COUNCIL OF THE CITY OF FORT COLLINS, COLORADO
Council -Manager Form of Government
Special Meeting - 7:00 A.M.
A Special Meeting of the City Council was held at the Village Inn Pancake House,
Foothills Fashion Mall, Fort Collins.
Assistant Mayor Gray called the meeting to order. There were present Councilmembers
Bowling, Gray, Preble, Reeves, Russell, and Wilkinson. Absent Councilman Foad.
Staff members present: Brunton, McGraw, Cain and Lewis
Also: City Attorney March
Housing Authority members Harry Troxell, Alvin Kruchten, Nancy McComb,
and Irvine 1'rilson.
New Council members elect Arvid R. Bloom and Richard M. Suinn..
Housing Authority Chairman Harry Troxell reviewed the project to date for 50
units of low income housing and informed the Council that the Authority needed
an additional $47,000 for the project. He then addressed the possible four
options.
Option No. 1
a. City loan Housing Authority $25,000 until sales tax refund becomes available.
b. City make grant to Housing Authority of a sun not to exceed $21,623 (money
to come from Revenue Sharing).
c. housing Authority attempt to get all or part of deficit from grant from
State Housing Authority.
Option No. 2
a. Eliminate community building.
Option No. 3
a. Reduce parkland, water and sewer plant investment fees etc.
Option No. 4
a. Cut off some items in all 50 units (approximately $400 per unit).
Councilman Bowling spoke in favor of Option No. 1 and City Manager Brunton stated '
the sales tax is not.in the cazli flow in the operating budget.
Councilman *Wilkinson expressed concern for the $400 per unit approximation in
" Option No. 4 stating he did not feel that is enough.

Assistant Mayor Gray inquired how Option No. 1 would affect the budget and was
informed by the City Manager the 125,000 would come from Revenue Sharing.
Councilman Bowling made a motion seconded by Councilman Wilkinson to approve
Option No. 1. Yeas Councilmembers Bowling, Gray, Preble, Reeves, Russell and
Wilkinson. Nays none.
Adjournment .
Councilwoman Preble made amotion to adjourn seconded by Councilman Wilkinson.
Yeas: Councilmembers Bowling, Gray, Preble, Reeves, Russell and Wilkinson.
Nays none.
