RE: May 25, 2010 Work Session Summary – Midtown Redevelopment Study
This memorandum provides a summary of the discussion relating to the Midtown
Redevelopment Study, which occurred at the City Council Work Session on May 25, 2010.
Attendance: Mayor Hutchinson; Council Members – Ohlson, Poppaw, Roy; Staff – Darin
Atteberry, Diane Jones, Mike Freeman, Josh Birks; Consultants – Jamie Rusin, ELS and Dan
Guimond, EPS
Corridor Planning Concepts
The planning concepts are consistent with the “Spine” alternative being evaluated as part of
the Plan Fort Collins effort
The planning concepts are consistent with City Council direction and policy
The ultimate redevelopment of the corridor should be mindful of community needs, such as
affordable housing, green development practices, and social concerns
Mall Redevelopment
An open air format may not be the best approach for our climate; therefore, the lack of
financial feasibility is probably a good outcome for this scenario
Staff should continue to support the redevelopment actions associated with the mall;
specifically progress should move forward on Phase II
Action Plan
The Action Plan lays out the essential next steps and will help to benefit the Corridor and the
Mall
These items should be entertained as potential budget offers in the 2011/2012 Budgeting For
Outcomes process
General Comments
The proactive approach of the project is the right way to address the issues along the corridor
and at the mall
Any public investment in redevelopment should be mindful of community values and
generate benefit for the community that is relevant to the triple bottom line
