance of the Howard House
property; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owner of the property has consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a historic landmark.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the building historically known as the Howard Carriage House, located on
lands in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit:
Lot 12, Block 281, Loomis Addition
also known as 131 North Loomis Avenue,
be, and hereby is, designated as a historic landmark pursuant to Chapter 14 of the Code of the City
of Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of
historic properties will serve as the standards by which alterations, additions and other changes to
the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 17th day of
October, A.D. 2000, and to be presented for final passage on the 7th day of November,A.D. 2000.

RECOMMENDING FORT COLLINS LANDMARK DESIGNATION OF THE
HOWARD CARRIAGE HOUSE
131 NORTH LOOMIS AVENUE, FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation of
sites, structures, and districts of historical, architectural or geographic significance, located within
the city, are a public necessity and are required in the interest of the prosperity, civic pride and
general welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical, architectural
and geographical heritage of the city and by ignoring the destruction or defacement of such cultural
assets; and
. WHEREAS, the Howard Carriage House has architectural importance to Fort Collins as an
unusual and locally rare example of a masonry carriage house, and contributes to the historical significance
of the Howard House at 145 Loomis Avenue; and
WHEREAS, the Landmark Preservation Commission has determined that the Howard Carriage
House meets the criteria of a landmark as set forth in Section 14-5 of the code and is eligible for
designation as a Fort Collins Landmark; and
WHEREAS, the owner of the property has consented to such landmark designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City of
Fort Collins as follows:
Section 1. That the Landmark Preservation Commission recommends to the Council of the City
of Fort Collins that the building known as the Howard Carriage House, located on the lands in the
City of Fort Collins, Larimer County, Colorado, described as follows, to wit:

REQUESTS: Fort Collins Landmark Designation of the Howard Carriage House, 131 North
Loomis Avenue, Fort Collins, Colorado

BACKGROUND: Staff is pleased to present for your consideration the landmark designation of
the Howard Carriage House, 131 N. Loomis Avenue. The structure is important for its
association with the Howard House at 145 Loomis Avenue, designated as a Fort Collins
Landmark in 1995. Dating to the period of significance, the carriage house contributes to the
architectural and historical importance of the Howard property. Additionally, the Howard
Carriage House has architectural importance to our community in its own right, as an unusual
and locally rare example of a masonry carriage house.
History -In 1888 and 1889, Cornelia A. Howard purchased three lots at the western edge of the
Loomis Addition, including the land that now constitutes 131 and 145 North Loomis. The
Howard House was built in the early 1890s by Colonel Henderson C. Howard, on the portion of
land at the corner of Loomis and Laporte Avenues. Henderson Howard was likely Cornelia's
son. The Howard family lived in the home until 1902, the same year that Howard, a grocer,
erected the H.C. Howard Block at 214 E. Mountain Ave.
The Howard Carriage House was also constructed in the early 1890s. The 1894 Sanborn Map
shows both the house at 145 Loomis and the carriage house at their current locations. For many
years, the carriage house served as the stables for the horses and carriage, and later for storage.
Unfortunately, the carriage house suffered a severe fire about five years age, which damaged the
roof and much of the interior of the masonry structure. The owners of the carriage house intend
to restore the exterior of the building to its original appearance, based upon existing evidence.
RECOMMENDATION: Staff recommends approving this request for Fort Collins Landmark
designation of the Howard Carriage House, 131 North Loomis Avenue, Fort Collins, Colorado,
for its contribution to the architectural and historical importance of the Howard property, and for
its architectural importance to our community as an unusual and locally rare example of a
masonry carriage house.

occurrence of any of the following:

Dear Ms. McWilliams:
As you already know,the kind of person who purchases a historic Turn of the Century
home, is a very special person,indeed! We're a rare breed. We see more then just a
home to raise our children in. We see more then just a place to come home to after work.
More then just a lawn that needs mowed on Saturday's. We see the spirit of the once
impressive west. The people who came from faraway in search of a dream. People in
search of a better life. Dreams and visions of a stove heated without burning coal. Water
that would enter the house without being carried in a bucket. And a bathroom,that you
didn't have to go outside to use! Many of the houses in old town,such as ours,gained
these"luxuries"one at time. Often I think of the people who once lived in our home
• without plumbing and electricity. To know that our home was once void of these
amenities and now has them,helps us appreciate everything we have! And what of the
outbuildings that were once so important to the maintenance and income of these
homes?? If you take a drive down Historic Mountain Avenue,you'll see most of these
buildings,barns,chicken coops,and corrals,have long since disappeared, only to be seen
in our history books. Many of us are left to viewing pictures and trying to imagine these
impressive and important parts of our local history.
This is why I write to you today. The citizens of Fort Collins are about to loose yet
another very rare outbuildings! Our property has a carriage house perched on the very
back comer. It's a very impressive building. The sight of it takes me right back to the
days of dirt paths for roads,and horses as main transportation. This particular building is
actually older then our house. After much research,reading address books,and viewing
maps,we strongly believe this building originally belonged to the historic home located
at 145 N. Loomis(comer of Laporte Ave. and Loomis). This property is already on Fort
Collins historic registry. After viewing a 1894 map it is clear the property at 145 once
had a carriage house in the same location as the carriage house on our property. After
closer examination of the house foundation and carriage foundation,we found a unique
match. They both are made of the same concrete imitation stone that was once
manufactured long ago in the area. This same foundation is also found on many the
1800's homes and buildings located in old town today.
I know I don't have to tell you this,but after my research, I found that Loomis Avenue,
and the surrounding streets played a very important role for Ft. Collins. I leaned in 1902
that Loomis Avenue only had 3 houses on our block. Hard to imagine today! Our area
was once even known the"Loomis Development Project." I am impressed our little
carriage house has survived so many changes to the area over the years! I had the rare
privilege of having the Granddaughter of one of the very first owners stop by and
remenance with me. She has told me many wonderful stories of our home,and of the
changes to the area She recalls the many,many trees that use to line our alley,void of
any utility polls. All the houses that weren't there,and the farm houses that were there!
The chicken coop and small barn that also use to be in our back yard along side the
carriage house. The story of the lilac bush planted in our front yard,and the how small
the newly planted trees were when they all planted them in our back yard in post WWII.
Unfortunately,the beautiful piece of our rich old town neighborhood is about to be lost.
This building was the victim of an unfortunate fire over five years ago. The building has
been sitting untouched and decaying since that time. The building is starting to show
much damage from weather,rumbling trash trucks that shake it's delicate foundation,and
father time tarring away at it's delicate wood frame.
We fell in love with the unique building the day we first saw it. I sit in my back yard
daily,just starring at this wonderful piece of architecture, imaging how beautiful it will
look the day it is completely refurbished to it's original state! This is where we hope the
historic society will come in! The decay of the building has made it a danger,and fear
that our dream of saving it is nearly lost. Our dream is to have to building look totally
original on the outside. When neighbors look at the building,we want them to step back
in time. While at the same time,bringing the inside up to code. The roof is completely
gone now,and we want to replace the roof as originally designed with a metal shake
single roof. We do not plan to turn this into anything other then a place to keep our own
horseless carriage!
I have enclosed pictures of our beautiful carriage house. Upon careful examination you
will see that the original rates where the doors use to slide open are still in tack. The
original rafters are still in place that use to divide the carriage house up into the tack and
storage area, and staging area for the horses and wagons.
She's a beauty! And we plan to keep her,with your help!!
