Adjourned Meeting - 1:35 P.M.
An adjourned meeting of the Council of the City of Fort
Collins was held on Tuesday, January 31, 1978 at 1:35 p.m.
in the Council Chambers in the City of Fort Collins City
Hall. Roll call was answered by the following Council -
members: Bloom, Bowling, Gray, Russell, St. Croix, Suinn
and Wilkinson.
Absent: None.
Staff Members Present: Arnold, Lanspery, Woods, McGraw,
Liley and Lewis.
Also: City Attorney Arthur March,.Jr.
Resolution Adopted Amending the
Community Development Program
This is a request for some line item budget changes to our
Community Development Act grant for 1976 and 1977. Also
requested is a transfer of $12,000 for the Northside Bike
Path to the Northside Paving, account. These revisions have
been reviewed and approved by neighborhood residents, and
the required public hearing on the changes has been held.
Adoption of the Resolution is recommended.
Councilman Wilkinson made a motion, seconded by Council-
woman Gray to adopt the resolution. Yeas: Councilmembers
Bloom, Bowling, Gray, Russell, St. Croix, Suinn and Wil-
kinson. Nays: None.

AUTHORIZING THE ADMINISTRATION TO SUBMIT
AMENDMENTS TO THE DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT FOR THE 1976 AND 1977
COMMUNITY DEVELOPMENT PROGRAM BUDGETS AND
THE 1977 HOUSING ASSISTANCE PLAN

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the Administration is authorized to submit to '
the Department of Housing and Urban Development proposed
revisions to the Community Development Program budgets for
the years 1976 and 1977 as follows:

BE IT FURTHER RESOLVED, that the Administration is also
authorized to submit amendments to the City's Housing Assistance
Plan, adding 100 units to the goals for elderly housing and
75 units to the existing rental program.
Passed and adopted at an adjourned meeting of the City
Council held this 31st day of January, A.D. 1978.

This item was tabled from the January 17, 1978, Council
meeting to this date since a determining vote could not
be made at that time. After examination of the record,
Council should decide whether to sustain or reverse the
ecision o t e Authority or to remand the matter ac
to the Authoritv for further consideration.
City Attorney March stated Council had closed the hearing
when this item was tabled to allow Councilman Suinn to
read the record and then take whatever action is necessary.
Councilman Suinn made comments relative to the record, then
made a motion, seconded by Councilwoman Gray, to uphold the
decision of the Liquor Licensing Authority and grant the
License. Yeas: Bloom, Gray, Suinn and Wilkinson. Nays:
Bowling, Russell and St. Croix.

Other Business
Councilwoman Gray stated that there is a Tavern license '
application pending in the area of Shields and Stuart
Street, which has been rezoned by the Council to B-P
Planned Business, with the idea that this was going to
be a neighborhood center. She then inquired if this use
was allowed in this zone.
City Attorney March stated that there are two arguments
to this question: one which would allow this use and one
which would not. If Council wanted to resolve the issue,
"a way of doing it would be to pass a motion determining
what the Council's interpretation of this at this time is,
as to what zones would permit a Tavern use, and direct us
(the administration) to draw an ordinance to clarify said."
Council could "pass a motion that a Tavern l.icense,for a
zoning consideration,be allowed only in those zones which
allow 'bars'."
Councilman Bowling stated the developer of this property
should be informed that it was not the intent of this
Council to allow any form of Tavern license in that commercial
center."
The administration will inform the developer of Council's '
concern and the administration will prepare an ordinance
for consideration at a future Council meeting.

Mayor Bloom declared the meeting adjourned at 2:05 p.m.
