ADJOURNED MEETING
OF THE
COUNCIL OF THE CITY OF FORT COLLINS
December 13, 1988
6:15 p.m.
An adjourned meeting of the Council of the City of Fort Collins was held on
Tuesday, December 13, 1988 at 6:15 p.m. in the Council Chambers in the City
of Fort Collins City Hall. Roll call was answered by the following
Councilmembers: Estrada, Horak, Kirkpatrick, Mabry, Maxey, Stoner, and
Winokur.
Staff Members Present: Burkett, Krajicek, Roy
Executive Session Authorized
Councilmember Mabry made a motion,
adjourn into Executive Session for
matters relating to the performance
Yeas: Councilmembers Estrada, Horak,
and Winokur. Nays: None.
THE MOTION CARRIED.

appraisal of the Municipal Judge.

At the conclusion of the Executive Session, Mayor Stoner asked
Councilmembers for suggestions on the process preferred for advertising for
the vacancy that will be created by the resignation of John Tobin,
Municipal Judge. Mayor Stoner suggested two options be considered: (1) a
citizen committee to review the applications and narrow the number of
prospective candidates down to 3-5 or (2) a Council subcommittee to review
the applications and narrow the number of prospective candidates down to
3-5.
Councilmember Kirkpatrick inquired if the Council Subcommittee that was
involved in the City Attorney selection process worked with a citizens
group.
City Manager Steve Burkett replied in the negative.
Councilmember Horak stated he preferred a Council Subcommittee conducting
the review and selection process.
Councilmember Estrada agreed with the Councilmember Horak's comments and
stated he believed there was no need for the additional expertise a
citizens group would provide.
Councilmember Maxey agreed with Councilmembers Horak and Estrada.

Councilmembers Maxey, Kirkpatrick, and Horak volunteered to serve on the
Council Subcommittee.
Mayor Stoner noted the Council Subcommittee would be working with Acting
Employee Development Director, Jaime Mares to draw up a job advertisement
for the position.
Councilmember Maxey commented on the handouts received at the National
League of Cities conference.
Councilmember Kirkpatrick noted that the Council Health and Safety
Subcommittee will be discussing the cruising issue on December 21, at 4:00
p.m.
Councilmember Estrada reported he was in Zapopan; Mexico and had spoken to
the Zapopan City Council. He commented on their enthusiasm 'regarding a
Sister City affiliation with the City of Fort Collins. He noted the
present City Council in Zapopan will be leaving at the end of the year but
the incoming City Council has agreed to ratify the Sister City Agreement.
Adjournment
At the conclusion of the Executive Session, Councilmember Mabry made a I
motion, seconded by Councilmember Estrada, to adjourn the meeting. Yeas:
Councilmembers Estrada, Horak, Kirkpatrick, Mabry, Maxey, Stoner, and
Winokur. Nays: None.
The meeting adjourned at 7:10 p.m.
