ITEM NUMBER: 8 AGENDA ITEM SUMMARY DATE: September 16, 2003 FORT COLLINS CITY COUNCIL FROM: Darin Attebeny Jim O'Neill SUBJECT: Second Reading of Ordinance No. 122, 2003, Appropriating Unanticipated Grant Revenue in the General Fund for the Operation of the Fort Collins Welcome Center. RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: The City has been awarded a $48,688 grant from the Colorado Tourism Office for the operation of the Fort Collins Welcome Center for the fiscal year July 1, 2003 to June 30, 2004. The City has contracted with the Fort Collins Convention and Visitors Bureau to operate this program. This Ordinance was unanimously adopted on First Reading on September 2, 2003. ORDINANCE NO. 122, 2003 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING U:NAINTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE OPERATION OF THE STATE WELCOME CENTER WHEREAS, pursuant to Resolution 99-97, the City contracted with Colorado State University for visitor center space at the Environmental Learning Center/Visitors Center; and WHEREAS, the City currently has a contract with the Fort Collins Convention and Visitors Bureau ("CVB") for convention and visitor services; and WHEREAS, the CVB is now located in the Environmental Learning Center/Visitors Center where it operates a welcome center to welcome and attract visitors to Fort Collins; and WHEREAS, the City of Fort Collins has been awarded a grant in the amount of$48,688 from the Colorado Tourism Office to be used for the operation of the Fort Collins Welcome Center for the fiscal year July 1, 2003 through June 30, 2004; and WHEREAS, the City has negotiated new terms to an existing contract with the CVB which provide that the CVB will operate the Fort Collins Welcome Center; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. WHEREAS, City staff has determined that the appropriation of the Colorado Tourism Office grant funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLUNS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of FORTY EIGHT THOUSAND SIX HUNDRED EIGHTY EIGHT DOLLARS ($48,688) for expenditure in the General Fund for the operation of the Fort Collins Welcome Center for the fiscal year July 1, 2003 through June 30, 2004. The Colorado Tourism Board, established in CRS 24-32-1304, is empowered to operate State Welcome Centers under CRS 24-32-1305(l) (c) and (f). The Board has contracted with the City of Fort Collins to run the Fort Collins Welcome Center.
