MINUTES OF AN ADJOURNED MEETING OF THE COUNCIL OF THE CITY OF FORT COLLINS, Held
Wednesda y, June 19, 1963, at 1:30 P. M.
Present: Councilmen Johnson, Colwell, McMillan and Honstein. City Manager
Norris, City Attorney March and City Engineer Weiss. Absent: Councilwoman Quinn, excused.
Motion was made by Councilman Colwell, seconded by Councilman McMillan, that the
reading of the minutes of the last regular meeting held June 13, 1963, be dispensed with.
Roll was called resulting as follows: Ayes: Councilmen Johnson, Colwell, McMillan and
Honstein. Absent: Councilwoman Quinn, excused. Nayes: None. The President declared
the motion adopted.
The City Engineer reported that the ball diamond at the City Dump has been set
up by the Chamber of Commerce and is ready for operation.
The following communication was presented and read at length:

City of Fort Collins, Colorado
Subject: Water Works Improvements
Gentlemen:
As we have indicated to you, we are extremely anxious to do the engineering work
on the proposed water works improvement for the City of Fort Collins. Since we are a
local firm, we have a very personal interest in this work aside from the normal monetary
interest of all firms. In order to enhance our own qualifications for this job, provide
the most modern engineering designs, and reliable plans and specifications, we have formed
a joint venture firm with one of the nations leading consultants in municipal engineering.
In addition, Mr. Max Parshall, a life-long resident of Fort Collins and recognized author-
ity inthe field of water -supply and sewerage would be on our staff during this job. Mr.
Parshall has been very intimately acquainted with the water supply problems of Fort Collins
for many_- years. We are fully aware of the emergency situation which confronts you, and
our group can meet your tight schedule with the necessary man power and engineering know
how.
The work you are contemplating is not simmle in nature and you should have a qua
ified firm with adequate experience working for ,you . We list below typical projects sim-
ilar to those contemplated by you which have been designed by Henningson-Durham & Richardso
Inc. We feel these indicate the type and caliber of work performed in the past and we
invite any or all of you to visit these jobs at our expense.
1. City of Durango, Colorado.
A. 7.2 M.G. Water Storage reservoir complex.
B. Water intake structure on Animos River.
C. Water Booster Station.
D. H-D-R has made a study of Durangots existing sewage plant and anticipates
starting; design of an enlargement momentarily.
2. Omaha, Nebraska.
A. 6 M.G. Concrete reservoir with an architectural roof.
B. 24 M.G. reservoir roof constructed of thin shell concrete.
3. Nebraske City, Nebraska.
A. New water treatment plant (this plant won an award for being the best
water project in Nebraska).
4. Spirit Lake, Iowa
A. New Water treatment plant.
5. Walsenburg, Colorado:
A. H-D-R has completed the preliminary design of a new water treatment plant
City is presently awaiting federal aid prior to proceeding.
6. Blanding, Utah
A. H-D-R is presently engaged in the design of a new water -treatment plant.
7. Florence, Colorado.
A. New sewage treatment plant.
8. Metropolitan Denver Sanitation District.
A. H-D-R is presently designing the $14,000,000 sewage treatment plant for
Denver.
In closing we would like to state that we have been long-time residents and tax-
payers of Fort Collins, and have a vital interest in its future. We have put together an
organization which we as engineers feel is tailor made for this project from the City's
sta:hd point. We have combined the advantages of a local firm with offices and adjacent to
the City Hall, and whose principals will always be immediately available for consultation,
with the vast experience ad facilities of one of the largest and most respected engineering
firms in the nation. In addition, if we were selected, much of the fee for this Job would
revert directly back into the City's economy rather than going out of the City forever.

Both Mr. Magerfleisch and Mr. Stewart spoke in reference to their interest in the
.engineering of the water works program. Mr. Owen Allen, Chairman of the inter -urban com-
mittee of the Chamber of Commerce, Mr. N eil Benedict, President, and Mr. Phibbs, Secretary
of the Chamber of Commerce, spoke in support of the firms of Magerfleisch,Burnham and
Stewart. After discussion, the Council suggested that the City Engineer, Mr. Palmes and
R. L. Colwell report to the Council the investigation of some of the jobs completed by the
firm of Henningson, Durham and Richardson, Inc., who have joined as consultants with the
firm of Magerfleisch, Burham and 6tewart and report back to the City Council as to the
results of their investigations. .
Mr. Palmas advised the Council that immediate action should bet aken to protect
the City from being hemmed in by bonded water districts, which it appears that there is
some negotiations being made to do so. Mr. Lee Wagner, Chairman of the Northern Colorado
Water District was present and told the Council about their district which they control,
said district being in a bonded district. They said that they would be appreciative if
the City would relax the restrictions and allow them to negotiate fort he City of Fort
Collins's water to improve and enlarge their system which is being supplied from wells in
the neighborhood of Waverly. Mr. Lloyd Moss, a property owner of approximately 25 acres
adjoining Vine Drive, appeared before the Council in support of relaxed water distribution
and,stat--d that he felt that if the City would lift these restrictions that '
they would forestall the district being formed between the City and LaPorte which would clos
off to a great extent their availability from bringing additional lines from the filter.

The matter of preparing a resolution lifting some of the restrictions of some of
this water use was discussed. Motion was made by Councilman McMillan, seconded by Council-
man Colwell, that the matter be referred to the City Attorney to prepare an appropriate
resolution in line with water development and water uses for outside water users. Roll was
celled resulting a,6s follows: Ayes: Councilmen Johnson, Colwell, McMillan and Honstein.

Mr. Phibbs said that the urban committee of the Chamber of Commerce was working
dilligently on the down town program and would have something more concrete to offer the
City Council within the next two weeks.
Motion was made by Councilman Colwell, seconded by Councilman Honstein, that the
Council adjourn. Roll was called resulting as follows: Ayes: Councilmen Johnson, Colwell,
McMillan and Honstein. Absent: Councilwoman Quinn, excused. Nayes: None. The President
declared the motion adopted and the Council adjourned.
