RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This action will appropriate $6,000 in unanticipated revenue in the General Fund from the Federal Government in the form of a Library Services and Technology Act (LSTA) grant administered by the Colorado Department of Education. EXECUTIVE SUMMARY: This Ordinance appropriates $6,000 of federal government grant money provided under the Library Services and Technology Act for the City's Library Forums and Fiestas Multicultural Outreach project. BACKGROUND: As the Fort Collins community continues to grow, emerging as a culturally diverse city, there is a critical need for expanded library services and outreach to various multicultural groups. This project will provide a series of programs aimed at the growing multicultural community in Fort Collins. The Library will develop a planning committee comprised of established leaders in multicultural issues including: • Colorado State University Advocacy Offices (El Centro, Black Student Services, Asian Pacific Islanders Student Organization) • The Northern Colorado Multicultural Corporation • Even Start Neighborhood Center • Foothills Gateway • Fort Collins Senior Center DATE: November 7, 2000 2 ITEM NUMBER: 17 • Latimer County Mental Health • Poudre School District • Harris Bilingual School • The Fort Collins Youth Activity Center • Northside Aztlan Center Each program will be held twice each month during 2000-01. Themes for the programs will include: • Hispanic Heritage • American Indian Heritage Month • Celebrate the Winter Holiday Season with various religious traditions • Young Adults and Diversity • African-American History Month • Women's History Month • Child Abuse Prevention Month • Asian/Pacific Heritage Month • Intergenerational Program and Celebrating Older Americans The grant funds will allow the Library to provide speakers, entertainers and refreshments for the planned programs and will also support publicity for the series. . ORDINANCE NO. 159, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED FEDERAL GRANT REVENUE IN THE GENERAL FUND FOR THE FORUMS AND FIESTAS MULTICULTURAL OUTREACH PROJECT WHEREAS, the Fort Collins Public Library has received federal funds in the form of a Library Services and Technology Act grant administered by the Colorado Department of Education for$6,000; and WHEREAS, the grant funds are for the Forums and Fiestas Multicultural Outreach project which provides two monthly programs to take place in 2000 and 2001 to educate and reach out to various-ethnic and cultural minorities in our community; and WHEREAS, the grant will provide funds to hire speakers and entertainers, and to attract audiences through publicity, and provide refreshments; and WHEREAS, Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the then current estimate of the actual and anticipated revenues to be received during the fiscal year. . NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of SIX THOUSAND DOLLARS ($6,000) for expenditure in the General Fund for the Forums and Fiestas Multicultural Outreach project. Introduced, considered favorably on first reading, and ordered published this 7th day of November, A.D. 2000, and to be presented for final passage on the 21st day of November, A.D. 2000.
