Fund for Police Services and Authorizing the Transfer of Matching Funds Previously Appropriated
in the Police Services Operating Budget to the LLEBG Grant Project.

FINANCIAL IMPACT:
The City has received a grant in the amount of $84,943 for the procurement of equipment and
technology related to basic law enforcement functions from the U.S. Department of Justice, Local
Law Enforcement Block Grant(LLEBG). The grant requires a cash match of$9,438,which will be
met by the existing Police Service budget.
EXECUTIVE SUMMARY:
Fort Collins Police Services has been awarded a grant under the U. S.Department of Justice,Local
Law Enforcement Block Grant program(LLEBG)in the amount of$84,943 for the procurement of
equipment and technology related to basic law enforcement functions. A local cash match of$9,438
is required and will be met by the existing Police Services budget. The grant funds will be used to
continue the mobile data terminals (MDTs)to laptop computer conversion project. The MDTs are
outdated and have fewer capabilities than laptop computers. Converting from MDTs to laptop
computers enhances the officers' abilities to complete reports and other documentation in the field.
A condition of the grant requires that input be sought from an Advisory Board who will make a non-
binding recommendation to the U.S. Department of Justice on the agency's use of the funds. The
Advisory Board, consisting of representatives from local law enforcement (Chief Harrison),
prosecutor's office (Stu VanMeveran), court system (Judge Kathy Lane), public school (Ken
Forrest), and non-profit agency active in crime prevention or treatment (Marcy Lynn McNeal -
TEAM Fort Collins and Pam McCracken-CSU Center for Drug and Alcohol Education),reviewed
the project, and supported the proposed use of the grant funds.
DATE: September 5, 2000 2 ITEM NUMBER: 27
In addition,a Public Hearing was held on July 6,2000 to receive comments from any citizen of Fort
Collins on the proposed use of the grant funds. No one attended the public hearing and no comments
were received.
Documentation on the Advisory Board meeting and Public Hearing was sent to the U.S.Department
of Justice and final notice of grant award was received. The grant period is from July 18, 2000 to
September 30, 2001.
