Present: Councilmen Carson, Troxell, Lopez, Kissock and Kruchten. City Manager Coffey, City Attorney March and Director of Public Works Liquin. I Motion was made by Councilman Kissock, seconded by Councilman Troxell, that the reading of the minutesof the last regular meeting held March 26, 1970, be dispensed with. Roll was called resulting as follows: Ayes: Councilmen Carson, Troxell, Lopez, Kissock and Kruchten. Na-yes: None. The Mayor declared the motion adopted. The following proclamation was presented and read at length: PROCLAMAT1ON WHEREAS the Epsilon Xi Chapter of the Alpha Phi Omega Fraternity at Colorado State University, being affiliated with this National Service .Fraternity, desires to take part in Larry Park's Week and, WHER the purpose of Larry Park's Week is to collect Betty Crocker _ coupons, Green Stamps and money to be turned over to General Mills, Inc.., and WHEREAS General Mills, Inc., when certain conditions are met, will purchase a kidney machine to be used by Larry Parks, a former student at Waylon Baptist College in Texas, NOW, THEREFORE, I, Karl E. Carson, Mayor of the City of Fort Collins . do hereby proclaim April 6 through April 10, 197a, to be Larry ' Park's Week and urge the citizens of this City to assist members of the Alpha Phi Omega Fraternity to attain the necessary items to qualify for the purchase of a kidney machine. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the City of Fort Collins to be _affixed. U., was presented and commented on the' fact that he had received permission from the Downtown Merchants to set up booths to aid in the collection of coupons, stamps, etc., as outlined in the above proclamation. Wayne Teegarden, Chief of Police of the C.S.U. Police Department, gave a brief explanation of the correspondence extension course a number of _ C.S.U. and City police personnel enrolled in a•year ago. The Mayor presented diplomas to the following who had completed the course:' Lt. Davis Sgt. Mason Sgt. Bouldin Lt. Emerine Sgt. Buck Sgt.. Wallace Off. Kelly Off. Spencer Of Lambert Off. Cartwright The following ordinance was presented on second reading: ORDINANCE NO. 22, 1970 BEING AN ORDINANCE VACATING AN ALLEY IN THE MILLER BROTHERS FOOTHILLS SUBDIVISION FIRST FILING, SECOND FILING AND THIRD FILING, CITY OF FORT COLLINS, COLORADO' 156 a ° Motion was,made by Councilman Kissock, seconded by Councilman Kruchten, that Ordinance No. 22, 1970, be adopted.f Roll waa_,called resulting Troxell, Lopez, Kissock and Kruchten. as follows: Ayes: Councilmen Carson, Nayes: None. The Mayor declared the motion adopted A petition was presented for annexation of 7.3004 acres to be placed in R-M zone, by Emerald J. Maxwell._ Motion was made by Councilman Kissock; seconded by Councilman Kruchten, that this petition be referred to the Planning and Zoning Board for their recommendation. Roll was called resulting as follows: Ayes: Councilmen Carson, Troxell, Lopez, Kissock and Kruchten. Nayes: None. The Mayor declared the motion adopted. -Mr. Lee Skirtland appeared in protest of the removal of the fillet prior to the time he had it installed, he claimed his car was damaged a number — of times and.had to have several tires replaced. He requested that the City'E ing. The Director of Public Works advised either leave it or correct the curb him that the removal of the fillet was done without any cost to the property owners and hia department is working on no plans for the construction of.curbs , I and gutters. The following petition was presented and read at length: TO THE MEMBERS OF THE CITY COUNCIL: We, the undersigned, owner residents and residents in the vicinity of Park Street and Morningside Drive, petition the City Council for a vapor light at the corner of Parker Street and Morningside Drive. This is a par - to busy. corner due to the fact Morningside Drive is a dead end street le dwellings. There are lined with nine duplexes and four singno streetlights closer 'than the intersections of Mathews St. and Parker St. and Rernngtbn St. and Parker St. to the west and none to the east. P - Thie petitioned contained 51 names of residents living in that area. Stan Case, Director of Utilities, explained that should the City allow Iinstallation of the stlamps, that it_�sepossibility of as many as 19 additional petitions requesting installation of street lamps could be forth coming in the near future. A suggestion was made that a forming of a street to take in, this request, plus additional lights lighting improvement district, in this vicinity. He also explaned that street lights can be.instahed with a nominal cost of $150.00 each. Councilman Kruchten stated that lights are needed in this dark and dismal area and suggested that petitions be prepared f.or the beginning of the improvement district. Motion was made by Councilman Troxell, seconded by Councilman. Kruchten,' that this matter be referred to. the City..Manager to pro- cee d in forming a district. Roll was called resulting as fo11owsr Ayes: Councilmen Carson, Troxell, Lopez, Kissock and Kruchten; Nayes: None. The Mayor declared the motion adopted. 'y After further discussion, motion was made by Councilman Kruchten, 157 seconded by Councilman Lopez, that the above petition be approved subject to the signers paying the $150.00 charge as required by the Utility Department. Roll was called resulting as follows: Ayes: Kissock and Kruchten. Nayes: None. Councilmen Carson, Troxell, Lopez, The Mayor declared the motion adopted. A complaint filed by the Grievance Committee of League of United Latin American Citizens, was presented. Motion was made by Councilman Kissock, seconded by Councilman Troxell, that this complaint be received. Roll was called resulting as follows: Ayes: Councilmen Carson, Troxell, Lopex, Kissock and Kruchten. Nayes: None. The Mayor declared the motion adopted. The City Manager presented the following recommendation: TO: Mr. Tom Coffey City Manager 3 FROM: H. R. Phillips Director of Parks and Recreation' SUBJECT: Picnic Tables at High School Park The Parks and Recreation Department will provide several picnic tabled and trash cans for the High School Park as requested. My recommendation is that the school provide the trash pickup as we.do not have the men available to do this work until summer time. /s/ H. R. Phillips Director of Parks and'Recreation After some discussion, motion was made by Councilman Lopez, seconded by Councilman Kruchten, that the Parks and Recreation Department has placed j tables and cans in the area and that the streets will be painted as-orosswalks, weather permitting. The following communication was presented and read at length: March 31, 1970 TO: Karl E. Carson, Mayor FROM: James W. Guyer, Chairman Fort Collins ' Landmark Preservation Commission SUBJECT: Filling Vacancy on Commission At the Commission's last meeting it was unanimously proposed that we recommend to you and the City Council Mr. W. Ed Wright of 500 Realington.for appointment to the Fort Collins' Landmark-Preservation.Commission. He will fill the vacancy left by Betty Woodworth. Her appointment was made September 11, 1969, for a period of four years effective September 5, 1969. We believe Mr. Wrights long residence in Fort Collins and his keen interest in matters of his.torical interest will qualify him for the appointment.. • Motion was made by Councilman Kruchten, seconded by Councilman Lopez, that this recommendation be accepted and the matter.be referred to the City Attorney to prepare the neccessary resolution of appointment. Roll was called resulting as follows: Ayes: Councilmen Carson, Troxell, Lopez, Kissock and Kruchten. Nayes: None. The Mayor declared the motion adopted. 158 The Mayor presented the following communication which was read at { length: COLORADO GOVERNOR'S COMMITTEE ON EMPLOYMENT OF THE HANDICAPPED March 6, 1970 The Honorable Karl E. Carson, Mayor The City of Fort Collins .1515 South Shields Street Fort Collins, Colorado Dear Sir: I am in receipt of a copy of a letter to you from Mr. C. E. Royayne dated February 26 advising you of our desire to establish a Mayor's Committee in your fair city. We are endeavoring to do that thoughout Colorado and are meeting with fair success. I suppose it's like mother love. Who's against it? a I will gladly meet with you at times.ohosen by you.in the future if that is your wish. If such is warranted, I'm prepared to speak to a group of your choosing.' I've included a descriptive booklet for you r inspection and look forward to meetkg you. Warmestiegards, /s/ Sam L. Motion !' was made by Councilman Kruchten, seconded by Councilman Troxell, that a committee be appointed for the promotion of hiring of those handicapped.
