MINUTES OF A REGULAR MEETING OF THE COUNCIL OF THE CITY OF FORT COLLINS, held
Thursday, August 15, 1963, at 1:30 o'clock P.M.
Present: Councilmen Johnson, Colwell, McMillan, Honstein and Councilwoman Quinn.
City Manager Widdows, City Attorney March and City Engineer Weiss.
Motion was made by Councilman Honstein, seconded by Councilwoman Quinn, that the
reading of the minutes of the last regular meeting held August 8, 1963, be dispensed with.
Roll was called resulting as follows: Ayes: Councilmen Johnson, Colwell, McMillan, Honsteir
and Councilwoman Quinn. Nayes: None. The President declared the motion adopted.
The following resolution was presented and read at length:
RESOLUTION
OF THE COUNCIL OF THE CITY OF FORT COLLINS GIVING PUBLIC NOTICE CONCERNING A PROPOSED ORDI-
NANCE CHANGING THE ZONING MAP OF THE CITY OF FORT COLLINS AND AMENDING CHAPTER 19, CODE OF
ORDINANCES OF THE CITY OF FORT COLLINS, COLORADO, 1958, AS AMENDED, COMMONLY KNOWN AS THE
ZONING ORDINANCE
WHEREAS, a petition has been presented to the City Council of the City of Fort
Collins, requesting that the following described property, situate inthe County of Larimer,
State of Colorado, to -wit:
Lots 12, 13 and 14, Block 91, City of Fort Collins, Colorado;
be changed from "C" Residence District to "D" Commercial District, and
WHEREAS, Section 19-13 of the Zoning Ordinance provides that the City Council may,
from time to time, on its own action, after public notice and hearing as provided by law,
amend, supplement or change the regulations of said Zoning Ordinance, and
WHEREAS, the City Council is of the opinion that a change should be made in the
Zoning Ordinance re-classifying a certain area of the City of Fort Collins as is more par-
ticularly specified in the Notice of Public Hearing herein contained, and is further of the
opinion that public notice of said proposed change should be given so that the public gen-
erally may have an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that
Notice of public hearing concerning the proposed change shall be given as provided by law
at least fifteen (15) days prior to the date of said hearing by the City Clerk stating the
time and place of said hearing.
BE IT FURTHER RESOLVED that September 5, 1963, at 1:30 P.M. shall be the time for
said public hearing and the Council Chamber in the City Hall of the City of Fort Collins sh
be the place for said hearing.
BE IT FURTHER RESOLVED that August 20 and 27, 1963, and September 3, 1963, shall
be the dates that publication of said notice be made inthe Fort Collins Coloradoan, the
official newspaper of the City of Fort Collins.
BE IT FURTHER RESOLVED that said notice shall be in words and figures as follows,
to -wit:

Gentlemen:
The undersigned herewith offer to sell to the City of Fort Collins 75 acre foot
units of water from the works of the Northern Colorado Water Conservancy District at $60.00
per acre foot unit. The undersigned will pay the transfer fee for the transfer of such
water to the City of Fort Collins and will furnish an abstract for examination purposes only
so that the City may furnish the necessary legal opinion to the District. The undersigned
in connection with said offer reserve t he right to use such water f or the years 1963 and
1964, but will pay the assessments payable in connection with said water right.
The above offer is conditioned upon its being accepted by the City of Fort Colli
thin ten days from date of this letter.

and the City Attorney be instructed to advise the sellers of the acceptance of said offer.

BEING AN ORDINANCE AMENDING SECTION 22-64 OF THE CODE OF ORDINANCES OF THE CITY OF FORT
COLLINS, COLORADO, 1958, AS AMENDED, RELATING TO LICENSE REQUIRED FOR CARE AND REMOVAL OF
Motion was made by Councilman McMillan, seconded by Councilman Honstein, that
Ordinance No. 27, 1963, be considered favorably on first reading and ordered published this
15th day of August, A. D. 1963, and to be presented for final passage on the 5th day of
September, A. D. 1963. Roll was called resulting as follows: Ayes: Councilmen Johnson,
Colwell, McMillan, Honstein and Council woman Quinn. Nayes: None. The President declared
the motion adopted.
The matter of interFr_d;ation of the City Dump rates as presented by the City Eng-
in er was discussed and the matter was referred to the City Attorney to include the proper
interpretation of certain rates.
The City Engineer asked the Council about the hours of operation of the City
. After considerable discussion, the matter was left subject to the demand of the gener
al public after trial.
The request of the Rocky Mountain Bank and Trust Company for two hour parking on

a temporary basis was presented by the City Engineer. After considerable discussion, moti
was made by Councilman McMillan, seconded by Councilman Honstein, that the traffic Engineer
be instructed to establish two hour parking on a parallel basis in the 200 block and 300
trial
block of West Oak Street on a 90 day/period. After discussion, motion was made by Council-
woman Quinn to amend the motion to limit said parking to the 300 block of West Oak Street.
The motion was declared null and void for lack of a second. Motion was made by Councilman
Colwell, seconded by Counci1w man Quinn, that the original motion be amended to diagonal
parking. Roll.was called resulting as follows: Ayes:. Councilman Johnson, Colwell, Honsteit
and Councilwoman Quinn. Nayes: Councilman McMillan. The amendment was carri6d. Roll was
called on the original motion as amended. Ayes: Councilmen Johnson, Colwell, McMillan,
Honstein and Council woman Quinn. Nayes: None. The President declared the motion adopted.

Dear Sir:
J. F. Carmack, Pastor of the First Free Methodist Church, is requesting a one
inch water tap for Lot 3, Block 1, 6th Fairview Subdivision.
This will give service to a church and parsonage which is to be built on this lot,
and which will be known as 1516 West Prospect Street.

After discussion, the matter was deferred for further study for interpretation of
the ordinance.
The City Manager advised the Council that it would be necessary for them to appoin
a member of the Planning and Zoning Board of Appeals to replace Mr. A. E. Oakes, deceased.
The Council took this matter under advisement.
Motion was made by Councilwoman Quinn, seconded by Councilman Honstein, that the
Council adjourn. . Roll.was called resulting as follows: Ayes: Councilmen Johnson,
Colwell, McMillan, Honstein and Councilwoman Quinn. Nayes: None. The President declared
the motion adopted, and the Council adjourned.
