RECOMMENDATION: Staff and the Landmark Preservation Committee recommend adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: This is a housekeeping item. The Deines Barn and Twin Silos were originally designated as a Landmark by Ordinance No.2,2001. When staff was preparing the final documents for recordation, it was discovered that there was an invalid signature on the application. The question of ownership of the Deines Barn and Twin Silos has since been resolved. The legal owner, the Shenandoah Owners' Association, has expressed its desire that the structures be designated. Staff, in consultation with the City Attorney's Office,determined that the best course of action would be to repeal the original ordinance adopted by Council,and treat the owner's request as a new designation action. HISTORY Located on the west side of College Avenue, the Deines Farm originally consisted of several buildings, including two houses, two,bdrm two silos and two garages. An intensive-level survey in 1",,4 determined that the only structures with historical significance were the main barn and the F�� twin os. The non-significant structures have since been removed,and today only the primary barn and thetwin silos remain. ElizabethACase originally patented the farmstead in 1890. In the early twentieth century, general farming and cattle ranching took"place on the farmstead. The land went through a variety of owners until 1942,when Jotilianii Mary Deines purchased the farm. The Deines family owned the property for more than forty"pyears, raising alfalfa and corn on 70 irrigated acres, and dryland wheat and barley. The Deines family also raised purebred Herefords, but this was not a large-scale operation. After John Deines, Jr.'s death in 1962, tenants farmed the property, although John Deines III returned to farm the land between 1969-1974. In 1984, the Deines' family trust sold the property to Del E. Web Commercial Property. Today, the property is a part of the Shenandoah Neighborhood, and is owned by the Shenandoah Owners' Association. One of the most striking features of this former farmstead is the large barn. Although the date of construction is in question, it is known that the structure was built between 1904 and 1918. DATE: October 16, 2001 2 ITEM NUMBER: 19 Assessor's records indicate that the interior of the barn included box stalls and a partial concrete floor, and that in 1949 a 12'by 45' section of the north end of the barn was used as a granary. The bam has a combination of concrete parging over stone and concrete foundation. The walls are clad with a combination of board and batten and horizontal weatherboard siding. All exterior walls are painted red. The moderately pitched gambrel roof is clad with corrugated metal roofing and has boxed eaves. A unique aspect of this property is the twin silos, located just west of the barn. Built in 1915, the silos are constructed of reinforced concrete and are each 12 feet in diameter and30 feet in height. John Deities built the wooden gabled structure over the silos in 1945, to shield them from the elements. This unusual gabled structure is wood frame covered with wood shingles and has exposed rafter-ends. The barn and twin silos are relatively unaltered from their original eonn: The barn is one of the largest in the Fort Collins area and is one of only eight area bams with g y ht g gambrel roofs. ,In addition, the silos are significant for their architecture, including their unique gable roof stnit' U", ,and for their relative rarity. In 1994,there were only 15 silos 'ant in the Fort Collins UA:6 ikowth Area. Agriculture once dominated Fort Collinsf*brut oV&i ie past forty years, the"&ty'has experienced rapid growth, and consequently, matiy'barns and silos have been lost to development. It is important to recognize and preserve the contribution of farmers to the area, as exemplified by the Deines Barn and Twin Silos. RECOMMENDATION At a public hearing held on September 26, 2001,the Landmark Preservation Commission passed a resolution recommending the landmark designation of the Defines Bam and Twin Silos. In determining the structures'significance, the Commission noted the bam and silos' architectural importance to Fort Collins as locally rare examples of farmstead architecture, and its historical importance for its association with the agricultural development of Fort Collins. i
