RE: Work Session Summary – February 26, 2019 re: City/Innosphere
Laboratory Partnership
All Councilmembers were present (Summers by phone).
Utilities staff made a presentation regarding a proposed partnership with the Innosphere
to construct a new laboratory facility.
General comments by Councilmembers include:
Staff should provide additional information to City Council on the following:
o Transparency and detail regarding the stated financial costs
o A more robust risk analysis for the project
o The quantitative benefits of the project
o Other laboratories that have engaged in similar partnerships
o Details re: the parking arrangement with Innosphere and the adjacent landowner
o The proposed non-competitive procurement process
Concerns were expressed regarding the timeline for approval of the item by City
Council
Support was expressed for the project, including:
o The cost benefits to the City
o The collaboration benefits
o The project may be delivered on a faster schedule
o Risks to be addressed through legally binding contracts.
Next Steps
Information will be provided to City Council to address the questions raised at the Work
Session.

RE: February 26, 2019 Work Session Summary – Platte River Power Authority Organic
Contract and Power Supply Agreement Contract Extension and Amendments
Attendees:
Kevin Gertig and Tim McCollough participated in the Work Session. All Councilmembers were present.
Staff presented the request to extend and amend the Platte River Power Authority Contracts.
Discussion Summary:
Councilmembers recognized the outstanding service that Platte River has provided.
Councilmembers expressed appreciation that the amendments will enable 3rd party solar
development for commercial customers.
Councilmembers expressed a desire to adapt the contracts beyond distributed generation to
recognize our distributed energy future.
Councilmembers appreciated the process that has been followed and recognized the
partnership between City staff, Platte River staff, and the collaboration between the member
cities aligned with common goals.
Councilmembers expressed support for staff to proceed with bringing the contracts forward to
regular session for consideration and approval.
Follow-up Items:
Staff will add the Organic Contract and Power Supply Agreement to the March 19, 2019 agenda
for consideration and approval.
