Minutes of a'regular meeting of the City Council held at the City Hall
of the City of Fort Collins, Colorado , on August 18th, A. D. 1913.
Present,
H. M. Balmer, Mayor
Aldermen, Abbott, Armitage, Eves, Glessner, Johnson Mathews
Sip. Clair, Watson Yard.
Absent Alderman, Schlichter.
Moved by Alderman Armitage and seconded by Alderman Mathews that the request
the Committee from the Round Up Celebration be granted in regards to a free licene

On motion by Alderman Eves and seconded by Alderman Abbott that the
st of Espelin & Warren in regards to a building permitwithin the fire limits
e left to the Committee on Fire Limits and Building Inspection with power to act.
motion being put to a vot was carried and so declared by the Mayor.
Moved by Alderman Eves and seconded by Alderman St. Clair, that the com-
cation fron the C. & S. RR. Co. in regards Pine Street Sewer be left with the
ttee on Sewers and drains to report next meeting.
The motion being put to a vote was carried and so declared by the Mayor.
On motion duly second and then put to a vote carried, the communication from
Rocky Mountain Fire Underwriters was referred to the Ways and Means Committee.
Moved by Alderman Abbott and seconded by Alderman Yard that the petition
certain free holders residing in the immediate vicinity of the Corner of Oak
Mathews Streets praying for an arc light on said corner vas referred to the
ttee on Electric and Gas Lights with power to act.

Moved by Alderman Eves and seconded by Alderman Abbott that the report of the
Finance Committee be accepted and that the City Clerk be instructed todraw warrants on
the respective funds in payment of the same.

On motion duly seconded and. when put to a vote carried all other bills presented
payment were laid over until the adjourned meeting.
Moved by Alderman Armitage and seconded by Alderman Eves that the Purchasing
Committee be instructed to purchase a Meter Tester for Electric Lights the cost of said
Meter to be not over %1 90 00.

which is in front of the Union Pacific Railroad Passenger Depot be changed to the corner
of Oak and Mathews Streets.

AN ORDINANCE RELATING TO THE OPERATION OF ALL KINDS OF VEHICLES UPON THE
STREETS AND ALLEYS OF THE CITY OF FORT COLLINS AND REGULATING THE SPEED OF
MOTOR VE-TICLES.

and so declared by the Mayor.
Moved by Alderman Eves and seconded by Alderman S, Clair that the
following election Notice be adopted.
ELECTION NOTICE.
Whereas on the 16th day of August* 1913 the officers and members of the
Charter Convention of the City of Fort Collins did deliver to the undersigned
Clerk of the City of Fort Collins, the charter framed by said convention for
the City of Fort Collins, which charter so framed within sixty days after the
election of the members of said Charter Convention, and which is otherwise in
conformity to Article 20 of the Constitution of the State:
Now therefore an election shall be and is hereby called for Tuesday the
16th day of September, 1913 at which time the qualified electors of said City
of Fort Collins shall by vote express their approval or rejection of the said
Charter, and the City Council has by resolution duly adopted, appoi-;ted the
following places for holding said election, to -wit:
Ward 19 Precinct 1, City Hall.
Ward 2, Precinct 10 Newton Lbr. Co. office 234 W. Mt. Ave
Ward 2, Precinct 21 St. Pauls Chapel, Shields St.
Ward 3, Precinetl, 139 W. Mt. Ave, Masonic Temple.
Ward 3, Precinct, 2, Church corner Whitcomb and Mulberry.
Ward 3, Precinct 3, Christian Chapel, Oak and Mack Streets.
Ward 41 Precinct 11 Christian Church, College and Magnolia.
Ward 1', Precinct 2, Corner Oak and Whedbee Sts.
Ward 5, Precinct 1,Baptist Church Lake Park.
the polls to be and remain open from the hour of seven o'clock A. M. to the
hour of seven o'clock P. M. of said day.
At said election the qualified electors of sa id City shall, if they
desire to vote for the adoption of said charter, place a mark opposite the firt
of the following proposotions. If they desire to vote for rejection of the
same, mark opposite the second of the following propositions, to -wit; -
1st. Shall the charter framed by the Ch-rter Convention be the charter of the
City of Fort Collins. Yes
2nd. Shall the Charter framed by the Charter Convention be the Charter of the
City of Fort Collins. No.

Moved by Alderman Abbott and seconded by Alderman Johnson that the matter of t e
Telephone Co. franchise and other eommun ications be referred to the Committee on Laws
and Ordinances and the City Attorney]
A vote being taken on the same was carried and so declared by the Mayor.
Moved by Alderman Ewes and seconded by Alderman Abbott that the following resolution be
adopted.
Resolution.
Resolved that the act of the City Clerk in calling a special election on the question of
adoption or rejection of the charter reported by the Charter Convention of the City of
Fort Collins to be held on Tuesday the 16th day of September, A. D. 1913,,and further
that the Clerk give notice of said election by publication of the same, including e,
copy of the charter so framed, in the Fort Collins Review, the same to be published three
times a week apart prior to said election.

Moved by Alderman Ewes and seconded by Alderman Armitage and when put to a
vote carried the Mayor was 'instructed to appoint a committee of three to look
over the Porter damage case and report next meeting which committe was composed
of the following Aldermen, Watson, St. Clair, Pdathews.
Moved by Alderman Abbott and seconded by Aldeman Yard that the Council
visit the Filter Plant on Wednesday leaving at 1 P. M.
Moved by Alderman Eves and seconded by Alderman Abbott that the propo.
sition of the Union Pacific in regards furnishing gravel for Linden Street be-
tween Jefferson and Willow and the City Roll it was accepted.

mufflers for automobiles.
