Adjourned Meeting - 1:30 P.M.
An adjourned meeting of the Council of the City of Fort Collins
was held on Tuesday, April 12, 1977 at 1:30 p.m. in the Council
Chambers in the City of Fort Collins City Hall. Roll call was
answered by the following Councilmembers: Bloom, Bowling, Gray,
St. Croix, Suinn and Wilkinson.
Absent: Councilman Russell.
Staff Members Present: Brunton, Liley and Lewis.
Also: City Attorney March.
Minutes of the Regular Meeting of March 15, 1977
and Adjourned Meeting of March 22, 1977
Approved as Published
Councilman Bowling made a motion, seconded by Councilman Wilkinson
to approve the minutes of the regular meeting of March 15, 1977
and the adjourned meeting of March 22, 1977 as published.
Yeas: Councilmembers Bloom, Bowling, Gray, St. Croix, Suinn and
Wilkinson. Nays: None.
Resolution Making Appointments to -..Various
Boards and Commissions
Delayed Until June 7, 1977
Mayor Bloom stated this item will be delayed until June 7, 1977.
Report Accepted on Canvass of Election
City Manager Brunton stated City Clerk Verna Lewis had presented
the Canvass of Election at the Organizational meeting.
Councilwoman Gray made a motion, seconded by Councilman Suinn to
accept the official Canvass of the Election. Yeas: Councilmembers
Bloom, Bowling, Gray, St. Croix, Suinn and Wilkinson. Nays: None.

Other Business
a. Mayor Bloom stated the first appointment to various Council
committees he would like to address is the Council representa-
tive to the Platte River Power Authority.
Councilman Wilkinson made a motion, seconded by Councilwoman
Gray that Council appoint Jack Russell to that (PRPA) committee.
Yeas: Councilmembers Bloom, Bowling, Gray, St. Croix, Suinn
and Wilkinson. Nays: None.
b. The next appointment was a representative to the COG.
Councilman Wilkinson made a motion, seconded by Councilman
Suinn to appoint Councilman Bowling as the representative
and Councilwoman Gray as the alternate. Yeas: Councilmembers
Bloom, Bowling, Gray, St. Croix, Suinn and Wilkinson. Nays:
None.
C. Mayor Bloom stated the final appointment he would like to
make, although it is not an official appointment, is the
Council Finance Committee. He further stated he would like
to appoint Lloyd St. Croix to that committee which would be
composed of himself, Councilman Russell and Councilman St. Croix. i
d. Mayor Bloom stated it had been suggested a meeting with the
City Manager be scheduled to review management policy and
procedures in an executive session. Since Councilman Russell
is not present, this schedule will be determined at a later
date.
e. Mayor Bloom then inquired what action Council desired taking
on SB 76 (taxation on Platte River Power Authority).
Councilman Suinn made a motion, seconded by Councilman Wilkinson
that Council go on record as supporting staff action to defeat
the _bill. Yeas: Councilmembers Bloom, Bowling, St. Croix,
Suinn and Wilkinson. Nays: Councilwoman Gray.
f. City Manager Brunton distributed copies of the 1976 audit.
Mayor Bloom acknowledged receipt of the audit.
There being no further business to come before the Council,
Mayor Bloom declared the meeting adjourned.
