Re: July 24, 2012 Work Session Summary – Eastside and Westside Neighborhoods Character Study
Phase 1
Councilmembers present: Mayor Weitkunat, and Councilmembers Manvel, Horak, Troxell, Poppaw, and
Ohlson. Staff present: Karen Cumbo, Pete Wray, Clark Mapes.
Staff presented an overview of Phase 1 activities, regarding neighborhood character and context,
including the extent and nature of concerns about change.
Specific questions considered by Council were:
1. What comments or direction does Council have for staff on proceeding to Phase 2?
2. What feedback does Council have about Phase 1 results to date?
3. What comments does Council have on the remaining process, or schedule?
Main points of discussion:
Council appreciated the Phase 1 Report and the work it represents.
Council recognized enough concerns and issues in the public engagement process to warrant moving
to Phase 2, to develop strategies per the study outline.
Council expressed a concern about the amount of time spent in the process, and particular interest in
calendar dates for bringing solutions to Council for adoption.
Council appreciated the focus on context and higher level of understanding about complexity of
character.
Council appreciated the information about focusing on certain limited situations and supports that
approach to solutions.
Next Steps:
Staff will formulate and conduct Phase 2 of the study.
Council Work Session on November 27 to review strategies and direct implementation actions.
