Present: Councilmen Carson, Lopez, Chilton and Kruchten. City Manager Coffey; City Attorney March and Director of Public Works Liquin. Absent: Councilman Troxell; excused. Motion was made by Councilman Lopez, seconded by Councilman Chilton, that the reading of the minutes of the last -regular meeting held September 3, 1970, be dispensed with. Roll was called resulting as follows: Absent Ayes: Councilmen Carson, Lopez, Chilton and Kruchten. Councilman Troxell, excused. Nayes: None. The Mayor declared the motion adopted. The following ordinance was presented on first reading; and read at length: BEING AN ORDINANCE AMENDING SECTION COLLINS, COLORADO, 1955, AS AMENDED. Motion was made by Councilman Chilton, seconded by Councilman Lopez, that Ordinance No. 54, 1970, be considered favorably on first reading and ordered published this 16th day of September, A. The following proposed ordinance was presented and read at length: Amend 17-13 (c) to read: ORDINANCE NO. 54, 1970 9-21 OF THE CODE OF ORDINANCES OF THE CITY OF FORT FOR DISCUSSION ONLY "Where a usable 'path for bicycles has been.provided adjacent to a roadway, bicycle riders shall use such path and shall not use the roadway or sidewalk. In addition, no person shall ride a bicycle on any street or sidewalk within blocks of a bicycle path, traveling in the same direction as such street except to travel to and from such roadway. All streets within blocks of any bicycle path shall have suitable signs giving notice of the location of such bicyclepath. The restrictions contained in this section (c) shall not apply to persons making deliveries of newspapers or other merchandise on bicycles. `. Councilman Kruchten stated that in his opinion bicycles should be allowed on the I' streets and sidewalks where there is not much traffic;and in heavily traveled areas they should be restricted to designated lanes. The LwV supports the concept that the supply of low and moderate cost housing be scattered through out the community and not be concentrated in one area. a The Fort Collins League has felt that a solution to the problem of housing for low income families is of high priority. To be better prepared to speak on the means of solving local housing problems the League has started a study on the "Evaluation and Implementation of a Housing Code and a Housing Authority for the City'of Fort Collins and Larimer County" as part of its 1970-71 program. The League will be concernec. with the ongoing operation of the.Authority, once established, and as we obtain the results from our current study we hope to offer constructive suggestions. Mable Preble, Chairman of the Fort Collins Senior Citizens Commission, urged the building of houses for senior citizens. That vithout the housing authority low income dwellings would be an impossibility, therefore concurs with the action being taken. Don Hisam of the Fire Departmen was present and spoke regarding low income hous]Lvg for the elderly also that he has worked with the Senior Citizens Commission. He stated that he had personal experience in this regard with his.parents in Yuma Colorado. That after his father passed away, without low income housing, his.mother would not have been able -to exist, as homes are in excess of $10,000. He stated she receives $109.00 social security. He said this is .called the Hi Plains Manor Housing Authority of Yuma, that many r s Ader people are now independent, as it only takes 22% to live in one of these houses. He stated that he helped circulate petitions here and urged that one be in Fort Collins. By tM time the elderly on Social Security pay their rent and other expenses, had nothing to live on. He stated that Joe Coria assisted him as an interpretor for the Spanish speaking people. Councilman Lopez asked how it was financed, etc. Mr. Hisam stated that he has this information that Mrs. Gary Gilpin of Greeley was an authority and would be glad to assist Fort Collins in getting started, however, he would present a report later. Lou Stitzel was present and spoke for this low income housing. The City Manager stated Grand Island, Nebraska is extremely involved in a Housing Project and it is working very well. Mr. Henry Brock was present, stating he was with the Fort Collins Realty, that he was for the low income housing 100%, but would urge consideration of certain facts, such as tax base, 400 or 500 units, escape tax, raise mill levy, rehabilitation, etc.That if the Federal Government entered these buildings, may escape the tax that -there are many questions unanswered. Mrs. Low Stitzel stated that in Minnesota, the City realizes 10% of the rental from these low income houses for utilities. " Mr. Bob Cross, President of the Fort Collins Board of Realtors, was present and stated that there is a very apparent need for housing for the elderly. That the City should gather from other cities all available information, stating that the Board of Realtors would be glad to work with the Council. After discussion, motion was made by Councilman Kruchten, seconded by Councilman Chilton, that this resolution establishing a housing authority for the City of Fort Collins be adopted. Mrs. Booth Grisom, representing the Neighbor to Neighbor Committee, was in support of this Authority and that they would work with the City. MO / ATTEST: C3 ty C e r k Nona Thayer, President of the League of "Sonen Voters, was present and presented the followin-a report: STATEMENT BY THE FORT COLLItdS LEAGUE OF WOMEN VOTERS AT THE SEPTEMBER 10, 1970, HOUSING AUTHORITY HEARING The Fort Collins League of Women Voters is deeply concerned that major steps t be taken to meet the need for loci and moderate cost housing here in Fort Collins.. The establishment of a housing authority could enable Fort Collins to utilize existing federal housing programs. A local housing authority could purchase land and build housing which it could then rent, lease or sell. It could effectively coordinate the resources of public and private agencies. The 1968 Housing and Urban`. Development Act, adopted by congress with broad bipartisan support, reaffirms the` national goal set forth in the 1949 Housing Act: "...a decent home .and suitable living environment for every American family." Massive efforts are required at all levels of government and from private groups to meet this challenge.. i In 1969 the Human Resources Committee of our League undertook two informal studies to ascertain local housing conditions. Thirty-four out of fifty real estate offices listed in the telephone directory were contacted and asked what housing was available for $15,000 or less. Ten offices reported nothing in this range, and the others had a very limited numher. At the time of the study multiple listing had 18 houses for $15,000 or less, of which 13 were two bedroom homes. Nearly all were.' older homes. Finding mortgage money presents major problems for low income families. FHA regulations further decrease availability since most funds are earmarked for new housing. The second part of the study attempted to gain a picture of rental costs., We Obtained the rental cost of 76.6% of the 1,717 multiple dceliing units listed in the city planning office. Also, 75 private homes with apartments for rent were con- tacted. The cost of renting in both cases were simiVar"and are shown below: 1 room efficiency $80-140 1 bedroom 90-140. 2 bedroom 120-190 3 bedroom 155-400 The State Planning Commission states that Larimer County will need 1600 units per year for the next three years for people moving into the cdmmunity. Bing -man, City Engineer ItE: Sidewalks Requested by School District The Poudre School District has requested that the City consider areas -which are deficient in sidewalks, for the possibility of improving then for the safety of children going.to -nd from school. They have enclosed a map with -the request, indicating which streets are w hour sidewalks on either one side or bot:. sides of the street, and which i:- - streets are well -traveled by school children. We have reviewed their. - _ - map, to see where new sidewalks might be justified•, and to see wlat ( problems we might have in ordering sidewalks to be built in the various : sections of the City. - i _ ' In general, in the older sections of the City where there are established houses and paved streets with curb and gutter, it will be relatively simple to order the construction of sidewalkswhere they are,' needed. [de have identified these streets on a map; and feel that there ,,- i is ample justification for the COIIStrtlCClOn of sidewalks along these ! streets. The most im?ortant question in this regard is whether we should` require sidewalks be built on both sides of the street, or only on one side of a street. Where there is little vehicle traffic, we could require that walks be constructed on only one side of the street. The next question is which side. Here we would have to look at more jthan one block at a time to insure that we would not jump from one side of the street to the other wit:-, walks, and construct the new walks on the side that beady had the most existing wall:. We recommend that. i - i we start with this procedure, of requiring walks on one side of the , street. If it does rot provide a satisfactory solution, we may then i have the walks installed on both sides of -..a streets. One street that will be.a problem is South Shields Street, Prospect -Street nort:. to University Avenue. :ne street is bull. 1 - - lir,2 which does not permit : within a toot or two of the righ� of -way , v ? the construction of walk. In order to obtain all the additional ! right-of-way necessary, we nay have to condemn five feet on each side. i i In the newer areas of the City, where streets are not yet fLliy:' ! constructed, we have a different problem... la some of these areas, suci, as along. -Taft Fill Road, or along East prospect Street east or Le ay, 11 Avenue, the street consists only o� the original narrow county pav>ng, . with no curo and gutter. With new developments, we are getting mote' curbs and walks built. However, this is slow and spotty. He stated that South Shields has been built within one or two foot of the property i dines and have a problem there. It'was not built up on either side, was a 60 foot right of. I way, will have -to dedicate a 100 foot right of way and this will be taken up at a later date. That it is up to the Council to initiate Improvement Districts. The Director of Public Works, Chuck Liquin, stated this will be a large sized f, improvement district and may not be initiated until 1972. Councilman Kruchten asked if we put walks on one side now, would we have to have, i another improvement district later on if we decided to put walks on the other side. Mr. Liquin stated we would not, just be a matter of continuing the District. Mayor Carson stated we should not consider putting in sidewalks on bota sides as it would be too mucn of a hardship on the people involved. Councilman Kruchten suggested to sift the requests of the I schools and put in sidewalks only where there are is a safety hazard. The City Manager stated we would have to acquire right of ways in some areas, going to take time, to give these people a chance to put in their own sidewalks. Councilman Lopez stated that Taft from cemetery corner to West Elizab_-th is a very dangerous area. Councilman Kruchten stated the property owners should be notified to cut weeds and shrubbery so not to impede the progress of the children. The Director of Public Works stated that they usually cut down any shrubbery and weeds that are.a hazard to traffic, that he had a man out on weeds all the time. Councilman Kruchten'stated that there are places where the weeds are so bad we have to walk into the street to avoid them and that fences are a -hazard in other areas. Mayor Carson requested the matter be referred to the Administration for further study and will expect another report later. The Mayor of the Island of bloleF.ai, Hawaii, the Honorable Mitchell Pauole, was present and extended greetings to the Council and on behalf of the J.c,s of Molakai. A key -was presented to Mayor Carson which was meant to fit every door in Hawai-n and meant "Welcome to ,.our home". The Director of Public Works stated no more than there is now. The City Manager stated that this project is moving along and should be in operation soon. According to my best recollection, I still have same question as.to•the extent of my involy „ ,t.But_since I was implicated in some degree, I feel some duty to make restitution, even at this E `,late date, and an willing to bear the entire burden, which may be my o ligation anyway, in this f matter. I checked with a Loveland nursery and xas told that a tree that had attained full height of. F•30.feet (at an annual growth of about-15 inches) would be worth between $150-200. I am sorry for my misbehavior in this regard, -and hope this will satisfy civil justice. I am glad that through faith in the merits of Christ's death on the cross I have obtained divine pardon for this deed as well. f Sincerely yours, /s/ William G. ' The City Manager stated that the minimum charge for outside City metered water ,a users is $10.00 a quarter and the sewer charge is $14.00 a quarter, per Ordinance No 17,1,1900 also that Section 38 says the sewer charge•to be 95% of the water charge and that he has the privilege to make adjustments. He recommended reducing the minimum sewer charge to $9.50. Lotion was made by Councilman Lopez, seconded by Councilman Kruchten, that this matter be referred to the City Attorney to prepare an amendment to the ordinance.
