Adjourned Meeting - 1:30 P.M.
An adjourned meeting of the Council of the City of Fort Collins
was held on Tuesday, June 29, 1976, at 1:30 P.M. in the Council
Chambers in the City of Fort Collins City Hall. Roll call was
answered by Councilmembers Bloom, Bowling, Gray, Reeves, Russell,
Suinn and Wilkinson.
Staff Members Present: Brunton, Harding and Lewis.
Also: City Attorney Arthur E. March, Jr.
Appointments to Board and Commissions
Made _
Mayor Wilkinson polled Councilmembers on their desires on the
method to pursue in making appointments; specifically if thev
'wished to make appointment in Executive Session or in open meeting.
Councilmembers agreed to make appointments in open meeting.
Selections were made to (1) Building Board of Appeals, (2) Building
and Contractors Licensing Board, (3) Coordinating Commission for
Senior Citizens, and (4) Cultural Resources Board.
Council then considered appointments to the DT2 Steering Committee.
The recommended staggered terms from the committee is as follows:
One -Year Terms - To July 1, 1977 (Presently appointed members)
Karl Carson * Certain juggling is required to initiate
David Luplow* staggered terms. Mr. Luplow is a relatively
Lilla Morgan. new member. It is recommended that he be
appointed for a one-year term and, then,
reappointed for a three-year term.
Two -Year Terms - To July 1, 1973 (Presently appointed members)

Robert Haberstroh
Nicholas Leonard
Mary Ontiveros
Three -Year Terms - To July 1, 1979 (Four New Members)
To Replace: Preston Davis
Melvin Johnson

There are 12 applications with 11 vacancies.
Councilman Suinn made a motion, seconded by Councilman Bowling
that the seven present members applying for reappointment,
(Karl E. Carson, Elizabeth Dale, Robert Haberstroh, Nicolas Leonard,
David Luplow, Lilla Morgan and Mary OntiveroP be reappointed
in accord with those terms recommended by DT . Yeas: Council -
members Bloom, Bowling, Gray, Reeves, Suinn and Wilkinson. Nays:
Councilman Russell.
Councilmembers then made appointments to the four remaining positions.
Councilmembers then made appointments to the Election Board,
Golf Board and Housing Authority.
Discussion on the Library Board centered around reappointing the
present Chairman of the Board for a third four year term.
Councilwoman Reeves made a motion, seconded by Councilman Suinn
to delay making reappointment to this board until January 1, 1977.
Yeas: Councilmembers Gray, Reeves and Suinn. Nays: Councilmembers
Bloom, Bowling, Russell and Wilkinson.
Councilmembers then made appointments to the Library Board, Liquor
Licensing Authority, Parks and Recreation Board, Personnel Board,
Planning and Zoning Board, Retirement Committee, Water Board and
Zoning Board of Appeals. '
Mavor Wilkinson called a five minute recess.
Resolution Adopted Making Appointments
to Boards and Commissions
City Clerk, Verna Lewis read the resolution at length:
RESOLUTION 76-35
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO VARIOUS BOARDS AND
COMMISSIONS OF THE CITY OF FORT COLLINS
WHEREAS, vacancies currently exist or shortly will
exist on various boards and commissions of the City because
of resignations from board membership, death of board members,
or the expiration of the terms of members of the boards; and

WHEREAS, the City Council desires to make appointments
to fill the vacancies which exist or will exist on the
various boards and commissions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF FORT COLLINS that the following named persons be,
and they hereby are, appointed as members of the boards and
commissions hereinafter indicated, with terms to expire as
set forth after their names:

Council held this'29th day of June, A.D. 1976.

Councilman Suinn made a motion, seconded by Councilman Bowling to
adopt the resolution. Yeas: Councilmembers Bloom, Bowling, Gray,
Reeves, Russell, Suinn and Wilkinson. Nays: None.
Mayor Wilkinson declared the meeting closed.
He then reconvened the meeting to act on the following resolution.
Resolution Adopted Welcoming the 1976
Republican Convention Convention
Councilman Suinn made a motion, seconded by Councilwoman Gray to I
adopt the resolution. Yeas: Councilmembers Bloom, Bowling, Gray,
Reeves, Russell, Suinn and Wilkinson. Nays: None.
RESOLUTION 76-36
OF THE COUNCIL OF THE CITY OF FORT COLLINS
WELCOMING THE REPUBLICAN CONVENTION TO THE
CITY OF FORT COLLINS
WHEREAS, the State Republican Party will hold its
convention for 1976 in the City of Fort Collins, such conven-
tion to be convened on July 10, 1976, with other meetings
and functions related to the convention scheduled for July
9, 1976; and
WHEREAS, it is the opinion of the City Council that the
City of Fort Collins is honored to be chosen as the site of
such convention and the City Council recognizes that this
convention will bring a great number of people to this City
and will afford the citizens of this City an opportunity to
observe the conduct of a political convention; and

WHEREAS, in the opinion of the City Council, it is
fitting and proper to extend to the Republican Party of the
State of Colorado and to.the delegates to the convention a
welcome to the City of Fort Collins.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF FORT COLLINS:
1. That the City Council hereby extends its welcome to
the Republican Party and the delegates to the 1976 Republican
Convention; and
2. That the City Council hereby expresses its invitation
to each party attending the Republican Convention to utilize
the facilities of the City available to visitors; and
3. That the City Council further extends to the Republican
Party an invitation to consider the City of Fort Collins for
future convention.
Passed and adopted at an adjourned meeting of the City
Council held this 29th day of June, A.D. 1976.
