Update Study.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
This Ordinance, which was unanimously adopted on First Reading on September 2, 2003,
appropriates the City's 50% share of the$200,000 additional grant money (or$100,000) as well as
its 50% share of the $22,200 required matching funds (or$11,100).

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE APPROPRIATION OF FUNDS FOR EXPENDITURE
TO BE USED FOR THE FORT COL .T vTS L OVELAND AIRPORT'S
FAA SPONSORED AIRPORT MASTER PLAN UPDATE STUDY
WHEREAS, in 1963, the City of Fort Collins (the "City") and the City of Loveland
agreed to the establishment of a regional general aviation facility and became owners and
operators of the Fort Collins-Loveland Municipal Airport (the"Airport"); and
WHEREAS, the Airport is operated as a joint venture between the City of Fort Collins
and the City of Loveland (the "Cities"), with each city retaining a 50% ownership interest,
sharing equally in policy-making and management, and with each assuming responsibility for
50% of the capital and operating costs associated with the Airport; and
WHEREAS, in July 2003, the Federal Aviation Authority ("FAA") awarded the Airport a
$250,000 grant to be used towards the Airport's Master Plan Update Study("Study"); and
WHEREAS, on July 15, 2003, City Council adopted Ordinance No. 95, 2003,
appropriating the City's $125,000 share of that grant money as well as the City's share of certain
additional funds to be used to pay the City's share of the costs associated with preparing the
Study; and
WHEREAS, the FAA recently awarded the Airport an additional $200,000 grant funds,
$100,000 of which represents the City of Fort Collins' share, to be used towards the Study; and
WHEREAS, the new grant funds require matching funds of $22,200, of which $11,100
represents the City's share; and
WHEREAS, the aforementioned matching funds are available, in the form of Fort
Collins-Loveland Airport prior year reserves; and
WHEREAS, under the intergovernmental agreement between the Cities, the City of Fort
Collins' share of existing and unanticipated Airport revenue will be held and disbursed by the
City of Loveland, as an agent on behalf of the City of Fort Collins, since the City of Loveland is
providing finance and accounting services for the Airport; and
WHEREAS, in accordance with Article V, Section 8(b), of the Charter of the City of Fort
Collins, any expense or liability entered into by an agent of the City, on behalf of the City, shall
not be made unless an appropriation therefor shall have been made by the City Council; and
WHEREAS, it is the desire of the City Council to authorize the appropriation of
$111,100, of the revenues and reserves held by the City of Loveland to be used for the Study.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the City Council hereby authorizes the appropriation of ONE HUNDRED
ELEVEN THOUSAND ONE HUNDRED DOLLARS ($111,100) to be used for the Airport's
FAA sponsored Master Plan Update Study.
Introduced, considered favorably on first reading, this 2nd day of September, A.D. 2003,
and to be presented for final passage on the 16th day of September, A.D. 2003.

FINANCIAL IMPACT:
Adoption of the Resolution would appropriate $22,200 of the Airport's fund balance; half of this
amount, $11,100, represents City of Fort Collins funds.

EXECUTIVE SUMMARY:
A. Resolution 2003-098 Authorizing the City Manager to Execute a Grant Agreement with the
Federal Aviation Administrator Re azding an Update to the Airport Master Plan.
In July, the Federal Aviation ministr 'on (" azde he Airport a$250,000 grant to be
used toward the Airport's Mas r Plan dat t ("Study . Recently, the FAA offered the
Airport additional grant funds in t e amount o $2 ,000 to be used for the Study. Taken together,
the grant funds will cover 90%of the costs to prepare an update to the Airport's existing study. The
Airport is currently negotiating fees with the consultant to prepare the Study based on the scope of
work. It is anticipated that the Grant will be adequate to cover the total costs of the Study and the
scope of work. Should any of the FAA money be left over once the Study is fully funded, the
remaining funds can be recovered for other FAA eligible projects.
