Second Reading of Ordinance No. 150, 2000, Adopting and Determining the Effective Date of the
District-Precinct Map for the 2001 Regular Municipal Election.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Ordinance No. 150, 2000, which was unanimously adopted on First Reading on October 17, 2000,
adopts the District-Precinct Map for the 2001 regular municipal election for the purposes of (1)
determining the eligibility for District Council offices for the April 3,2001 election;(2)determining
eligibility for any interim appointments to fill any District Council vacancies which may occur after
November 17, 2000; and (3) determining residency for voting in any special municipal election
conducted after November 17, 2000,except for any special municipal election held in conjunction
with a Larimer County Consolidated or General Election.

EXECUTIVE SUMMARY:
This Ordinance adopts the District-Precinct Map for the 2001 regular municipal election for the
purposes of(1)determining the ' it y str ' ffi for the April 3,2001 election;

BACKGROUND:
Pursuant to Article II, Section 1 of the City Charter, no later than 180 days before each regular
biennial election (October 5, 2000), the City Clerk shall determine if the number of registered
electors in the District containing the lowest number of registered electors is less than 85% of the

As of September 20,2000,there are 90,366 registered City voters. District 3 has the highest number
with 17,400 voters, while District 1 has the lowest number with 14,143, or 81.28% of the voters in
District 3. These figures indicate that an adjustment of District boundaries is needed.
In order to adjust the District boundaries to meet the formula described above, and in an effort to
anticipate possible District boundary changes prior to the 2003 election, staff is recommending that
four precincts be moved as follows:
Move Precinct 57 (County Precinct 4238) from District 2 to District 4 (1510 voters)
Move Precinct 23 (County Precinct 4223) from District 2 to District 1 (781 voters)

Move Precinct 55 (County Precinct 4239) from District 3 to District 2 (1520 voters)
Move Precinct 65 (County Precinct 4322) from District 4 to District 5 (1345 voters)
These changes will cause District 2 to have the lowest number of registered voters (14,054), which
is 88.16% of the number of voters in the highest district,District 5 (15,941).
Although 5,156 voters are affected by the recommended changes,3,636 are not negatively impacted
because they currently would not be voting for a District candidate in 2001. Of those 3,636 voters,
2,126 will be moved into a District which will be electing a District candidate in 2001.

Moving Precinct 55 from District 3 to District 2 would,by itself,achieve the 85% ratio. However,
when looking at the voter registration figures in each District and the growth patterns in the city,
additional boundaries adjustments are being recommended at this time with the hope that any
necessary boundary changes prior to the April 2003 election can be made without negatively
impacting voters.
The following table shows,by district,the number of registered electors for the April 1999 election
(provided for the purpose of gro p,Wfireqn t tered electors as of September

As required by Section 7-87 of the City Code, notice of the date, time and place of Council's
consideration of this redistricting ordinance was published on October 1 and 6(not less than 14 days
and not less than 10 days before First Reading). No comments were received in the City Clerk's
Office.
After this Ordinance is adopted, individual notices will be mailed to the households of the 5,156
affected voters advising them of the boundary changes and how those changes affect them.
