SPECIAL MEETING
OF THE
COUNCIL OF THE CITY OF FORT COLLINS
March 3, 1986
10:00 a.m.
A special meeting of the Council of the City of Fort Collins was held on
Monday, March 3, 1986, in the Council Chambers of the New Municipal
Building, 300 West LaPorte Avenue, Fort Collins, Colorado. Roll call was
answered by the following Councilmembers: Estrada, Horak, Knezovich,
Ohlson, Rutstein and Stoner.
Staff Members Present: Shannon, Huisjen, Lewis, Krajicek.
Also Present: Jay April and newly selected City Manager, Steve Burkett.
Resolution Appointing Jay E. April to fill
a Vacancy as Councilmember At -Large
on the City Council, Adopted
"After reviewing 19 applications and conducting interviews on February 25,
the City Council selected Jay April to fill the At -Large Council vacancy.
This Resolution formalizes the Council action taken on February 25 to
appoint Mr. April to replace John Clarke on City Council."
Councilmember Stoner made a motion, seconded by Councilmember Estrada, to
adopt Resolution 86-35. Yeas: Councilmembers Estrada, Horak, Knezovich,
Ohlson, Rutstein, and Stoner. Nays: None.
THE MOTION CARRIED.
City Clerk Wanda Krajicek administered the oath of office to newly
appointed Councilmember, Jay April, and he assumed his position at the
Council desk.
Resolution Recognizing the Services of
Councilmember John Clarke
During his Term in Office, Adopted
"Council will take this time to recognize former Councilmember John Clarke
for his guidance and leadership during his years on City Council."
Councilmember Knezovich made a motion, seconded by Councilmember Horak, to
' adopt Resolution 86-37. Yeas: Councilmembers Aprili, Estrada, Horak,
Knezovich, Ohlson, Rutstein, and Stoner. Nays: None.

THE MOTION CARRIED.
Mayor Rutstein then presented former Councilmember Clarke with a plaque
recognizing his years of service on City Council.
Resolution Authorizing the Mayor
to Execute an Employment Agreement with
Steven C. Burkett as City Manager, Adopted
"The Resolution would authorize the Mayor to execute an employment
agreement with Steven C. Burkett, who has been selected by Council to serve
as City Manager, effective April 7, 1986. The terms of employment are set
out in the employment agreement attached to the Resolution."
Councilmember Stoner made a motion, seconded by Councilmember Ohlson, to
adopt Resolution 86-36. Yeas: Councilmembers April, Estrada, Horak,
Knezovich, Ohlson, Rutstein, and Stoner. Nays: None.
THE MOTION CARRIED.
Council Reorganization
Mayor Rutstein commented on the past year and her year as Mayor. She '
outlined the accomplishments, issues, and activities of the year and
thanked staff, Council and the community for making the year rewarding for
her.
Mayor Rutstein then asked for nominations for the office of Mayor.
Councilmember Knezovich made a motion, seconded by Councilmember Horak, to
nominate Kelly Ohlson as Mayor. Yeas: Councilmembers April, Estrada,
Horak, Knezovich, Ohlson, Rutstein, and Stoner. Nays: None.
THE MOTION CARRIED.
Mayor Ohlson assumed the chair.
Mayor Ohlson then asked for nominations for the office of Assistant Mayor.
Councilmember Rutstein made, a- motion, seconded by Councilmember Stoner, to
nominate Larry Estrada as Assistant Mayor, Yeas: Councilmembers April,
Estrada, Horak, Knezovich, Ohlson, Rutstein, and Stoner. Nays: None.
THE MOTION CARRIED.
Mayor Ohlson read a statement thanking Council for the privilege and
opportunity of serving the community in the coming year. I

1 Assistant Mayor Estrada expressed support for the Mayor and his objectives
and goals for the upcoming year and thanked Council for the opportunity.
Mayor Ohl son presented a plaque to former Mayor Rutstein expressing
Council's appreciation for her service as Mayor from March, 1985 to March,
1986.
Adjournment
Councilmember Knezovich made a motion, seconded by Councilmember Stoner, to
adjourn the meeting. Yeas: Councilmembers April, Estrada, Horak,
Knezovich, Ohlson, Rutstein, and Stoner. Nays: None.
THE MOTION CARRIED.
The meeting adjourned at 10:45 a.m.
