OF THE
COUNCIL OF THE CITY OF FORT COLLINS
February 11, 1986
7:45 p.m.
An adjourned meeting of the Council of the City of Fort Collins was held on
Tuesday, February 11, 1986, in the Council Chambers of the New Municipal
Building, 300 West LaPorte Avenue, Fort Collins, Colorado. Roll call was
answered by the following Councilmembers: Estrada, Horak, Knezovich,
Ohlson, and Rutstein.
Councilmembers Absent: Councilmember Stoner.
Staff Members Present: Shannon, Lewis, Huisjen, Krajicek, Powers.
Mayor Rutstein read a statement updating the status of the various staff
vacancies and the dates their replacements will begin work. She also gave
an update on the City Manager selection process.
tCouncil Vacancy Process
Mayor Rutstein outlined the dates and deadlines suggested for the process:
• Applications to be available on February 12
• Deadline to apply would be 5:00 p.m. on February 20
• Interviews to be on February 25
Councilmember Horak stated he would prefer to interview all that apply.
Councilmember Ohlson stated he would prefer to interview all that apply
unless the numbers appeared to be a burden.
Councilmember Knezovich noted he would not favor interviewing 25 candidates
for 1/2 hour each. He suggested setting aside 3 hours on February 25 and
allocating the 3 hours among the number that apply.
Councilmember Estrada suggested screening if more than 10 apply.
Councilmember Ohlson suggested interviewing on February 25 and appointing
on February 26 or 27 so the new Councilmember would be set to participate
at the March 4 meeting.
Councilmember Knezovichi- '-suggested' tonight's meeting be adjourned to
February 25 and that the appointment be made that same evening.

Councilmember Ohlson noted he felt this was not a personnel issue and that
the interviews should be conducted in open rather than Executive Session.
Mayor Rutstein felt Councilmembers would need more time to think and review
and that February 25 was too soon to make a decision.
Councilmember Horak made a motion, seconded by Councilmember Knezovich, to
conduct the interviews February 25 from 5 - 8 p.m., to interview all
applicants unless large numbers apply and to set a 150 word limit on the
answers to the 7 essay questions. Yeas: Councilmembers Estrada, Horak,
Knezovich, Ohlson, and Rutstein. Nays: None.
THE MOTION CARRIED.
City Manager Selection Process Update
Mike Powers outlined the suggested schedule noting:
- Wednesday, February 19 candidates arrive
- Thursday, February 20 - orientation day with staff
reception for staff, Council and public
from 5-7 p.m. at Lincoln Center.
- Friday, February 21 candidate interviews with citizen
committee
- Council interviews with two candidates
- Saturday, February 22 - Council interviews with remaining 4
candidates
- presentation of recommendation from
citizen committee at 3:15 p.m.
- continuation of Council discussion.
Councilmember Estrada made a motion, seconded by Councilmember Ohlson, to
adopt the schedule as presented by Mike Powers. Yeas: Councilmembers
Estrada, Horak, Knezovich, Ohlson, and Rutstein. Nays: None.
THE MOTION CARRIED.
Bruce Lockhart, 2500 East Harmony Road,' suggested sample budgets be
obtained from the home communities of each candidate.
Mike Powers asked whether the individual interviews should be public or
private, noting he and Mr. Oldani preferred the private option. He felt
the public forum would hamper both questions and answers. He noted his
recommendation was based on getting the best person for the job, not
limiting the public's access to the process.
Councilmember Horak supported interviews in public and noted a public forum
might result in more truthful answers.

Councilmember Estrada noted he would like the public at some point to have
an ear to the philosophy, comments and the type of expertise each
individual would be bringing to the community. He suggested if the
interviews were private, some time be allocated for a public question and
answer session.
Mike Powers felt a public process or press conference could be scheduled to
accommodate Councilmember Estrada's concerns. He added the citizen
committee's interviews would be in private.
Councilmember Knezovich made a motion, seconded by Councilmember Estrada,
that the Council interviews begin on Friday, February 21 at 7:30 p.m., that
they continue on Saturday, February 22, that they be conducted in private
between Council and each candidate and that a public forum be scheduled so
that candidates could respond to questions from the public.
Councilmember Horak felt there would not be a frank, open discussion in
private and was not convinced the City would lose the top candidates by
conducting the interviews in public. He felt the public would not be best
served by the private process.
Councilmember Ohlson noted he favored the public process and added he felt
it might give the citizens more confidence in Council's decision. He noted
he fully understood the positions of the the other Councilmembers and Mr.
Powers and Mr. Oldani.
Mayor Rutstein noted she supported the motion and noted the questions asked
on both sides at the interviews need to have extremely open and honest
answers. She noted trips to the candidates home communities might be
appropriate if additional questions need answering.
The vote on Councilmember Knezovich's motion was as follows: Yeas:
Councilmembers Estrada, Knezovich, and Rutstein. Nays: Councilmembers
Ohlson and Horak.
THE MOTION CARRIED.
Mike Powers recommended that the names of the candidates be released on
Wednesday, February 19, which is a travel day for them.
Councilmember Ohlson made a motion, seconded by Counci1member, Estrada, to
release the candidate names on Wednesday, February 19. Yeas:
Councilmembers Estrada, Knezovich, Ohlson, and Rutstein. Nays:
Councilmember Horak.
THE MOTION CARRIED.

Other Business
Mayor Rutstein reported on the Platte River Power Authority Special Meeting
at which a resolution was adopted changing $100 million of commercial paper
to long-term debt.
Rich Shannon pointed out the 1985 Annual
distributed copies.
Adjournment
Councilmember Estrada made a motion, seconded
adjourn the meeting. Yeas: Councilmembers
Ohlson, and Rutstein. Nays: None.
THE MOTION CARRIED.
The meeting adjourned at 9:15 p.m.
