Present: Councilmen Carson, Lopez, Chilton and Kruchten. City Manager Coffey,
City Attorney March and Director of Public Works Liquin. Absent: Councilman Troxell, excusei
Motion was made by Councilman Lopez, seconded by Councilran Chilton, that the reading
of the minutes of the last regular meeting held October.15, 1970, be dispensed with. Roll
was called resulting as follows: Ayes: ;Councilmen Carson, Lopez, Chilton and Kruchten
Absent: Councilman Troxell, excused. Naycs: None. ThG Mayor declared the motion
adopted.

Mayor Carson stated this was a very worthwhile organization and urged the support
of all citizens, interested groups and organizations for that day.
The following ordinance was presented on first reading and read at length:
ORDNANCE NO. 65., 1970 ,
BEING AN ORDINANCE AMENDING CHAPTER 19 OF TIME CODE OF ORDINANCES OF THE CITY OF FORT COLLINS,
COLORADO, 1958, AS AMENDED, CONLMONLY KNOWN AS THE ZONING ORDINANCE AND CLASSIFYING FOR ZONING
PURPOSES THE PROPERTY INCLUDED IN THE WEST MULBERRY FIFTH ANNEXATION TO THE CITY OF FORT
COLLINS, COLORADO r
Motion was made by Councilman Kruchten, seconded by Councilman Lopez, that
Ordinance No. 63, 1970, be considerled favorably on first reading, and ordered published this
22nd day of October, 1970, and to be presented for final passage on the 12th day of November,
1970. Roll was called resulting as follows: Ayes: Councilmen Carson, Lopez, Chilton and
Kruchten. Absent: Councilman Troxell, excused. Nayes:' None. The Mayor declared
the motion adopted.
The matter of amending the Zoning Ordinance allowing installation of barbed
wire fence with a revocable permit, renewable every three years, was presented. Motion was made,:1
by Councilman Lopez, seconded by Councilman Kruchten, that this be referred to the Planning and
Zoning Board for their recommendation. Roll was called resulting as follows: Ayes:
Councilmen Carson, Lopez, Chilton and Kruchten. Absent: Councilman Troxell, excused.' Nayes:
None._ The Mayor declared the motion adopted.

TODAY STEERING CC 1TTEE
WHEREAS, heretofore on August 13, 1970, the City Council authorized the establ s.u-errt
of a steering committee to establish a pra;ram for total citizen inLol%'c Tent in 'formulating Bee s,.
plans and -priorities for the community muni • GC Fort Collins; and
WHEREAS, said committee is now known as the Designing Tomorrow Today Steering
Co,.,mittee; and

WHEREAS, the City Council desires to appoint additional members to said committee.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the
following persons be and they hereby. -are appointed as members of the Designing Tomorrow

The plat for South ore Village, first filing, was presented. Rick Cisar, AssistanC,.
Planning Director, explained this plat, stating that due to the discontinuation of DelClair
because of a cul de sac, that it was better to change the name of the continuation rather than
to use the same name. It was recommended that the name be changed to Village Drive. He also,'
stated that the contractor could not get a building permit is the street was not named. It
was asked if the cut de sac was wide enough to accocaodate fire trucks and the snorkel- Mr.
Cisar stated that it was, that it had a 60 foot riot Of way. Ater discussion, notion was made:
Councilman Kruchten, seconded by Councilman Chilton, that this plat be approved. Roll was

building some low-cost housing. Supposedly financing for senior
{{ citizens through general Aid is available but we first need to have a
Housing Authority established. You, tte City Cauneil, are the only
ones who can do this and we certainly urge, encourage, and hope P
that you ;.till take this step.

Councilman Lopez stated he would like to have a formal meeting with the above
people and find out their valuation of things.

TO: Honorable Mayor and Councilmen
THROUGH: Mr. Ton: Coffey, City Manager
FROM: Mr. Ed Kuppi.nger, Purchasing Agent
SUBJECT: 145 Transformers
Bids have been.received and evaluated :covering consideration for purchase of 14V
Transformers of various KVA ratings.
A tally sheet as well as an analysis sheet is attached.
Mr. Bob Kest, Senior Electrical`Ergineer, has evaluated the bids and all specificatio
have been met bythe low bidders. The recommendation is that Utility Equipment be awarded 1
contract for 100 - 25 KVA transformers and 35.- 50 KVA transformers for a total award of 1
$40,385.00; and that Lewis Associates be'awarded a contract for 7 - 100 KVA transformers
and 3 - 167 KVA transformers for a total award of $8,03.00. The 14S transformers will cost', .'
the City $48,858.00. The Engineering estimate for the.transformers was $47,545.00-

Bids have been received and evaluated covering consideraton for purchase of:
Contract for Building of Concession, Storage and Restroom Building at Edora Park.
Nine Invitations to Bid were sent; two were returned.
A summary of the bids are as follows:

Masser Construction 10,896.00

Mr. H. R. Phillips, Director of Parks $ Recreation, has evaluated the bids and all -specifi-
cations have been met by the low bidder.
The recommendation is that Al Hackett be awarded the contract in the amount of $10,082.00:

Councilman Lopez stated this building sets out by itself and more likely for
vandalism and suggested spending a little more money now, than later.
The City Manager stated that Vandalism proof restrooms just'have not been invented '

Mr. Guy Palmes ::as present and s c%e briefy congratulating the Council and others
who compiled the budget for 197i for getting is .mashed on schedulC and stated he would

Mayor Carson told Mr. Palmes they appreciated his continued interest. The Director of
Finance assured air. PaImes that there .:as a copy for him and he could pick it up anytime.
Motion was made by Councilman Kruchten, seconded by Councilman Lopez, that the
Council adjourn. Roll ::as called resulting as follows: Ayes: Councilmen Carson,
