An adjourned meeting of the Council of the City of Fort Collins was held on
Tuesday, July 14, 1992, at 6:15 p.m. in the Council Chambers in the City of Fort
Collins City Hall. Roll call was answered by the following Councilmembers:
Azari, Edwards, Horak, Kirkpatrick, Maxey and Winokur.
Councilmembers Absent: Councilmember Fromme
Staff Members Present: Burkett, Krajicek, Roy
Executive Session Authorized
Councilmember Azari made a motion, seconded by Councilmember Edwards, to adjourn
into Executive Session to conduct the mid -year performance reviews of the City
Attorney, City Manager and Municipal Judge.
Councilmember Horak questioned the reason for marking the memos confidential.
City Manager Steve Burkett clarified he did not -believe M s''memo required a
confidential status.
Municipal Judge Kathleen Allin agreed her memo should not have been marked
confidential.
City Attorney Steve Roy stated his memo falls in the category of attorney/client
privilege and release of the information would not be in the best interest of the
City.
Councilmember Horak opposed the motion.
Mayor Kirkpatrick supported the motion and spoke of the benefits in holding the
Executive Session.
The vote on Councilmember Azari's motion was as follows: Yeas: Councilmembers
Azari, Edwards, Kirkpatrick and Maxey. Nays: Councilmembers Horak and Winokur.
THE MOTION CARRIED.
The meeting reconvened at 8:45 p.m.

Other Business
Mayor Kirkpatrick spoke of an upcoming press conference on June 15, 1:00 p.m.,
to discuss a recent racial incident involving prospective Colorado State
University students.
Councilmember Winokur requested a two page memo to explore the extent of lobbyist
activity in Fort Collins and to identify the need for lobbyist registration and
disclosure.
Councilmember Winokur requested staff examine the possibility of establishing a
fund, controlled by the City, that would accept donations for the Senior Citizen
Center.
Adjournment
The meeting adjourned at 9:00 p.m.
