Introduction
Mayor Troxell, Mayor Pro Tem Stephens and Councilmembers Cunniff, Gorgol,
Gutowsky, and Pignataro were in attendance.
The consulting firm Hunden Strategic Partners presented the findings of the Sports
Complex Feasibility Study. Presentation included background of how the study was
conducted, and options based on whether the primary gap is local needs or economic
impact and growth.
Project Discussion Points Included:
• Appreciate the data. However, need to start with a vision, and brand of what a
sports complex should be in Fort Collins and what makes it uniquely Fort Collins,.
• Where does this fit within Council goals and priorities? How does it leverage
current strengths, such as EPIC ice, and pool?
• Land Acquisition costs were not included in the report, this would make the costs
even higher. Finding 80 acres of land in Fort Collins to make a 16-field complex
would be difficult.
• As no apparent economic argument to support such a facility, it would require
strategic partnerships.
Utilize the information in this study to inform the Parks and Recreation Mast
Plan and/or the Totola)ijp 11MT 11W.-Al.

Introduction: City staff has collaborated with Larimer County since early 2018 on a
county -wide project to develop regional transportation and facility solutions. The current
proposal recommends a 0,5% sales tax increase with a split of 15% - 20% transit, 45%_
50% non-t�ransit infrastructure, and 35% County facilities. This work session was an
opportunity for Council to provide feedback and ask questions directly to the Larimer
County Staff.

Prolect Details: The County has made some significant changes to the proposal in the
last month to address City st�aff concerns. These concerns included lack of transit and
flexibility of the project list, The proposed tax now includes 15% - 20%, transit as well as
improved flexibility of the non -transit infrastructure. There are still concerns from City
staff, including:
• Inequitable distribution of projects,
• Complete flexibility to address changes in local and regional priorities.
• Most City projects will not receive funding until 2030 or beyond.
• Unknown transit distributi'on and eligibility.

and how it could act as a regressive tax for a significant amount of Fort Collins
residents.
Next Steps
® Larimer County staff will need to decide by August 27 whether or not the
proposal will go to ballot in November.
• City staff will continue to engage collaboratively with the County and other
County communities to represent the perspectives of the Councilmembers.

This memorandum provides a summary of the work session discussion from August 13, 2019 regarding
the Ecortornic Health Strategy Update. Presenting staff included: Jeff Mihelich, Deputy City Manager;
Josh Birks, Economic Health and Redevelopment Director; and SeonAh Kendall, Business Support
Manager.

Staff presented an update on the Econornic Health Strategy, The updated included:
• Revised language surarnarizing the strategy with afocus on Economic Resilience;
• Updates on current activities related to two specific Council Priorities adopted on July 2, 2019;
and
0 Current economic trends impacting Fort Collins and Northern Colorado.
Council discussed the presented materials:
® Generally, Council supported of the shift to Economic Resilience as the ftindamental. outcome of
City efforts related to Economic Health;
• A need to provide greater specificity about the definition of prosperity and resilience was noted
a recommendation was offered to include the ability to bounce back froin recession, withstand
shocks, and avoid them altogether might be useful refinement of the definition of resilience;
• The importance and role of workforce training along with partnerships between the City and
Poudre School District, Front Range Community College, and Colorado State were mentioned
• The need for economic diversity was underscored;
• The need to maintain a vibrant economy with sufficient "churn" to replace declining industries
and professions was described as part of economic resilience;
• The need to support the competitiveness of industries and businesses was also noted; and
• Finally, it was agreed that the discussions related to workforce development impact the City as
an organization as well.
