opecial Called Meeting -.4:00 P.M.
A special called meeting of the Council of the City of Fort Collins, Colorado,
was held on Thursday, November 8., 1973, a::.1:00 P.M. in the Service Center,
700 Wood Street, in the City of Fort Collins. Mayor Preble called the
meeting to order; there we-e oresnnt: Councilmen. Bowling, Fead;_ Gray, Lopez,
Preble, Reeves and Rccsc11.
Staff members present: Brunton, DiTullio, March and Lewis.
Public Transportation approved.
City Mlanager Brunton gave a brief report on the eleveJl items having to do
withany transportation study; the sales tax program, %faster Plan calling
for a transportation system with a City subsidy if needed, and the three
consulting firms interviewed by the Interviewing Committee composed of Val
0-(len, Dick Siever, Stan Case- Roy Bingman, Bill Kane, Mike DiPullio and Mr.
Brunton.
Mr. Brunton also spoke to the other tr..,,sportation plans proposed (Care -a -Van, '
Ace Cab, etc.) and the November 7, 1973 recommendation from the DT2 Steering
Committee. The private versus public transportation, and rates, the
involvement with the Colorado PUC, repair z--1 st.oragc ,:ere also addressed.
The recommendation from the Achninistration, in working with a consultant,
was that it be on a T r, M basis, but not into an elaborate study.
Council member addressed the control over a public system, how far outside
the City a bus could operate, and PUC requirements.
Councilman 3owling spoke to the need to immediately move ahead on acquisit
of equipment; Councilman Russell spoke to the specifications and the housing
and number of buses. City Manager 3runtnn spck;. to Federal funding.
Councilmvh Bowling made a motion, sec-nded oy Councilman Fead, to direct the
AdministrPt'Lon to move ahead in the acquisition, of buses and conduct a study
concurrently. Yeas: Councilmen Bowling, Fead, 3ray, Lopez, Preble,
Reeves Pnd Russell.. Nays: None.

the Administration to proceed in working wlti, a consuitant on a tune and material
basis to get recommendation back to Council. Yeas: Coun^.ilmen or,ling, Fead,
Gray, Lopez, Preble, Reeves and Russell. Nays: None.
The Care -a -Van proposal and the other reeuests were discussed, with City
Manager Brunton stating he c7ru11 have a report back for the November 29, 1973 '
meeting.

Councilman Bowling made a motion, seconded by Councilman Fead, to direct
' the Administration to have a report on the other transportation request
for the November 29, 1973 meeting. Yeas: Councilmen Bowling, Fead, Gray,
Lopez, Preble, Reeves and Russell. Nays: None.
Signing of Stop Areas for Fort Collins Cormnanity
Car Pool approved

City Manager Brunton and City Attorney March spoke to recommendation that
the City cooperate with the FCCCP in signing the designated areas for stop;
and having the Police Department monitor the program. City Attorney March
cis'! Mated the. City Administration should inform the insurance ea;T!i of
rthe proposal, and the need for rules in the use of areas.

Mr. David Adamson gave an oral report: on -the proposed areas worked out with
the Traffic Dngineer and the purpose and operation of the program.

Councilman Fead made a motion, seconded by Councilman Bowling, to authorize
the Administration to establish stop zones. Yeas: Councilmen Bowling, Fead,
Gray, Lopez, Preble, Reeves and Russell. Nays: None.
Table of Ordinance No. 88, and Ordinance No. 89, 1973
extended to Nuvomber 29, 1973
City Manager Brunton stated a special meeting of the Planning and Zonintj
Board would be held on lNovember 19, 1973, to consider the Horsetooth South
Second annexation and the Brown Farm Second Annexation, and as soon as the
recc::;:.eriations were iorthcoming from the Planning and Zoning Board, it
would be back on the agenda.
Councilman 3oialing made a motion, seconded by Councilman Russell, to table
the two above items to the November 29, 1973 meeting. Yeas: Councilmen
Bowling, Fead, Gray, Lopez, Preble, Reeves and Russell. Nays: None.
Action on Ordinance No. 96, 1973 relating to the
Water Utility
City Manager Brunton revinwad the referal of the ordinance to the Water
Boa:•d. The Board will not meet until November 16, 1973. City Attorney
March reviewed the probable run on City Hall in meeting water remirements
if it were changed immediately.
Councilman Reeves expressed her 3esiru to change the 6ollar amount from
':SO to $350 an acre foot.
;;owli_ng made a motion, seconded by Councilman Russell, to table
the itemsnot having to do with the amount for each acre foot required to the
December 20, 1973 meeting. Yeas: Councilmen Bowling, Fead, Gray, Lot_:z,
Preble, Reeves and Russell. Nays: None.

Councilman Reeves made a motion, seconded -by Councilman Dead, to instruct
the City Attorney to prepare an ordinance increasing the amount from $250 '
to $350 per acre required, to be presented at the November-15, 1973 meeting.
Yeas: Councilmen Bowling, Fead, Gray, Lopez, Preble, Reeves and Russell.
Nays:" None.
Ty 's Statement on Energy Crises
City Manager Brunton stated Mayor•Preble had already directed that steps
be taken to censer-,; e:__-gy and spoke to the. things the City was already
doing, ie, having employees pool rides, eat sack lunches, share rides to.

degrees; also recommending that there.be no Christmas lighting at City Hall,
and the Light acid Power Department will not support the A C's Christmas
lighting this year, or sponsor the home lighting contest. City vehicles
are to drive at 50 miles an hour.
Councilman Bowling inquired where the City stood as far as our electric
utility stood; what is the situation as far as electric power.
City Wager Brunton stated there would be a report on the November 15,
1973 agenda on this item; also a report from the Planning Department on this
item.
Mayor Prcble read at length a telegram from President Nixon.

Council adjourn. Yeas: Councilman Bowling, Fead, Gray, Lopez, Preble,
Reeves and Russell. Nays: None.
