SUBJECT
Items Relating to the Appropriation of Miscellaneous Revenues for Police Services.
RECOMMENDATION
Staff recommends adoption of the Ordinances on First Reading.
FINANCIAL IMPACT
The City has received the following grants for Police Services:
1. A $3,000 grant from the Colorado Department of Transportation for the Colorado Click It
or Ticket"November Mobilization" 2003 campaign for the enforcement of seat belt laws.
2. A grant in the amount of $62,259 from the U.S. Department of Justice, Local Law
Enforcement Block Grant (LLEBG) program for the procurement of equipment and
technology related to basic law enforcement functions. This grant requires a cash match of
$6,918 which will be met by the existing Police Service budget.
3. A grant in the amount of$47,195 from the Colorado Division of Criminal Justice, for the
continuation and of the Restorative Justice Program. A cash match of$5,244 is required and
will be met by the Municipal Court budget.
EXECUTIVE SUMMARY
A. First Reading of Ordinance No. 157,2003,Appropriating Unanticipated Grant Revenue in
the General Fund for the Police Services Safety Belt Program.
B. First Reading of Ordinance No. 158, 2003, Appropriating Unanticipated Grant Revenue in
the General Fund for Police Services and Authorizing the Transfer of Matching Funds
Previously Appropriated in the Police Services Operating Budget to the Grant Project.
C. First Reading of Ordinance No. 159, 2003, Appropriating Unanticipated Grant Revenue in
the General Fund forthe Youth Community/Family Conferencing and Restore Programs and
Authorizing the Transfer of Matching Funds Previously Appropriated in the Municipal Court
Operating Budget to the Grant Project.

Click It or Ticket "November Mobilization" 2003 Campaien
Fort Collins Police Services has been awarded a grant from the Colorado Department of
Transportation in the amount of$3,000. This grant will fund overtime costs associated with the
enforcement of Colorado's seat belt laws. No cash match is required. The grant period is for
November 17, 2003 through December 1, 2003.
Local Law Enforcement Block Grant
Fort Collins Police Services has been awarded a grant from the U. S. Department of Justice, Local
Law Enforcement Block Grant program (LLEBG)in the amount of$62,259 for the procurement of
equipment and technology related to basic law enforcement functions. A local cash match of$6,918
is required and will be met by the existing Police Services budget. The grant funds will be used to
purchase computer equipment that is compatible with the new CAD/RMS system. These funds
should purchase approximately 25 computers.
A condition of the grant is that input be sought from an Advisory Board.The Advisory Board makes
a non-binding recommendation to the U.S. Department of Justice on the use of the funds. The
Advisory Board, consisting of representatives from local law enforcement (Chief Harrison),
prosecutor's office (Stu VanMeveran), court system (Judge Kathleen Lane), public school (Ellyn
Dickmann),and non-profit agency active in crime prevention or treatment(Scoot Crandall—TEAM
Fort Collins and Pam McCracken — CSU Center for Drug and Alcohol Education), reviewed the
project, and supported the proposed use of the grant funds.
In addition, a Public Hearing was held on September 26, 2003, to receive comments from Fort
Collins citizens regarding the proposed use of the grant funds. No one attended the public hearing
and no comments were received.
Documentation on the Advisory Board meeting and Public Hearing was sent to the U.S.Department
of Justice and final notice of grant award was received on October 1, 2003.
Office of Juvenile Justice.Division of Criminal Justice Wh Grant
A grant in the amount of$47,195 has been received from the Colorado Division of Criminal Justice
(DCJ) for salaries associated with the operation of the Youth Community/Family Conferencing
(restorative justice) and Restore Programs. Restorative justice is an alternative method of holding
youth offenders accountable for their actions by arranging meetings between the offender and the
victim to develop appropriate consequences for the offense. By making youth offenders aware of
the impacts of their actions,Criminal Justice Officials are optimistic that these offenders will be less
likely to repeat those actions. A $5,244 cash match is required and will be met by the existing
Municipal Court budget.
The grant period is from October 1, 2003 to September 30, 2004.
ORDINANCE NO. 157, 2003
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND
FOR THE POLICE SERVICES SAFETY BELT PROGRAM
WHEREAS, the City of Fort Collins Police Services has been awarded a grant in the
amount of$3,000 from the Colorado Department of Transportation; and
WHEREAS,the money will be used to pay overtime costs associated with the enforcement

WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations, in combination with all
previous appropriations for that fiscal year,does not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the Colorado Department
of Transportation grant funds, as described herein, will not cause the total amount appropriated
in the General Fund to exceed the current estimate of actual and anticipated revenues to be
received in that fund during the fiscal year.
NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund
the sum of THREE THOUSAND DOLLARS ($3,000) for expenditure in the General Fund for
Police Services Safety Belt Program.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND
FOR POLICE SERVICES AND AUTHORIZING THE TRANSFER OF MATCHING
FUNDS PREVIOUSLY APPROPRIATED IN THE POLICE SERVICES
OPERATING BUDGET TO THE GRANT PROJECT
WHEREAS, the City of Fort Collins Police Services has been awarded a grant under the
United States Department of Justice,Local Law Enforcement Block Grant program ("LLEBG") in
the amount of$62,259; and
WHEREAS, the LLEBG funds are to be used for the procurement of equipment and
technology related to basic law enforcement functions; and
WHEREAS, the grant funds will be used to purchase approximately 25 computers that are
compatible with the new Computer Aided Dispatch/Records Management System; and
WHEREAS,the LLEBG program required that an Advisory Board be formed to review the
use of the grant funds and make a non-binding recommendation to the United States Department of
Justice on the agency's use of the funds; and
WHEREAS, an Advisory Board was formed consisting of representatives from local law
enforcement, the prosecutors's office, the court system, the public schools, and a non-profit agency
active in crime prevention or treatment; and
WHEREAS,the Advisory Board reviewed the project and supported the proposed use of the
LLEBG funds; and
WHEREAS,the grant requires$6,918 of City matching funds, which have been included in
the 2003 Police Services budget for this purpose and are available for transfer to the Police Services
LLEBG project; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the United States Department
of Justice, Local Law Enforcement Block Grant funds as described herein will not cause the total
amount appropriated in the General Fund to exceed the current estimate of actual and anticipated
revenues to be received in that fund during the fiscal year; and
WHEREAS,Article V, Section 10, of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one project to another
project, provided that the purpose for which the transferred funds are to be expended remains
unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of SIXTY-TWO THOUSAND TWO HUNDRED AND FIFTY-NINE
DOLLARS ($62,259) for expenditure in the General Fund for Police Services equipment and
technology related to basic law enforcement functions.
Section 2. That the unexpended appropriated amount of SIX THOUSAND NINE
HUNDRED EIGHTEEN DOLLARS ($6,918) is authorized for transfer from the Police Services
operating budget in the General Fund to the Police Services LLEBG project for equipment and
technology related to basic law enforcement functions and appropriated therein.
