MINUTES OF A REGULAR MEETING OF THE COUNCIL OF THE CITY OF FORT COLLINS, Held
Thursday, September 19, 1968, at 1:30 o'clock P.M.
Present: Councilmen Carson, Troxell, Kissock, Kruchten and Bennett. City
Manager Coffey, City Attorney March and Director of Public Works Liquin.
Motion was made by Councilman Troxell, seconded by Councilman Krucht'en,,that-
the reading of the minutes of the last regular meeting held September 12, 1968, be dispens
with. Roll was called resulting as follows: Ayes: Councilmen Carson, Troxell, Kisso
Kruchten and Bennett. Nayes: None. The President declared the motion adopted.
The following ordinance was presented on first reading as an emergency Ordinance
ORDINANCE NO. 43, 1968
BEING AN ORDINANCE PERTAINING TO THE REPAIR OR RECONSTRUCTION OF SIDEWALKS AND CURBS AND
GUTTERS IN THE CITY OF FORT COLLINS, PROVIDING FOR THE PAYMEiffT THEREFOR BY THE OWNERS OF
PROPERTY ADJACMTT THERETO, PROVIDING FOR THE ASSESSMENT(F THE COSTS OF THE SAME AGAINST
THE PROPERTY ADJACENT THERETO, AND REPEALING SECTIONS 22-42 THROUGH 22-44 OF THE CODE OF
ORDINANCES OF THE CITY OF FORT COLLINS, COLORADO, 1958, AS AMENDED, AND DECLARING AN EMER-
GENCY
Motion was made by Councilman Bennertt, seconded by Councilman Troxell, that
Ordinance No. 43, 1968, be read at length and adopted by the unanimous vote of all the
members of the City Council of the City of Fort Collins p^event at a regular meeting held
this 19th day of September, A. D. 1968. Roll was called resulting as follows: Ayes:
Councilmen Carson, Troxell, Kissock, Kruchten and Bennett. Nayes: None. The Pres-
ident declared the motion adopted.
The following resolution was presented and _read at length:
RESOLUTION 6�"
OF THE COUNCIL OF THE CITY OF FORT COLLINS ORDERING THE REPAIR AND RECONSTRUCTION OF
CERTAIN SIDEWALKS AND CURBS AND GUTTERS IN THE CITY OF THEOWNERS OF PROPERTY ADJACENT
THERETO AND DIRECTING THAT A COPY OF SUCH RESOLUTION BE SENT TO THE OWNERS OF PROPERTY
CONCERNED AND GIVING NOTICE THAT IF THE PROPERTY OWNERS CONCERNED DO NOT PERFORM SUCH WORK
WITHIN THIRTY DAYS FROM THE DATE A COPY OF THE RESOLUTION IS MAILED TO THEM; THE CITY WILL
PERFORM THE WORK AND CHARGE THE COST THEREOF TO SAID OW14ERS AND CERTIFY AND COLLECT SAID
COSTS THROUGH THE COUNTY TREASURER.
WHEREAS, heretofore the City Engineer hasuDde an inspection of some of the
sidewalks, curbs and gutters in the City ofFort Collins and has reported to the City
Council regarding the same, and
WHEREAS, the (ity Council deems it necessary that the sidewalks, curbs and
gutters described on the attached Exhibit "A" be repaired or reconstructed in order to
protect the public.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS:
1. That the persons named on the attached Exhibit "A" being the owers of the
real property described on said exhibit, which property is adjacent to the sidewalks,
curbs and gutters in need of repair or reconstruction, ere hereby ordered to repair or
reconstruct the defective portions of the sidewalk, curb or gutter as indicated on the
attached Exhibit "A".
2. The City Engineer is directed to send a copy of this remlution to each
person listed on the attached Exhibit "A" at the address shown for such persons on the
real property assessment roles for general taxes for Larimer County.
3. In the event the repairs or reconstruction required by this resolution are
not completed within 30 days after the mailing of this resolution to the property owners,
the City shall proceed to do the required work and to charge the cost of the same to the
abutting property owner and certify and collect said costs through the County Treasurer
in the same manner that general taxes against the property are collected.
Passed and adopted at a regular meeting of the City Council held this 19th day
of September, A. D. 1968.

Motion was made by Councilman Kissock, seconded by Councilman Kruchten, that this

resolution be adopted. Roll was called resulting as follows: Ayes: Councilmen

declared the motion adopted.
\\O1 The report from Stanley R. Case, Director of Utilities through Tom Coffey to
the Council members, in reference to traffic light rates which was presented to the City
Council members as of August 7, 1968, was presented for whatever action they wished to
take. After considerable discussion and no definite decision, motion was made by Council-
man Kruchten, seconded by Councilman Troxell, that the Council accept the report of Stanley
R. Case, Director of Utilities, as written, and further action be taken at a later date.
Roll was called resulting as follows: Ayes: Councilmen Carson, Troxell, Kissock,
Kruchten and Bennett. Nayes: None. The President declared the motion adopted.

Parks and Recreation Director
SUBJECT: Fort Collins Youth Baseball Proposal
The Fort Collins Parks -and Recreation Advisory Board voted uanimously to reject the base-
ball proposal as submitted by Mr. Neal Morehart of the Fort Collins Youth Baseball program.
The Board felt that - #1 At this time we were doing as much as the Department of Parks
and Recreation can do with the personnel available; #2 We didn't feel that we wanted to
be "guardians of the uniforms"; #3 Since we run and supervise the programs that we now
have, .that if the time came when we were in a position to do anymore with the Youth Base-
ball, we would want to run it in its entirety.
(Everyone of the Board and this staff is for the baseball program as such, but not under
the conditions as requested in the letter.
For further discussion contact Mr. Charles Peterson. President of the Parks and Recreation
Advisory Board, 1315 Remington, 482-7794; or at his place of business - 155 Linden Street,
484-1505.
After discussion, motion was made by Councilman Troxell, seconded by Councilman
Kissock, that the report of the Parks and Recreation Department be accepted and approved.
Roll was called resulting as follows: Ayes: Councilmen Carson, Troxell, Kissock,
Kruchten and Bennett. Nayes: None. The President declared the motion adopted.
The Mayor advised the Council that he had proclaimed the time from September 25th.
to October 4th. as Fort Collins Symphony Society week.
Motion was made by Councilman Kissock., seconded by Councilman Bennett, that the
Council adjourn. Roll was called resulting as follows:. Ayes: Councilmen Carson,
Troxell, Kissock, Kruchten and Bennett.
