Present Absent H. 11. Balmer, Mayor Aldermen Abbott, Armitage, Glessner, Mathews Sehlichter, Watson, Yard Aldermen, Eves, Johnson, St. Clair Moved by Alderman Abbott and seconded by Alderman Mathews that the follow- ing resolution be adopted. ADDITIONAL APPROPRIATION ^OR PIPE STREET SEWER. whereas, under the resolution adopted by the City Council on the 5th day of May A. D. 1913, the sum of w 4400.00 was appropriated under said resolution for the express purpose of building and completeing the Pine Street Sewer, and Whereas, said improvement has exceeded the cost of said appropriation by reason of additional connections to be made with said sewer which could not have been anticipated at the time said appropriation was made, and that additional expense has been incurred in the sum of $624.e8 in excess of said appropriation Therefore, be it Resolved by the City Council of the City of Fort Collins that the sum of $624.88 is hereby appropriated and set aside for the express purpose of paying the balance due on the cost of construction of said Pine Street Sewer, and the warrants drawn upon this appropriation shall be issued in accordance with said original resolution passed and adopted on the 5th day of May 1913. REPORT OF THE COMMITTEE ON STREETS AND ALLEYS RESPECTING THE JEFFERSON STREET IMPROVEMENT DISTRICT. TO THE HONORABLE MAYOR AND CITY COUNCIL OF THE CITY OF FORT COLLINS: GENTLEMEN. Your Committee to which was referred the reports of the City Engineer respecting the plans and specifications of the proposed Jefferson Stree-t Improvement District and the cost of the same, together with an estimate of the assessment against each lot abutting upon said proposed improvement, begs leave to report that it has considered the report s of the City Engineer, and finds that the same conform to the requirements cf the statute in such case made and provided. That part of the City Engineer's report containing "orm of proposals and draft of contract for construction of proposed improvement are not to be considered as being a part of our report in the matter of plans .nd specifica- tions for said District, as the committee is advised that these are matter for future action of the Council, after an ordinance has been passed and adopted authorizing the improvements in question and providing for the awarding of a contract for the construction of the same. The committee has had the committee prepare a resolution covering the matter of adoption of the plans and specifications and estimates of the City Engineer, and the Committee recommends the adoption of this resolution, after inserting the period of time which shall cover the payments for the proposed improvement, as well as fixing the date of meeting for hearing complaints re- specting the cost of the same, and the assessments upon the abutting property. " RESOL,UTION OF THE CITY COUNCIL OF THE CITY OF FORT COLLIPi- ADOPTING PLANS AND SPECIFI CONCERNING THE PROPOSED JEFFERSON STREET IMPROVEMENT DISTRICT. AS PREPARED BY THE ENGINEER: ALSO ADOPTING THE ESTIMATE OF THE. CITY ENGINEER RESPECTING THE COST OF SAID AND THE PROPERTY TO BE ASSESSED FOR THE SAME. AS WELL AS FIXING THE M WER WHICH THE COST OF SAID IMPROVEMENT SHALL BE PAID.. Whereas, on the 19th day of August, 1912, a petitin was duly presented to the City ouncil signed by a majority of the owners of the prontage, for the improvement of the 'ollow ingstreet; the roadway area on Jefferson Street from the east line -of College .venue to the interspotion of Jefferson Street and Lincoln Avenue on the North line of ountain Avenue, said roadway to be surfaced with Sherman Hill gravel as specified, and Whereas, the City Engineer was authorized and instructed to prepare plans and specifi- ations of said proposed improvement together with an estimate of the cost of making the ame in accordance with the petitioli, and also the amount to be assessed against each lot n accordance with said cost, and Whereas, the City Engineer has dull• reported to the Council plans and specifications or said improvement; Therefore be it Resolved by the City Council of the City of Fort Collins that the proposed Jefferson treet Improvement be and is hereby designated as " Jefferson Street Improvement District o.l", and that the following specificationa, together with a map thereof as prepared y the City Engineer, be and arebhereby adopted as the specifications for said improvement n accordance with the petition on file herein: The roadway area on Jefferson street from the east line of College Avenue to the in- ersection Jefferson street and Lincoln Avenue on the north line of Mountain Avenue, which s 54 feet in width when including the Denver and Interurban Railway tracks. The said oadway to be surfaced with Sherman Hill gravel as specified in the petition of the pro- erty owners and under t11e specifications herewith submitted - The general plan is that the roadway will be graded and brought down to the proper rade and elevation so as to form a suitable foundatign for the gravel surfacing, which ill be about 4 inches at toe center and ranging to about 2 inches at the edge of the utter. The surfacing after being applied as per specifications will be rolled and ompaeted with a 10 ton roller. The crown of the finished street is to be 9 inches above the flow line of the gutter he gutter on -the North side of the street will be 4 inches above that on the south side a account of the narrow passage was between the curb and the street railway tracks. The roadway area to be surfaced with the gravel includes about 9500 square yards, not acluding the street Railway tracks. There about 3500 linear feet of combined curb and fitter. The curbing on the north side is to be 8 inches high while it will be about inches on the South side. The curbing, gutterina and alley approaches are to be of concrete and will be con-- Lructed as per specifications as herewith submitted. The work herein specified is the grading, surfacing, constructing ourg and gutter, alley approaches And street intersections and other appurtenances on the Jefferson Street outside of the Denver and Interurban Railway tracks, as shown by the may of the district This district is to be !mown as the Jefferson, Street Improvement District No.l of the City of Fort Collins, Colorado. GRADING This item consists of the making of all excavations and fills; as shown by the profile, and the construction of the roadways, as are shown on the map of the District to grade teem to proper slopes, and to construct such approaches at alley intersections within the District and all intersections of streets and alleys lying along the boundar- ies of the same, and to excavite for.curb and gutter. 476 Records of the City Council, 22 Day of Sept, 1913 191 All earth used in filling shall be free from spongy material or any vegetable matter or foreign substance subject to decay or which in the opinion of the Engineer is unsuitable for permanent construction, shall not be used. The surplus earth taken from excavation shall be the property of the Con- tractor, to be hauled away and disposed of by him; excepting that the Contractor shall place surplus material back of the curb to level up the surface at such points and in a manner as the engineer may direct. This to be done without extra charge or additional compensation. The work of finishing and grading shall immediately follow the placing of the curb and gutter. The surface of the roadway area shall be scarified or the surface shall be broken b a regular scarifier or other road machinery suitable for such purpose. The surface shall be broken to a depth of four inches and all cobble stones larger than two (2) inches in diameter shall be removed or broken to the size specified in the gravel for surfacing. In case large lumps of earth appear in the breaking of the present surface, they shall be wet down and broken by a roller as herein specified and the surface again broken as provided. SURFACING. The ro-tdway area after being brought to the proper elevation as directed by the Engineer shall be thoroughly gone over with a grading machine, so as to take all the unevenness out of the surface, and to remove ali surplace earth and bring the surface of the roadway to the required slope, grade and contour. All the above work shall be considered part of the surfacing and no extra allowance will be allowed for the same. On the rou,.'way area thus prepared there shall be evenly spread over the surface, a layer of disintegrated granite,which shall be when complete four (4) inches in dpeth at the crown and graduated to two (2) inches at the gutter. when placing the surfacing, it shall be evenly spread over the surface and thoroughly saturated with water by a sprinkling cart or hose, then if necessary it must be a,;ain evened and then rolled with a roller not weighing less than two hundred and fifty (250) ponds per square inch, and resprinkled and rerolled until the said layer is thoroughly mixed with soil and brought to smooth and firm surface, and to the contour as shown on the map or plans. GRANITE The material for surfacing shall be disintegrated granite equal in quality to that from Sherman Mountain Wyoming or from South Platte Canyon Colorado, and shall be entirely free from earthy matter. The larger sizes shall not be greater than one and one-fourth (14) inches in the greatest dimension, and the smallest sizes shall not be less than one eight(1/8) of an inch in the smallest dieension. Special care must be taken to avoid all damage to curbing and guttering in said district, and in case there is any damage to any of said improvement, the Contractor shall be required to repair the same at his expense. And in case he shall fail to do so within ten (10) days, the Engineer may assess the damage, and deduct the amount from the next estimate or payment to the Contractor. CO1.1BINED CONCRETE CURB AND GUTTER. The space over which the curb and gutter is to be constructed shall be excavated according to width shown on the drawings abd a depth as shown on the profile; any soft or spongy material below this excavation must be removed and, refilled with good material and thoroughly compacted. The trench thus left must be refilled with ci nders or sand and gravel to a depth as shown on plans for the curb and gutter. This foundation of cinders or sand and gravel shall be thoroughly wet down and tamped to a compact state. Upon this foundation will be placed the curb and gutter as shown on the plans. CURB AND GUTTER. all stone crosswalks shall be carefully taken up and deposited and uninjured on the groun of the City, and shall be the property of the City. All curbing stones shall be carefully taken up and shall be piled on the property to which it belongs. The concrete curb and gutter shall consist of two (2) parts; namely the inside core and the finished curb and gutter, the Core to be four and three fourths (43/4) inches thick and one fouth (1) of an inch of finished plaster,and the gutter to have four (4) inch core and one inch of finished plaster, or the core of the curb may be four and seven -eights (4 7/8) inches thich and plastered with a solution of neat cement applied with a brush to one eight of an inch in thickness. However, after either plan is adopted it must be followed throughout the work. The concrete curb and gutter shall have expansion joints. The joints to be one half inch in thickness and filled with clean sand, the joints to be placed every ten (10) feet in length along the curb and gutter. These joints are to be marked with the proper tools for that purpose. The alley approaches, street intersections and the catch basins shall be done as shown by the detailed drawings furnished for each case. CL ZENT. The Contractor shall provide suitable water tight sheds and shall keep on hand not less than two weeks supply of cement at all times. The Contractor shall give the Engineer facilities for taking samples of the cement, and all cement shall, if found unsatisfactory, be subject to rejection at any time. The cement used through the work shall be American made Portland cement, of standard quality, well dry and free from lumps, and shall be of a brand that has estab- lished itself for three years or more, and has been used with satisfaction for that length of time, climate and other conditions to be similar to those herein contemplated. The weight of the cement shall aver.,ge not less than 376 pounds per barrel or the equivalent of four 94 pound bags. The cement upon tests shall withstand Records of the City Council, 22. Day of Sept. 1913 191 4'77 those as given by the American Society of Civil Engineers, soeme of which are named below. Ninety per cent by weight must pass through a No. 100 sieve and seventy per cent must pass through a No._200 Seive. Neat cement mixed with twenty per cent of its weight of water shall allow no cracks or distortion when formed into pats one half (g) inch thich at the center, and havin- sharp edges and allowed to set under a wet cloth on glass for twenty four hours and then placed in fresh water for twenty eight days or in boiling water or steam for six hours and then allowed to cool. The specific gravity of the cement must not be less than three and one -tenth (3.1) The cement shall not acquire its initial set in less than ten (10) minutes and must not acquire its final set in less than one (1) hour, . Neat briquettes show a tensile strength of 175 pounds per square inch after setting under a wet cloth and placed under waterfor the remaining twenty-four hours. Must show 500 pounds tensile strength per square inch after seven days and 600 pounds per square inch after twenty-eight days. Briquettes mixed one part of cement and three parts of standard sand must show a tensile strength of 200 pounds per square inch after seven days, and 220 pounds per square inch after 28 days. SAND AND GRAVEL. All sand shall be clean river sand, sha-•p, free from loam, vegetable matter or other foreign substances, sna shall be screened if necessary to bring it to these requirements. Gravel as required for concrete shall, be clean material of hard durable and accep- table character when so used for concrete and when so ordered shall be carefully screene< to a size that will pass a l-� inch ring and be retained on a q inch ring and with particles graded in size between the above limits. CONCRETE. The concrete used on the work shall consist of one (1) part of best Portland cement to two (2) parts of sand and five (5) parts of gravel or crushed stone, either mixed by hand or machine. When mixing is done by hand, the sand and gravel or crushed stone shall first be spread and the cement on top of it, and they shall be mixed in a dry state, by turning with shovel or hoe until the mixture is of a uniform shade and free from lumps of sand and cement. water shall then be sprinkled over, the mixture while it is '-being turned. The,mixing shall continue until the mortar becomes of a uniform dampness throughout. Sufficient water must be used in the mixing to insure the closing of all voids by a moderate amount of ramming. The, mortar mixed concrete must come up to these requirements. , In ramming the concrete all the voids can only be insured by slight quaking during the ramming. The concrete shall be thoroughly tamped intoplace. SURFACING OF CURB AND GUTTER. The top or wearing surface shall be made of one (1) part cement and two (2) parts of clean, coarse, sharp sand free from dirt and loam, this sand and cement shall be thoroughly mixed 7n a dry state and then water be added in a sufficient amount to pro- duce a mortar of the desired consistency, and the whole well mixed until a homogeneous mass is produced. The mortar while fresh shall be spread upon the curb or gutter (core; before the latter has reached its initial set. The core of the concrete curb and gutte3 shall be plastered in the way stated before the concrete core has set in order that a homogeneous bond may be insured. The surface of the curb And gutter shall then be out into sections, the marking to be made directly opposite and over the expansion joints in the concrete core of the curb and gutter. The finished work shall be what is known as a float or wood trowel. finish. All concrete work shall be kept wet for a period of seven (7) days either by, covering with tar paper and kept moist, or by sprink..ing with a hose. CROSSWALKS. Crosswalks shall be., laid according to detailed plans and specifications that will bi furnished from time to time as they are required. BLIND DRAINS. These drains are to be constructed. of first class quality vitrified salt glazed Sewer pipe, to be eight inches in diameter and to be laid to the grade as given by the Engineer. The joints are to be cemented with mortar of the consistency as designated fc the plastering of the curb and gutter. These blind drains are to be placed at street crossings, And be it further resolved by the City Council of the City of Fort Collins that the statement of lots to be assessed in said improvement district, together with the fron- tage cost per foot and total assessment against said lot, as prepared by the City'Engin- eer, be and the same is hereby adopted as the estimate and cost of said improvement in said Jefferson Street Improvement District No. 1, pursuant to law, as follows. The total estimated cost of the district not including the Denver and Interurban Railway is $ 6173.95. An be it further resolved that the total cost of said improvement in said district shall not exceed the sum of $6173.95,(excluding therefrom the Denver and Interurban Railway right o' way, as shown by the frWnchise heretofore granted said company and the total cost of said improvements when made and completed shall be paid in 10 annual installments with interest at the rate of six per cent per annum on the deferred installm and be it further Resolved by the City Council that the City Clerk is hereby authorized and instructed to cause a notice to be prepared to the owners of the property to be assessed in said Jefferson Street Improvement District No. 1, which shall contain a description of the Improvements proposed, the number of installments and the time at which the cost will be payable ,the rate of interest on unpaid and deferred installments, the ex$ent of the district to be i.:proved, the probable cost per front foot as shown by the estimates of th Engineer, Lnd that on the 24 day of November, 1913 being not less than thirty (30) days after the first publication, an ordinance or ering said improvement will be finally considered by the City Council, and that the map and estimate and schedule of the amounts assessed and all resolutions and proceedings are on file and can be seen and examined by any person interested in the office of the City Clerk; atwhieh meeting aforesaid all complaints and objections that may be made in writing concerning the proposed improve- ment by the owner or o ners of any real estate to be assessed, will be heard and deter- mined by the City Council, which said notice shall be published in onw pewspaper of general circulation in the City of Fort Collins,and for twenty (20) days prior to said meeting of the City Council. Moved. by Alderman Schlichter and seconded by Alderman Mathews that the following resolution be adopted. CASUALTY RESOLUTION RESPECTING THE WATER WORKS MAINTENANCE F 1D AND SALARIES. Whereas, since the annual appropriation for the Water Works Maintenance and Salaries an unusualdemand has arisen aginst said fund by reason of the necessity for re -filling filters with sand and the preservation of the public health and safety, and whereas, the deficiency growing out of said fund could not have been anticipated or provided for in said annual appropriation bill; Therefore be it Resolved, by the City Council of the City of Fort Collins that by reason of the ne- cessity of improvements in the water works growing out of the replacement of the sand and other improvements required in the interest of public health and safety, that the sum of S 2500.00 be and the same is hereby appropriated for the use of the water works mainte- nance fund and salaries for the remainder of the fiscal year ending December 31, 1913. TO THE HONORABLE MAYOR AND CITY COUNCIL OF THE CITY OF FORT COLLINS: GENTLEMEN: 'Your Special Committee appointed to investigate the claim of damage to alfalfa by Mr. Porter account of breaking of water pipe beg leave to report that they have examined the ground where the alleged damage is supposed to have occured and find that no damage has been suffered by claimant and would therefore report adversly on said Claim....... On motion duly seconded and when put to a vote carried the matter of paying Kirkpatrick and Son for labor on the Pine St. Sewer, was' left in this manner whenever they filed with the City Clerk a statement of their outstanding indebt- edness, then the Clerk to pay less the amount the City had been out for Engineer and Inspector salary. On motion duly seconded and when put to a vote carried the Report of Alderman Armitage in re the Telephone meeting in Longmont was accepted and a special committe composed of Aldermen, Armitage, Eves, Schlichter, St. Clair and Yard to act as entertainment Committee for the visiting aldermen who would be in the City for the next Telephone Meeting. On motion the Water Committee were instructed to bring in a resolution at the next regular meeting of the Council in re the matter of a reduction of meter rites to Green Houses and Laundries. Attes Whereupon Council adjourned until September, 26th, 1913.
