OF THE
COUNCIL OF THE CITY OF FORT COLLINS
February 24, 1986
12:00 p.m.
An adjourned meeting of the Council of the City of Fort Collins was held on
Monday, February 24, 1986, in the Council Chambers of the New Municipal
Building, 300 West LaPorte Avenue, Fort Collins, Colorado. Roll call was
answered by the following Councilmembers: Estrada, Horak, Knezovich,
Ohlson, Rutstein and Stoner.
Staff Members Present: Shannon, Huisjen, Krajicek, Lewis.
Council Vacancy Process
Councilmember Estrada made a motion, seconded by Councilmember Stoner, that
each Councilmember review the applications, select their top six candidates
and that an individual must appear on at least two lists before being
scheduled for an interview.
' Councilmember Knezovich suggested Council choices be limited to the top
three candidates and that Council spend more time with quality candidates.
Councilmember Ohlson felt Council should interview all, even if briefly,
and then go more in-depth with the top three or four. He favored extending
the interviews past 8:00 p.m.
Councilmember Horak supported Councilmember Ohlson's suggestion and noted
there was no basis for reducing the list. He stated some of the candidates
were less well known and it would be valuable to talk to them, not just the
ones known personally to Councilmembers.
Councilmember Ohlson expressed concern that Councilmember Estrada's process
might only eliminate four or five which is not significant.
Mayor Rutstein favored a proposal where candidates did not have to appear
on two lists in order to be interviewed.
Councilmember Stoner favored a longer interview time noting he felt 10
minutes was only time for a very superficial interview.
The vote on Councilmember Estrada's motion was as follows: Yeas:
Councilmembers Estrada, Knezovich and Rutstein. Nays: Councilmembers
Horak, Ohlson and Stoner.

Councilmember Ohlson made a motion, seconded by Councilmember Horak, to '
conduct 10 minutes interviews with all 19 applicants on February 25 and to
leave open the option of conducting more in-depth interviews with the top
3-6 on February 26.
Councilmember Horak proposed a friendly amendment to the motion stating
that the 10 minutes be structured with a 3 minute opening statement by each
applicant followed by 7 minutes of Council questions.
The vote on Councilmember Ohlson's motion was as follows: Yeas:
Councilmembers Estrada, Horak, Ohlson, Rutstein, and Stoner. Nays:
Councilmember Knezovich.
THE MOTION CARRIED.
Councilmember Estrada suggested a pool of 12-15 questions to be posed at
random to the applicants.
Mayor Rutstein suggested each Councilmember submit three questions to Jody
McAfee who would then have them typed for Council use during the
interviews.
Councilmember Knezovich suggested there be 10 minute breaks each hour with
a half-hour dinner break. I
Councilmember Horak asked if an Executive Session was necessary to discuss
the City Manager contract.
Executive Session Authorized
Councilmember Knezovich made a motion, seconded by Councilmember Ohlson, to
adjourn into Executive Session for the purpose of discussing personnel
matters relating to the City Manager's employment contract. Yeas:
Councilmembers Estrada, Horak, Knezovich, Ohlson, Rutstein, and Stoner.
Nays: None.
THE MOTION CARRIED.
Adjournment
At the conclusion of the Executive Session, Councilmember Ohlson made a
motion, seconded by Councilmember Estrada, to adjourn the - meeting to 5:00
p.m. on February 25, 1986. Yeas: Councilmembers Estrada, Horak,
Knezovich, Ohlson, and Rutstein. Nays: None.
THE MOTION CARRIED.
