The CLC will work jointly half-time with the City and half-time with Colorado State University to create proactive and educational programs promoting positive relationship building in neighborhoods including knowledge of City codes and ordinances. This position will be funded equally by the City and CSU to acknowledge the collaborative effort both entities believe is important in creating positive community throughout neighborhoods. DATE: July 17,2001 2 ITEM NUMBER: 24 BACKGROUND: Historical Perspective Over the past seven years the CSU student population has increased an average of 1.25%each year, from 21,110 in 1993 to 23,048 currently. More students are residing in the Fort Collins neighborhoods, and more single-family houses have become rental properties. Colorado is experiencing some difficult and high profile times in university communities. .Both Boulder and Fort Collins have encountered conflict situations within their bordering neighborhoods. In the recent past,Fort Collins has also experienced high-profile regulatory issues. Over the past 36 months a team of CSU and City staff studied the impact of student life in the neighborhoods surrounding the campus. Their conclusion involved developing a City Public Nuisance Ordinance to mitigate the chronic problem properties including both students and non- students. This collaborative team ofprofessionals also suggested the development ofa staffposition shared by CSU and the City to work primarily in the student neighborhoods to help create a positive environment between renters and homeowners. Purpose The Community Liaison Coordinator position, equally supported by CSU and City government, will work from an educational focus with neighborhood residents, CSU students, City staff, and Off- Campus Student Services to promote proactive, positive relationships and strategies between students and citizens residing in Fort Collins neighborhoods. Vision The Community Liaison Coordinator will serve as a facilitator between the University and City with the goal of enhancing understanding through proactive measures. The individual would attempt to build esprit de corps among students and residents, particularly those living in areas surrounding the University. In addition, the CLC will encourage collaborative efforts to enhance the quality of living for both students and citizens, and will assist students as they transition out of residence halls and into the community. The individual will create a network for improved understanding, tolerance, and sensitivity to preserve the quality of life in the neighborhoods. Benefits The City and CSU will benefit from the newly-created position in the following ways. First, the CLC will open communication between the City and CSU, more readily addressing issues and concerns. Next, the individual will help build a sense of community through assessing the current neighborhood cultures and offering appropriate educational programming. Last, the CLC will help facilitate a change in perceptions between students and homeowners, ultimately reducing the number of community concerns.
