MINUTES OF AN ADJOURNED MEETING
September 30, 1971

The City Council of the City of Fort Collins met in an adjourned session at 8:00 A.M.
in the Council Chambers of the Municipal Building on Thursday, September 30, 1971
Present: Councilmen Carson, Lopez, Councilwoman Preble,
Councilmen Peterson and Fead.
Also present: Tom Coffey, City_Manager
Arthur E. March, City Attorney
Charles Liquin, Director of Public Works
Mayor Carson presided.
AGENDA ITEM 1
PROCLAMATION
Modern Volunteer Army Month
WHEREAS: A free society such as ours needs a strong army to protect its
highest interests in times of grave national peril; and an army
to be strong and effective must be an army entirely contemporary
and in tune with the needs of its soldiers as well as the needs
of the larger society it serves; and
WHEREAS: .The modern United States Army is taking new and bold steps to
accomodate the legimate sensitivities and desires of todays
young American men and women; and
WHEREAS: The United States Army offers to many of our brightest and most
promising young people the opportunity for education and train-
ing in more than 300 skills and professions, that they may be-
come more useful and responsible citizens of our nation; and
WHEREAS: Answering the call to the National defense can and should be a
highly honorable vocation, meriting the great respect and ap-
preciation of all Americans;
NOW, THEREFORE, I Karl E. Carson, Mayor of the City of Fort Collins,
Colorado do hereby proclaim the month of October, 1971, as
MODERN VOLUNTEER ARMY MONTH
in Fort Collins, and I commend this observance to all our citizens, but
especially to those Choice City residents between the ages of 17 and 21.

ORDINANCE NO. 57, 1971 - Tabled from September 23, 1971
Motion was made by Councilman Lopez, seconded by Councilwoman Preble, that this be removed
from the table. Upon a roll call,all members of the Council voted in the affirmative.
ORDINANCE AND AGREEMENT
BEING AN ORDINANCE ACCEPTING, APPROVING AND ADOPTING AN AGREEMENT WITH THE FORT COLLINS-
LOVELAND WATER DISTRICT
Motion was made by Councilwoman Preble, seconded by Councilman Fead, that Ordinance No. 57,
1971, and the agreement be approved, and presented for final reading on the 21st day of
October, 1971. Upon a roll call, all members of the Council voted in the affirmative.

AGENDA ITEM 3
1972 BUDGET
The City Manager presented the 1972 Budget. The only major change was an increase of
$2,720.00 as the City's portion of the salary paid highschool students under the
Neighborhood Youth Core program. The Mayor and City Manager commended the staff for
the hours spent preparing the budget After discussion, motion was made by Councilman
Fead, that the budget be received as presented. This was seconded by Councilwoman Preble.
Upon a roll call, all members of the Council voted in the affirmative.

Motion was made by Councilwoman Preble, seconded by Councilman Lopez, that these agreements
be accepted. Upon a roll call, all members of the Council voted in the affirmative.
AGENDA ITEM 5
RESOLUTION
r OF THE COUNCIL OF THE CITY OF FORT COLLINS REQUESTING
A FEASIBILITY STUDY BY TIME DEPARTMENT OF HIGHWAYS OF
THE STATE OF COLORADO CONCERNING A NORTH -SOUTH TRANS-
PORTATION CORRIDOR
WHEREAS, the City Council of the City of Fort Collins has been
requested to express its views regarding a proposed north -south transpor-
tation corridor which would lie west of the City of Fort Collins; and
WHEREAS, the construction of such corridor might have a serious
ecological impact on this community, particularly with regard to pollu-
tion problems, the nature of which could only be determined by an adequate
feasibility study; and
WHEREAS, the members of the City Council consider that it would
be extremely advantageous that the issue of whether the construction of a
transportation corridor extending along the front range north from and
including Jefferson County and the location of such corridor should be
definitely determined; and
WHEREAS, the members of the City Council of the City of Fort
Collins are especially concerned with what the impact of the construction
of such coriidor would be from an ecological standpoint and particularly

the extent of the pollution problems that would arise from the establish-
ment of such a corridor which may be peculiar to the area in the vicinity
of the.City of Fort Collins; and
WHEREAS, the necessary feasibility study can only be determined
by the Department of Highways of the State of Colorado in connection with.
its highway program.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the Department of Highways of the State of Colorado be
and it is herewith requested to undertake the above mentioned feasibility
study at an early a date as is possible.
Passed and adopted at an adjourned meeting of the City Council of
the City of Fort Collins held this 30th day of September, A. D. 1971.

After discussion, motion qas made by Councilman Fead, seconded by Councilwoman
Preble, that this resolution be adopted. Upon a roll call, all members of the Council
voted in the affirmative.
